Book excerpt: Thailand is entering into a new phase of educational administration under the new National Education Act of 1999 which requires all educational institutions to have internal and external quality assurance in order to ensure improvement of educational quality and standards at all levels (Section 47). This means that all educational institutions, especially in the private sector, have to undergo many changes, including changes in administration, teaching and learning processes, methods of evaluation and professional development programs. The current study focused specifically on the transformational leadership behaviour of principals on school culture. Culture is considered to be a key factor in determining whether school improvement is possible (Deal & Peterson, 1999). The study was conducted in two phases: quantitative and a qualitative, and carried out in the secondary schools of the Brothers of St. Gabriel, in Thailand. In the quantitative phase, the researcher used two instruments, namely the Multifactor Leadership Questionnaire (MLQ, Short form) developed by Bass (2000) to measure the leadership behaviour of principals, and the School Culture Survey developed by Gruenert (1998) to measure school culture. The results from the quantitative study were used to select a school for the second phase of the study that was carried out using a qualitative approach. The quantitative findings provided descriptive evidence that transformational leadership existed in the schools of the Brothers of St. Gabriel, in Thailand and the dominant culture of the Gabrieltie schools was Professional Development. In addition, the findings also revealed that there was a significant relationship between leadership behaviour and school culture. In the second phase, the leadership behaviour of the selected principal was interpreted based on transformational leadership applied in a school setting. ....

Book excerpt: This qualitative study explored possible connections between school principals' leadership styles and behaviors and closing the student achievement gap at three schools serving high poverty student populations. Two of the three schools were high schools designated as Priority Schools in 2012 as a result of student achievement that ranked in the bottom 5% of all Michigan schools. The two schools managed to exit the Priority designation in 2017 after implementing school culture and instruction reforms that improved student achievement. The third school was a K-8, which was not designated as a Priority School. It had the same student demographics as the Priority Schools, and it is located in the same district as one of them. It was added to the study to reinforce the data. The researcher conducted 17 interviews. A bottom-up inductive coding approach was adopted for the qualitative data analysis. The researcher assigned emerging themes specific and meaningful codes relevant to the topic and purpose of the study. Based on the data from the three schools, a possible connection between school leadership and closing the student achievement gap was found. The three principals adopted practices and behaviors relevant to multiple leadership styles. They did not limit themselves to only one leadership style or a set of behaviors. The two Priority School principals had to undo the negative impact of the former toxic culture. The three principals instituted a positive school culture based on trust, respect, collaboration, and accountability. They indirectly impacted student achievement by improving the schools' culture and climate and enhancing the curriculum, instruction, assessment, and data-driven interventions. They worked with all the stakeholders to align and streamline all the efforts and programs into well-coordinated plans and established common language and practices regarding teaching and learning. They involved all the teachers in the decision making about teaching and learning.

Abstract: This is a case study to explore the effect of a principal's leadership on teachers‟ shared sense of mission, through the mediating factor of culture. Culture is defined as a metaphor of the school, i.e. the school "is‟ culture. The analysis of culture is conducted through dissecting the core values as expressed in its practice: symbols, rituals and heroes. The study analyzed the principal's values to picture his mission, since mission is a symbolic expression of values. Teachers‟ operational goals might vary in form, but were found to be highly consistent with the principal's mission. Hence, they had a shared sense of mission. The study concludes that this was due to a high level of consistency between the principal's personal values and the core values of the school. Thanks to the principal's leadership, his personal values were firmly established in the power contest with other forces at the core of the culture, through his influence on the daily practice of culture: symbols, rituals and heroes. The study offers a discussion on the outcome of principal's influence other than student assessment - teachers‟ shared sense of mission. This hopefully will encourage more efforts by other researchers in the future to investigate principal's effects in addition to student outcomes. The purpose of this study was to develop an understanding of the relative impact of principal instructional leadership and principal transformational leadership on school culture. The method of analysis was quantitative with survey data being used to determine (a) if any correlational relationships exist between the subscales and factors of instructional leadership, transformational leadership, and school culture; (b) if any linear relationships exist between the subscales and factors of principal instructional leadership and school culture; (c) if any linear relationships exist between the factors of principal transformational leadership and school culture; and (d) which subscales and factors of transformational and instructional leadership have the greatest impact on each of the factors of school culture. Research procedures . Three survey instruments, the Staff Assessment Questionnaire, the Principal Leadership Questionnaire, and the School Culture Survey were used to collect quantitative data for analysis. A total of 1,236 teachers in 98 middle schools participating in Phase II of the National Study of Leadership in Middle Level Schools comprised the population of this study. Data from the three surveys were aggregated and analyzed using Pearson product-moment correlations and multiple regression equations to determine the relative impact of principal instructional and transformational leadership on school culture. Findings . The results of this study explicate the relative impact of principal instructional and transformational leadership on school culture. The results suggest that a combination of principal instructional and transformational leadership behaviors impact the school culture factors of collaborative leadership, teacher collaboration, professional development, and unity of purpose. The principal instructional leadership behaviors included resource provider, instructional resource, communicator, and visible presence. The principal transformational leadership behaviors included identifying and articulating a vision, fostering the acceptance of group goals, providing individualized support, and establishing high performance expectations. Only principal transformational leadership behaviors of fostering the acceptance of group goals, providing individualized support, and establishing high expectations impact the school culture factor of collegial support. In addition, only principal transformational leadership behaviors of identifying and articulating a vision, fostering the acceptance of group goals, and maintaining high performance expectations impact the school culture factor of learning partnership. This study's findings also revealed some unexpected predictive relationships between the factors of principal instructional and transformational leadership and school culture. According to the results of this study, the principal's visible presence as well as modeling behavior on the part of the principal are negatively related to some factors of school culture when considered in concert with other factors of principal instructional and transformational leadership.

This dissertation focuses on leadership styles and their relationship to school culture in a small rural school district in Southeast Missouri. The study answers the following questions : 1. What are the critical functions of effective leaders as perceived by both teachers and leaders? 2. As perceived by leaders and teachers, what impact does the leader have on the culture of the school? There is a great deal of literature regarding leaders and school culture in large school districts. This study fills in the gaps in literature regarding leadership and culture in small, rural school districts. This study focused on a small rural school district in Southeast Missouri. The district has a K-12 enrollment of 330 students. There are 18 teachers and one building principal in the elementary school. The junior high and high school share 19 teachers. Data for this qualitative case study was collected using semi-structured interviews. Four teachers from each building were interviewed. The building principals from both buildings were also interviewed. The results of this study show that there is a significant relationship between the leadership style of the principals and the culture of each building. The findings indicate that the elementary principal is primarily an authentic leader. According to the data, her authenticity has led to a positive school culture. The staff also stated that the personal relationships sometimes interfere with student discipline. The junior high/high school principal is primarily a transactional leader. His focus was managing the school as a business. His staff attributed his business mentality to positive changes within the school and culture and success in achieving goals. While they appreciated his attention to professionalism, they would like to get to know their administrator on a personal level.

The purpose of this study was to explore and analyze the relationships among factors of principal transformational leadership and factors of school culture at the elementary school level. The primary method of analysis was quantitative; survey data were used to determine (a) if any correlational relationships exist between principal transformational leadership factors and school culture factors; and (b) if any predictive linear relationships exist between transformational leadership factors and school culture factors. Research procedures . Two survey instruments, the Principal Leadership Questionnaire and the School Culture Survey, were used to collect quantitative data for analysis. A total of 469 certificated staff from eighteen elementary schools in a mid-western school district with more than 16,000 students comprised the population of the study. Data from the two surveys were aggregated and analyzed using the Pearson product-moment correlations and Step-wise regression with forward inclusion to determine the relative impact of principal transformational leadership on school culture at the elementary school level. Findings . The results of this study explicate the relative influence of principal transformational leadership on school culture. The results suggest that principal transformational leadership behaviors have a significant impact on the factors of school culture. The six factors of principal transformational leadership included: identifying and articulating a vision, providing an appropriate model, fostering the acceptance of group goals, providing individualized support, providing intellectual stimulation, and holding high expectations. The six factors of school culture included: collaborative leadership, teacher collaboration, unity of purpose, professional development, collegial support, and learning partnership. While all factors of transformational leadership had same impact on school culture, "identifying and articulating a vision" and "providing intellectual stimulation" had the greatest impact across all factors of school culture. An explanatory model was designed from the findings to depict the relationship between transformational leadership and school culture.

Book excerpt: Developed from research on successful school turnaround initiatives that highlight the best practices of school leaders (Elmore, 2004; Leithwood et al., 2010), the Diagnostic Tool for School and District Effectiveness (DTSDE) was introduced by the New York State Education Department (NYSED) as a mandated component of the accountability and improvement processes for turning around underachieving schools were that labeled as Focus Schools or Priority Schools (NYSED, 2012). The DTSDE process has evolved since its inception in 2012, however there is a lack of research exploring the impact of the DTSDE on the long-term leadership actions and behaviors of the school principal that sustain a process of continuous improvement. The purpose of this qualitative comparative case study was to explore the role of principal leadership in advancing the school improvement process by examining the actions and behaviors of principals in four former Focus public secondary schools in New York State. Using the four components of Fullan and Quinn's (2016) Coherence Framework, three research questions studied the school principal's actions and behaviors before, during, and after viii the Focus designation to determine if the structure of the DTSDE sufficiently influenced the school leader's actions and behaviors to sustain a culture of continuous improvement after the Focus designation. Data were gathered through interviews with principals, teachers, and districtlevel leaders. Key findings showed that school leaders were not purposefully promoting a culture of continuous improvement prior to the Focus designation. Participation in the DTSDE process, throughout the Focus designation, led to an increase in the actions and behaviors that are known to support continuous improvement, however the DTSDE did not advance the long-term actions and behaviors of the majority of the principals to the extent described in the Coherence Framework (Fullan & Quinn, 2016) after the conclusion of the Focus designation. Analysis of the data suggested that the DTSDE was effective in advancing the leadership actions and behaviors after the Focus designation in only one out of four cases studied. Several conclusions were identified from the findings including: 1) There was a lack of evidence to support the use of a research-based leadership framework model for continuous improvement, with an embedded data-driven system, prior to the Focus designation; 2) The DTSDE process served as a mechanism for school leaders to begin the process of developing a data-driven culture for continuous improvement during the Focus designation; and 3) There was a lack of evidence to support that the DTSDE process advanced the sustained use of a researchbased leadership framework model for continuous improvement, with an embedded data-driven system, after the Focus designation.

Book excerpt: As expectations for improvements in public K-12 education continue, principals and teachers need to collaborate for continuous school improvement. Innovative change is needed to meet the needs of students. Michael Fullan's change theory (1993) identified many inhibitors to change, such as the human tendency to avoid change due to vulnerability and fear, high stakes accountability, parent pressure and, in contrast, maintenance of the status quo. In Wisconsin, the passage of Act 10 posed new threats to innovation. Both Robert Marzano (2004) and Kathleen Cotton (2003) explored principal practices and behaviors associated with student learning, but it is important to extend that research to understand the impact of principal behavior in high performing schools. The purpose of this study was to explore the impact of middle school principal practices and behaviors on innovative instructional practices of middle school teachers working in high performing, high pressure school environments where risk-taking and innovation can sometimes be challenged and inhibited by the pressures associated with failure and vulnerability. Seven high performing middle schools were identified using data where students scored 90% proficient or above on state standardized tests in reading and math. The staffs of all seven schools took a reliable survey measuring school culture and three were selected for study. Each staff identified faculty for interviews in addition to the principal. Finally, a confirmatory focus group was held in order to reinforce and deepen understanding of the findings. Six key principal leadership behaviors and practices were identified. Five main themes including relational practices, shared leadership, support of risk-taking, role modeling and observation, feedback and evaluation emerged from the interviews. During the confirmatory focus group, two additional themes emerged as `assumed high expectations, ' and `balancing focus on student learning and staff emotional support.' One of the seven themes, teacher observation, feedback and evaluation, was not deemed as supportive or effective in supporting innovation given the perspective of teachers.
