Book excerpt: Until recent decades, men offenders have been the primary focus when developing criminal justice programs. This has also been the case for the training probation/parole officers complete. Since 2003, many states have introduced gender-based training for probation/parole officers who work with women. Using survey data collected from probation/parole officers and their women clients from 16 Michigan counties, this study aims to answer two questions: (1) how does gender-based training and experience of parole/probation officers affect their clients' trust and feeling understood by their PO? (2) how do clients' perceptions of being understood and trust in parole/probation officers differ from POs' intended relationship with their clients? Findings show that gender-based training does not increase trust or understanding within a PO-client relationship from either side's perspective. The only exception was that probation/parole officers who went through one day of gender-based training were less likely to perceive their clients as trusting them. This could reflect that while POs are aware of the unique issues that women involved in the criminal justice system, they do not have enough training to adopt that knowledge into their supervisory style. This lack of significant findings could be due to the relatively small sample size, making it so more robust findings do not emerge. This study reveals that there is a need for more effective gender-based training for probation/parole officers which would not only foster more positive PO-client relationships, but also lead to lower recidivism rates for clients re-entering the community.

Based on 60 extensive interviews with probation workers who joined the probation service from the 1960s to the present day, this book reaches beyond criminological and policy analysis to an application of sociological and organizational theory to rich qualitative data. These women are challenged by gender specific incidences of sexual and/or physical abuse, domestic violence, responsibility of caring for their children, mental illness and/or drug addiction (Bloom, Owen & Covington, 2004; Morash et al., 1998). Research suggests that these women in the criminal justice system have common characteristics and needs that can be identified and treated accordingly (Trotter, McIvor & Sheehan, 2012). The present study examines the Women Offender Case Management Model (WOCMM) and Adult Probation Officers in the State of Connecticut; do probation officers maintain a position that the utilization of WOCMM increases the effectiveness of their supervision and management when considering female offenders in the State of Connecticut? This study has shown that the Women Offender Case Management Model does in fact support the probation supervision of female offenders. Overall, positive outcomes were reported by probation officers and their satisfaction with WOCMM. The probation officers substantiated the position that the utilization of WOCMM increases the effectiveness of their supervision and management when considering female offenders in the State of Connecticut.

Treatment-oriented strategies that had as their goal the reintegration of offenders into society have contended with deterrence-oriented strategies based on apparent findings that "nothing works" in treating offenders. In recent years, the development and application of evidence-based practices (EBP)-practices informed by the results of scientific research and shown to increase public safety and reduce recidivism-have had a profound and positive impact on the corrections field. More thorough scientific analysis of both treatment- and deterrence-oriented programs has shown that many programs that emphasized motivation and behavior change over punishment have been successful in reducing crime rates among offenders. The National Institute of Corrections (NIC), through its sponsorship of studies and its training programs, has been a leader in the movement toward EBP in the corrections field and an advocate of more rigorous scientific analysis of programs for offenders. One promising evidence-based practice for motivating offenders and fostering positive behavioral changes is motivational interviewing (MI). MI, which was first developed in the addiction treatment field, is now being applied widely and with positive results in corrections, particularly in probation and parole. The principle behind MI is that by listening to offenders and following up on the positive aspects of their speech and thinking, corrections professionals can help increase offenders' motivation to make positive changes in their lives that will reduce their likelihood of reoffending. This publication, Motivating Offenders To Change: A Guide for Probation and Parole, provides probation and parole officers and other correctional professionals with both a solid grounding in the principles behind MI and a practical guide for applying these principles in their everyday dealings with offenders. Through numerous examples of questions, sample dialogues, and exercises, it presents techniques for interacting with offenders at all stages of supervision and at varying levels of commitment to positive change. In addition, it recognizes that deception, resistance to change, and relapse into criminal behaviors are realities for many offenders, and sets forth strategies for dealing with those issues that avoid unproductive confrontation with the offender.
