It should be used to recognize employees that are performing well, to identify areas for growth and to provide employees with clear, explicit feedback about their performance. An agreed upon appraisal system lets employees know what is expected, what is recognized and rewarded, and what is unacceptable. Sound evaluation systems incorporate several key elements: (1) Reliable Data; (2) Job Related; (3) Standardization; (4) Manageable; (5) Results are Shared; and (6) Due Process. While there is no uniform approach or format to the evaluation of classified employees, there are patterns to the data that is collected and the abilities that are assessed. They include: (1) Work Knowledge and Performance; and (2) Personal Abilities. Most evaluation systems include a checklist with a rating scale. They generally include a location for open-ended comments by the evaluator, and signatures by the evaluator and employee. Some systems include identification of future goals. Book excerpt: The second of three volumes, this report consisted of a series of field-site investigations of performance appraisal systems in action to compare actual practices with results reported in the literature review published in volume 1. The field-site studies conducted at 10 professional service organizations in Ontario and 7 public school systems in the United States mirror many of the results from the literature review with three important additions: (1) many appraisal systems are in constant evolution so what is reported in the literature may be at variance with actual practices; (2) appraisal approaches depend upon the local environmental situation of the organization; and (3) the bureaucratic cumbersomeness of many appraisal systems causes short cuts to be used. In practice, this means that most teachers/professionals receive at least "satisfactory" ratings and the elaborate quasi-judicial safeguards built into many systems are used only rarely. Two principles seem to operate in the most satisfactory sites. First, a decentralized appraisal system is developed in operational detail by the local organization to reflect local concerns and priorities. Second, the system is developed jointly by supervisors and subordinates so that all involved parties accept the relevance and legitimacy of the appraisal system. (JAM)
