Book excerpt: In determining the most cost effective recruiting station locations, the military services must be able to identify station costs that vary by location as well as location-specific differences in production. This thesis is an exploratory analysis of station-level costs for Navy Recruiting stations. The thesis attempts to identify: (a) the relevant costs of Navy recruiting station location and realignments; (b)the effect of location and realignment decisions on these costs; and (c) who collects the relevant cost items. The thesis explores the feasibility of collecting the data necessary for a cost analysis of alternative station locations. Finally, the thesis aims to evaluate the feasibility of automating cost collection at the recruiting station level. To accomplish these goals the thesis reviews the Navy's responsibilities, policies, procedures and rationale in determining recruiting resource allocation decisions. The methodology relies on a review of the literature and personal interviews with individuals from Commander, Navy Recruiting Command, Navy Recruiting Areas, selected Navy Recruiting Districts and the Office of the Secretary of Defense's Joint Recruiting Facilities Committee. Two Navy Recruiting Districts are surveyed to collect cost data for a random group of their recruiting stations. These station costs are then matched with the facilities lease and contract cost data from the Army Corps of Engineers' Recruiting Facilities Management Information System and the vehicle cost data from the General Services Administration. An illustrative spreadsheet is constructed containing cost information for stations in NRD San Francisco. The spreadsheet provides cost-per-contract for these stations. Although the thesis was unable to conduct a full cost-effectiveness analysis, it proposes two approaches for future collection and analysis of the necessary cost data.

Six variables describing personal characteristics were analyzed in an attempt to explain recruiter success. The study showed that the best predictor of recruiter success was the level of formal education attained while the best explanation for recruiter failure was the individual's rate. Cost implications of high turnover and low productivity within the Navy recruiting force were then outlined and the role improved recruiter selection techniques could play in reducing these costs discussed. Book excerpt: The purpose of this thesis is to explore the effects of the geographic location of recruiters and recruiting facilities on Navy enlistment supply. Recent shortfalls in goal attainment have spurred the call for additional recruiting resources, especially recruiters, at the national level. Past research which has been conducted at the Navy Recruiting District level has shown this to be cost effective as a means of achieving recruiting goals. However, the allocation of these resources across the 31 Navy recruiting districts must be made based on the characteristics of each district, and recruiters must be placed in geographic locations where their contributions to goal attainment are the greatest. This research constructs Navy recruiting station and metropolitan area-level contract production models to estimate the effect of the geographic placement of recruiters and facilities. In addition, we address the issue of competition between Army and Navy recruiters. By estimating production models at lower levels of aggregation we are able to examine the relative effects of recruiters and facilities and to predict the most efficient allocation of these scarce resources.

This thesis examines the effects of the Army College Fund on the accession of high-quality recruits using statistical analysis of the Army's experience with the Army College Fund. The economic supply model is used to forecast the number of high-quality recruits the Navy could expect if a similar program were implemented for the Navy. An attempt is made to compare the cost-effectiveness of high-quality enlistees with that of lower-quality enlistees. In addition, the costs of the proposed NCF is compared with the costs of alternative recruiting policies. The results suggest that a new NCF could offer a cost-effective method to increase the quantity of high-quality enlistees. Several recommendations are offered regarding the implementation of such a program. (kr).

Both models showed that recruiter presence was the most important factor in attaining new contracts. Also, Navy contracts were positively related to other armed services recruiting production. This suggests complementarity. The county unemployment rate was positively related to Navy recruiting production, as were all race/ethnicity coefficients.

DOD is concerned with identifying the most cost-effective geographic locations for the Services recruiting offices. This report provides an overview of the Recruiting Station Location Project undertaken for the Assistant Secretary of Defense (FMP), Office of Accession Policy. The project developed models to assess the costs and benefits of alternative geographic locations for recruiting offices. The model is contained in the Recruiting Station Location Evaluation System (RSLES), which combines extensive ZIP code level data bases with an optimization routine and a geographic mapping capability. RSLES chooses optimal geographic locations for recruiting offices by balancing the impact of pre-specified ZIP code locations on costs and on new contract production. The report summarizes the components of the RSLES system. These include: the data bases of ZIP code level contracts and other demographic attributes; boundary files for all U.S. ZIP codes and ZIP code address of recruiting offices; econometric cost and contract production models; and, the optimization and mapping software. The report also details the architecture of the RSLES system and the integrating shell. Finally, the report describes efforts to apply and validate the RSLES system using data on Navy stationing actions in FY99 and FY00. The applications identify significant improvements in production that could be achieved by application of the RLSES model.

Book excerpt: With few effective decision-making tools to assess the affordability of major weapon systems, management of total ownership costs is continually misunderstood. Cost analysis provides a quick and reliable assessment of affordability. Because there is no standardized method for calculating reliable estimates of operating and support (O&S) costs (the principal component of total ownership cost), this thesis formulates a parametric cost model which can be used to determine the annual O&S costs of U.S. Navy (non-nuclear) surface ships based on known (or assumed) physical characteristics and manpower expectations. Source data for the cost model is obtained from the Navy Visibility and Management of O&S Costs (VAMOSC) database, a historical cost database maintained by the Naval Center for Cost Analysis (NCCA). Through standard regression and data analysis techniques, cost estimating relationships are developed for three major cost drivers: ship light displacement, ship overall length, and ship manpower. The formulated parametric cost model is a top-level and fairly reliable representation of average annual O&S cost, and it can be used by the DOD cost community to perform component cost analyses or independent cost estimates.

The objectives of this thesis are to examine: (1) productivity by geographic area, (2) productivity with respect to the racial/ethnic background of the recruiter and the individual recruited, (3) productivity by gender of recruiter and gender of recruit, and (4) recruiter productivity under two separate incentive program eras. Descriptive statistics are used to show the actual productivity differences, followed by multivariate regression analysis to examine specific effects of gender, ethnicity and geographic location on recruiter production. Bivariate analysis is employed to compare the differences in recruiter productivity between the two incentive program eras. The results show that, with respect to ethnic background, recruiters are significantly more productive when recruiting individuals like themselves than when recruiting individuals of a different ethnicity. Females were found to be more productive than males when recruiting females and geographically, the southwest area of the country was most often significantly more productive than other areas. The thesis provides recommendations to assist Navy Recruiting Command in the assignment of the most effective and productive recruiters to the field in response to possible changes in specific goal requirements. Further study with current, detailed goal information is needed to assess the impact of incentive programs on recruiting and to examine the trends that should now be established with the current incentive programs.
