Book excerpt: Few United States government programs are as controversial as those designed to aid the poor. From tax credits to medical assistance, aid to needy families is surrounded by debate—on what benefits should be offered, what forms they should take, and how they should be administered. The past few decades, in fact, have seen this debate lead to broad transformations of aid programs themselves, with Aid to Families with Dependent Children replaced by Temporary Assistance to Needy Families, the Earned Income Tax Credit growing from a minor program to one of the most important for low-income families, and Medicaid greatly expanding its eligibility. This volume provides a remarkable overview of how such programs actually work, offering an impressive wealth of information on the nation's nine largest "means-tested" programs—that is, those in which some test of income forms the basis for participation. For each program, contributors describe origins and goals, summarize policy histories and current rules, and discuss the recipient's characteristics as well as the different types of benefits they receive. Each chapter then provides an overview of scholarly research on each program, bringing together the results of the field's most rigorous statistical examinations. The result is a fascinating portrayal of the evolution and current state of means-tested programs, one that charts a number of shifts in emphasis—the decline of cash assistance, for instance, and the increasing emphasis on work. This exemplary portrait of the nation's safety net will be an invaluable reference for anyone interested in American social policy.

Available in PDF, EPUB and Kindle. Book excerpt: This timely book will help policymakers and practitioners convert their visions of high-quality early education into on-the-ground reality by providing a much-needed, richly detailed look at how states can design, fund, and manage exemplary programs. The authors describe and analyze how four states—Michigan, West Virginia, Washington, and North Carolina—have built early education systems that positively affect student outcomes. Sharing a commitment to advancing key elements of a quality preschool education, each of the states developed programs with different enrollment requirements, services, and oversight. All of them, however, rely on common overarching strategies, such as: establishing standards and supporting improvement, investing in knowledgeable educators, coordinating and aligning early education programs with elementary school, seeking sufficient funding sources and mechanisms, and building broad-based support. This book offers powerful lessons for anyone who is committed to delivering engaging, age-appropriate preschool programs for all. “This book is so valuable—it’s a ‘how-to’ for the current generation of political leaders, Republicans and Democrats alike, who want to develop early education policies and practices that work.” —James B. Hunt, Jr., former Governor of North Carolina “This book provides critical insights for addressing the key challenge to preschool policy: fulfilling preschool’s promise at scale.” —W. Steven Barnett, National Institute for Early Education Research (NIEER) “A great resource for everybody engaged in state-level processes on behalf of young children, providing valuable lessons from leading states to help other states chart their own path.” —Elliot Regenstein, Foresight Law + Policy “A detailed and fascinating account of how distributive leadership, collaboration, and professional learning can greatly and positively influence teachers’ effective use of data.” —Randi Weingarten, president, American Federation of Teachers

Book excerpt: Educating dual language learners (DLLs) and English learners (ELs) effectively is a national challenge with consequences both for individuals and for American society. Despite their linguistic, cognitive, and social potential, many ELsâ€"who account for more than 9 percent of enrollment in grades K-12 in U.S. schoolsâ€"are struggling to meet the requirements for academic success, and their prospects for success in postsecondary education and in the workforce are jeopardized as a result. Promoting the Educational Success of Children and Youth Learning English: Promising Futures examines how evidence based on research relevant to the development of DLLs/ELs from birth to age 21 can inform education and health policies and related practices that can result in better educational outcomes. This report makes recommendations for policy, practice, and research and data collection focused on addressing the challenges in caring for and educating DLLs/ELs from birth to grade 12.

Book excerpt: For children and youth, summertime presents a unique break from the traditional structure, resources, and support systems that exist during the school year. For some students, this time involves opportunities to engage in fun and enriching activities and programs, while others face additional challenges as they lose a variety of supports, including healthy meals, medical care, supervision, and structured programs that enhance development. Children that are limited by their social, economic, or physical environments during the summer months are at higher risk for worse academic, health, social and emotional, and safety outcomes. In contrast, structured summertime activities and programs support basic developmental needs and positive outcomes for children and youth who can access and afford these programs. These discrepancies in summertime experiences exacerbate pre-existing academic inequities. While further research is needed regarding the impact of summertime on developmental domains outside of the academic setting, extensive literature exists regarding the impact of summertime on academic development trajectories. However, this knowledge is not sufficiently applied to policy and practice, and it is important to address these inequalities. Shaping Summertime Experiences examines the impact of summertime experiences on the developmental trajectories of school-age children and youth across four areas of well-being, including academic learning, social and emotional development, physical and mental health, and health-promoting and safety behaviors. It also reviews the state of science and available literature regarding the impact of summertime experiences. In addition, this report provides recommendations to improve the experiences of children over the summertime regarding planning, access and equity, and opportunities for further research and data collection.

Book excerpt: This book is about the practice of grade retention in elementary school, a particularly vexing problem in urban school systems, where upward of half the students may repeat a grade. On the Success of Failure addresses whether repeating a grade is helpful or harmful when children are not keeping up. It describes the school context of retention and evaluates its consequences by tracking the experiences of a large, representative sample of Baltimore school children from first grade through high school. In addition to evaluating the consequences of retention, the book describes the cohort s dispersion along many different educational pathways from first grade through middle school, the articulation of retention with other forms of educational tracking (like reading group placements in the early primary grades and course-level assignments in middle school), and repeaters academic and school adjustment problems before they were held back.

Book excerpt: Most of the content in the Career Pathways Handbook is based on a series of career profiles - each one packed with four pages of valuable information, including the latest U.S. employment statistics and wage information, career dialogues with "real people" who work in the occupations, and extensive information for identifying and comparing related occupations. Each profile uses a consistent format to allow for easy reading and useful comparisons between occupations. While this book is based on a foundation of 154 different occupations, it also includes valuable information on several hundred occupations via the career path and related occupations tables. It is important to me that the information in this book will not only be useful to readers, but also be as current and reliable as possible. Therefore I have included the most recent information from reliable Government sources, as well as my own proprietary information from 20 years of extensive occupational research. The Government sources are U.S. Department of Labor (DOL) programs. For example, I have incorporated information from DOL's new O*NET Database, which includes the occupation titles and definitions, common job tasks, key skills and abilities, and related occupations. I have added the most recent employment statistics and wage information from DOL's Bureau of Labor Statistics. Finally, from our own research, I have added career path and "real people" career dialogue elements, and have enhanced and expanded the DOL information throughout. For example, the O*NET Related Occupations lists were significantly expanded and education/training information, along with growth and wage data, were added to make occupational comparisons more meaningful. The Job Tasks have been expanded to make them more useful. The education and training information is based on DOL's Typical Education Levels, but has also been expanded for this book. I have also written or rewritten many of the job outlook and analysis statements that are incorporated into the Employment Outlook sections. Finally, I have included a number of resource guides to help job seekers and career explorers reach their goals. Beginning on page 617, there are guides on Planning Your Career, Researching Occupations, Education & Training Options, Looking for a Job, Competing for a Job, Writing a Resume, Writing a Cover Letter, Completing the Application, Preparing for the Interview, and Common Interview Questions. There are countless numbers of books (both good and bad ones) on all of these subjects, so I've included a list of my favorite books on my website under Readers' Resources (see www.cassio.com). Also included on this website is an online guide to "State Training & Postsecondary Education Directories" and a list of my "Favorite Job Websites." Best regards, Jim Cassio www.cassio.com An absolutely essential career reference for finding comprehensive job information spanning a total of 150+ occupations. This is the all-inclusive guide to helping a job seeker go from planning a career to looking for a job. The career profiles offer extensive statistical research on employment and job skills for each career path. Highly recommended for all public and academic libraries. Regina Jimenez, Research Librarian, Folsom Lake College This book is a wonderful and powerful tool for guidance counselors and individuals who are looking to start, change, or enhance their careers. The Career Pathways Handbook provides useful and insightful job skills information in a clear and reasoned manner. The personal point-of-view provided by the career professionals in each career gives the user an inside perspective on making career decisions that is refreshing! Book excerpt: Since its beginning in 1965 as a part of the War on Poverty, Head Start's goal has been to boost the school readiness of low-income children. Based on a 'whole child' model, the program provides comprehensive services that include pre-school education; medical, dental, and mental health care; nutrition services; and efforts to help parents foster their child's development. Head Start services are designed to be responsive to each child's and family's ethnic, cultural, and linguistic heritage. The Congressionally-mandated Head Start Impact Study was conducted across 84 nationally representative grantee/delegate agencies. Approximately 5,000 newly entering 3- and 4-year-old children applying for Head Start were randomly assigned to either a Head Start group that had access to Head Start program services or to a non- Head Start group that could enrol in available community non-Head Start services, selected by their parents. Data collection began in fall 2002 and is scheduled to continue through 2006, following children through the spring of their 1st-grade year. The study quantifies the impact of Head Start separately for 3- and 4-year-old children across child cognitive, social-emotional, and health domains as well as ii on parenting practices. This book is essential reading for those in the education field.
