Book excerpt: The Law and Politics of Sustainability explores efforts made to address pressing environmental concerns through legislation, conventions, directives, treaties, and protocols. Articles explain the mechanics of environmental law, the concepts that shape sustainable development, case studies and rulings that have set precedents, approaches to sustainable development taken by legal systems around the world, and more. Experts and scholars in the field raise provocative questions about the effectiveness of international law versus national law in protecting the environment, and about the effect of current laws on future generations. They analyze the successes and shortcomings of present legal instruments, corporate and public policies, social movements, and conceptual strategies, offering readers a preview of the steps necessary to develop laws and policies that will promote genuine sustainability.

Book excerpt: Few doubt the impact from human activities on global warming and the negative consequences of rising temperatures for both terrestrial and marine ecosystems. Efficient policy instruments are needed to change the development. This report uses empirical models to analyse how CO2 emissions, fleet structure, economic performance, and employment opportunities are affected by imposing management instruments to reduce climate impacts. These instruments include both fisheries management such as larger stock levels and more efficient fleets, and energy policy such as fuel taxes or CO2 trading schemes. To get a representative view of the Nordic fisheries, the analysis contains case studies from all the Nordic countries: Sweden, Denmark, Norway, Iceland, Greenland, the Faroe Islands and Finland. The fleet segments analysed range from coastal small-scale trap nets to large off-shore trawlers.

Book excerpt: 'Martin Enevoldsen's book is a pioneering work that compares the impacts of various non-regulatory environmental strategies in achieving measurable pollution reductions. Much has been written on the theoretical virtues and drawbacks of green taxation versus the adoption of voluntary agreements when it comes to effective implementation of environmental goals. In convincing detail, this book makes the case for the effectiveness of environmental taxation, its barriers being primarily political in nature rather than economic. Green taxes are highly controversial even in the most environmentally conscious nations, particularly when they are regarded as a purely fiscal instrument. The successful Danish CO2 taxation on industry, which this study proves to be much more effective than the Dutch system of voluntary agreements or the Austrian laissez-faire policies, relied not only on the inducement of the CO2 tax itself; all of the tax revenue was ploughed back into industry as subsidies for investments in advanced energy saving technologies. Martin Enevoldsen's book is simply a "must" for political scientists, environmental economists and environment policymakers.' - Svend Auken, M.P. and former Danish Minister for Environment and Energy Although there is a huge demand for accurate analysis of environmental policy outcomes in both the academic and policy-making communities, there is currently very little theoretical research on this issue. This ambitious book redresses the balance by constructing a new theoretical framework at the crossroads between economics and political science to account for the effectiveness of environmental governance. Drawing on insights from new institutional economics, environmental economics, collective action theory and social capital theory, the author analyses how policy outcomes are influenced by institutional factors that constrain and empower the target groups of environmental regulation.

Environmental taxation involves using taxes to impose a cost on environmentally harmful activities or tax subsidies to provide preferred tax treatment to more sustainable alternatives to those harmful activities. This book provides a detailed analysis of environmental taxation, with examples from around the world. As the extraction, processing and use of energy use resources is has been a major cause of environmental harm, this book explores the taxation and subsidization of both fossil fuels and renewable energy. Available in PDF, EPUB and Kindle. Book excerpt: When taxes are introduced on carbon and energy, and the revenue is used to reduce other taxes, will a positive effect be achieved both for the environment and for the economy? In 1990 Finland was the first country to introduce a tax on CO2. Later, Sweden, Denmark, Netherlands, Slovenia, Germany and the UK followed suit with tax reforms that shifted taxation from labour to carbon and energy. Over the years, CO2 and energy taxes have gradually been raised, so that in Europe taxes of more than 25 billion Euros a year have been shifted. This book examines carbon-energy taxation in detail and looks at tax shifting programmes for lowering other taxes. It offers extensive analysis on the basis of historical data and seeks to answer important questions for policy-making, such as: What was the impact of tax shifting for economic performance and competitiveness? By how much were emissions of CO2 reduced? Could energy-intensive industries cut further down on their fuel demand or did they loose market shares? To what extent was there 'leakage' from Europe, so that production and CO2 emissions were shifted to other countries or regions without CO2-abatement policy? The use of unique and original data, including sector-specific energy prices and taxes, as well as the use of advanced statistical techniques, such as co-integration analysis and panel-regression techniques along with the time-series estimated macro-economic model E3ME, make this a truly comprehensive volume. On the basis of the lessons learned in Europe, this volume indicates how carbon-energy taxation could usefully be combined with emissions trading, and discusses implications for future international climate policy, including how the IPCC recommendations for a gradual escalation in carbon price could be accomplished while preventing carbon leakage.

Book excerpt: Many tools are on offer to politicians and other policy-makers when they seek to change policy outcomes. Often they choose to concentrate on one set of tools, but fail to see the costs as well as the benefits – and may not consider the available evidence regarding their effectiveness. This innovative new textbook clearly sets out the main tools of government, and provides an analysis of their efficacy when applied to public problems. Each chapter examines the relative benefits and costs of using a key tool that is available to improve policy outcomes, drawing on a diverse literature, a large number of empirical studies and a range of contexts. Areas covered include: governments and policy outcomes law and regulation public spending and taxation bureaucracy and public management institutions information, persuasion and deliberation networks and governance. Offering a clear and comprehensive evaluation, and highlighting the set of powerful tools commonly available, this text encourages students to consider the most effective combination in order to manage key issues successfully. Including a useful glossary of key terms, this book will be of great interest to all students of public policy, administration and management.

Book excerpt: The various sharing initiatives seen in the Nordic countries over the last years within transportation, housing/accommodation, sharing/renting of smaller capital goods and personal services could yield considerable benefits for consumers due to better quality and/or lower prices of the services. They also have a potential for emissions reductions of CO2 and local pollutants. However, savings from lower prices could lead to increased emissions from increased demand of the services (particularly transport) and increased spending on other goods and services. Depending on how consumers spend their savings, these changes could partly, wholly or more than offset the initial emission reductions. The impacts on overall CO2 emissions depend on whether the emissions are taxed, part of the emissions trading system EU ETS or not regulated at all.

Book excerpt: "Climate change differs from any other problem that, as collective humanity, we face today. If it goes unchecked, the consequences are likely to be catastrophic for human life on earth. Yet for most people, and for many policy-makers too, it tends to be a 'back of the mind' issue. ... [This book] argues controversially, we do not have a systematic politics of climate change. Politics-as-usual won't allow us to deal with the problems we face, while the recipes of the main challenger to orthodox politics, the green movement, are flawed at source." - cover.
