Reker, Cote and Peacock (1980) reviewed seven evaluation studies and concluded that despite methodological flaws, the overall results appeared to support juvenile diversion. They argued for continued evaluation of future studies using a differential effects approach to identify "what type of diversion is most effective for which type of juvenile and under what circumstances". The purpose of this report is to describe an evaluation of a pre-trial juvenile diversion program in the city of Fredericton and York County in New Brunswick. Two dimensions of the Diversion program were evaluated: 1) process issues involving effectiveness in reaching the target population and an examination of program implementation; and 2) program impact on the offenders and the justice system.
