Available in PDF, EPUB and Kindle. Book excerpt: Both evaluation and auditing claim to help decision makers by providing them with systematic and credible information that can be useful in the creation, management, oversight, change, and occasionally abolishment of programs. Yet despite considerable overlap in objectives, subject matter, and clients, auditing and evaluation have until recently functioned largely in isolation from on another. The literature of each discipline scarcely recognized the existence of the other; academic preparation of auditors and evaluators could hardly be more different. Organizationally, the two activities have traditionally been separate. The practitioners have difficulty communicating with one another not only because of differences in vocabulary but also because of some important differences in mind-set. This issue of New Directions for Evaluation explores the question of whether auditing and evaluation are on convergent courses or whether the two disciplines will persist as distinctive services to decision makers. The chapters are based on presentations made at the International Evaluation Conference held in Vancouver, British Columbia, in November 1995. This is the 71st issue in the journal series New Directions for Evaluation. For more information on the series, please see the Journals and Periodicals page.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the dilemma created by the discrepancy between our efforts to prevent adolescent pregnancy and our support of adolescent parenthood, which the author argues is America's greatest unrecognized public health crisis. It is the most preventable cause of crime and welfare dependency, and because we hold no expectations for parents who conceive and give birth to children, rates of child neglect and abuse in the United States far exceed those of other developed nations. Westman explores the circumstances and values that make motherhood seem to be girls' best option and that induce males to conceive without the ability to support their children. It proposes a feasible legal procedure as the basis for ensuring that adolescents' babies have competent parents with the resources and environments they need.

Available in PDF, EPUB and Kindle. Book excerpt: From Welfare to Work appears at a critical moment, when all fifty states are wrestling with tough budgetary and program choices as they implement the new federal welfare reforms. This book is a definitive analysis of the landmark social research that has directly informed those choices: the rigorous evaluation of programs designed to help welfare recipients become employed and self-sufficient. It discusses forty-five past and current studies, focusing on the series of seminal evaluations conducted by the Manpower Demonstration Research Corporation over the last fifteen years. Which of these welfare-to-work programs have worked? For whom and at what cost? In answering these key questions, the authors clearly delineate the trade-offs facing policymakers as they strive to achieve the multiple goals of alleviating poverty, helping the most disadvantaged, curtailing dependence, and effecting welfare savings. The authors present compelling evidence that the generally low-cost, primarily job search-oriented programs of the late 1980s achieved sustained earnings gains and welfare savings. However, getting people out of poverty and helping those who are most disadvantaged may require some intensive, higher-cost services such as education and training. The authors explore a range of studies now in progress that will address these and other urgent issues. They also point to encouraging results from programs that were operating in San Diego and Baltimore, which suggest the potential value of a mixed strategy: combining job search and other low-cost activities for a broad portion of the caseload with more specialized services for smaller groups. Offering both an authoritative synthesis of work already done and recommendations for future innovation, From Welfare to Work will be the standard resource and required reading for practitioners and students in the social policy, social welfare, and academic communities.

Available in PDF, EPUB and Kindle. Book excerpt: Fifteen years ago, New Jersey became the first of over twenty states to introduce the family cap, a welfare reform policy that reduces or eliminates cash benefits for unmarried women on public assistance who become pregnant. The caps have lowered extra-marital birth rates, as intended but as Michael J. Camasso shows convincingly in this provocative book, they did so in a manner that few of the policys architects are willing to acknowledge publicly, namely by increasing the abortion rate disproportionately among black and Hispanic women. In Family Caps, Abortion, and Women of Color, Camasso (who headed up the evaluation of the nations first cap) presents the caps history from inception through implementation to his investigation and the dramatic attempts to squelch his unpleasant findings. The book is filled with devastatingly clear-cut evidence and hard-nosed data analyses, yet Camasso also pays close attention to the reactions his findings provoked in policymakers, both conservative and liberal, who were unprepared for the effects of their crude social engineering and did not want their success scrutinized too closely. Camasso argues that absent any successful rehabilitation or marriage strategies, abortion provides a viable third way for policymakers to help black and Hispanic women accumulate the social and human capital they need to escape welfare, while simultaneously appealing to liberals passion for reproductive freedom and the neoconservatives sense of social pragmatism.Camasso's conclusions will please no one along the political spectrum, making it all the more essential for them to be studied widely. A classic example of what can happen to research and the researcher when research findings become misaligned with political goals and strategies, Family Caps, Abortion and Women of Color is sure to foment a contentious but vital discussion among all who read it.

Available in PDF, EPUB and Kindle. Book excerpt: The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 presents states with new opportunities and flexibility to design programs for teen parents. This report summarizes how welfare reform has changed the environment for teen parents dependent on welfare. The report presents research findings on the costs of supporting teen parents and the benefits of delaying childbirth, and summarizes the provisions of the new legislation that relate directly to teen parents and state services for this population. The report then presents the components of a comprehensive policy for teen parents based on recommendations of researchers, state program administrators, direct service providers, and policymakers who met in 1996 to discuss the impact of the new welfare legislation on teen parents. The role of state governors in developing an effective and comprehensive teen parent policy is also explored. The report's four appendices include summaries of findings from evaluations of teen parent programs, acknowledgment of state experimentation in serving teen parents, a listing of the participants in the policymaking meeting, and a listing of information resources. Book excerpt: A hearing was held on education, training, and service programs that serve disadvantaged teens. Testimony was presented on recent research findings concerning these programs and on their implementation. The major lessons learned from the Summer Training and Employment (STEP) program were presented, including those of implementation and impact. A second topic was a discussion of the effectiveness of three programs serving teenage mothers on welfare: New Chance (for mothers who have dropped out of school); Learning, Earning, and Parenting (LEAP), an Ohio program for teen parents; and Demonstrations of Innovative Approaches to Reduce Welfare Dependency among Teen Parents. A third topic was the discussion of the work provisions of the Family Support Act of 1988. The following witnesses addressed the hearing: (1) Milton J. Little, Manpower Demonstration Research Corp.; (2) Deanna Phelps, Maryland Department of Human Resources; (3) Alan M. Hershey, Mathematica Policy Research, Inc.; (4) Kevin W. Concannon, Oregon Department of Human Resources; and (5) Michael A. Bailin and Frances Vilella-Velez, Public/Private Ventures. Three submissions for the record are included. (SLD)
