Book excerpt: The Program Manager, U.S. Army Aircrew Integrated Systems (PM-ACIS) requested that the U.S. Army Aeromedical Research Laboratory (USAARL), Fort Rucker, Alabama, assess the physiological and psychological effects of heat stress exposure for aviators wearing encumbered chemical defense level-4 mission oriented protective posture (MOPP4) ensembles. This project was conducted under a joint agreement between USAARL and the U.S. Army Research Institute of Environmental Medicine (USARIEM), Natick, Massachusetts. The methodology for assessing heat stress in an environmentally controlled helicopter simulator was established in previous studies conducted at USAARL (Reardon et al., 1996; Reardon et al., 1997; Reardon et al., 1998).

Book excerpt: This aviator heat stress study used a mixed between/within test subject design with one environmental condition (hot) and three rotary-wing MOPP4 ensembles (Special Operations Aviation Regiment SOAR), Air Warrior Concept 1, and Air Warrior Concept 3) encumbered with ballistic protection and over- water survival components. The SOAR ensemble was tested with (SC) and without (SX) microclimate cooling (MCC) consisting of a water-cooled undershirt with portable refrigerator/pump. Air Warrior Concept 1 and Concept 3 aviator MOPP4 ensembles were tested with (AC) and without (AX) MCC, respectively. Physiological and subjective data were obtained to compare thermoregulatory responses and quantitate the benefits of microclimate cooling. Test sessions consisted of a 20-minute treadmill walk in a heated (100 deg F and 20 percent relative humidity RH) environmental chamber to stimulate outdoor preflight activities, followed by three 2-hour sorties in a research UH-60 simulator with cockpit conditions set at 1000F and 50 percent RH (90 deg F wet-bulb globe temperature WBGT).

This transition requires transformation in warfighting and the way we organize to support the warfighter. Although the end-state of transformation cannot be fully defined in advance, we do know some of the necessary prerequisites for transformation. In particular, we know that early transformation requires exploiting information technology to reform defense business practices and to create new combinations of capabilities, operating concepts, organizational relationships and training regimes. Successful transformation of U.S. military forces and Department of Defense (DoD) processes requires a strategy with clear objectives. Effective implementation of the strategy requires commitment and attention from the Department's senior leadership and clearly assigned roles and responsibilities. This document communicates the Department's strategy for transformation and assigns senior leader roles and responsibilities to ensure implementation of the strategy. Senior leadership commitment to transformation will mobilize the rest of the Department and stimulate the bottom-up innovation required for successful transformation. Effective implementation of the transformation strategy is an essential prerequisite for strategic management of the Defense program. It will allow the Department to define transformation investments that address future risk with enough specificity that they can be balanced against the other three primary risk areas identified in the Quadrennial Defense Review (QDR): force management, operational, and institutional risk.
