Book excerpt: Assessment of Alaskan opportunities for demonstrating new technologies for resource development and remote power generation was continued. The design and cost estimates for a demonstration plant to produce coal-water fuel (CWF) from low-sulfur Alaskan subbituminous coal were further reviewed to resolve issues of budget and plant capability. A preliminary evaluation was performed of potential cost and performance benefits to be derived from integrating the CWF plant with the demonstration of the AD Little/Cooper Bessemer CWF-fired diesel engine under the DOE Clean Coal Technology demonstration program. Tests on the Cooper Bessemer engine using Alaskan CWF prepared by the Energy and Environmental Research Center (EERC) were recommended to determine engine performance at two levels of coal cleaning: physical cleaning to about 3%--4% ash or additional chemical cleaning to under 2% ash (dry basis). Assistance was provided to graduate students in the Energy Engineering doctoral program at the University of North Dakota in reference to policy papers prepared by them on advanced power options, repowering strategies, and waste management. The information developed in these papers will be used by the EERC in its ongoing assessment of energy and environmental policy issues relating to its research and development program.

Due to their remoteness and sparse populations, these villages depend on isolated non-grid connected electric generation systems that operate on fuel oil. In Alaska, the Power Cost Equalization program is a 25 year long energy subsidy that targets rural residents to provide energy costs relief. A more recent state incentive program, the Renewable Energy Fund, was developed to expand the use of renewable resources and lower the cost of energy. Some rural communities have benefited from this program and have integrated renewable energy to their systems, particularly installing Wind-Diesel systems. Both programs have congruent goals of alleviating dependence on high cost fossil fuels to generate electricity as means to foster development and higher quality of life in rural Alaska communities. However, their incentive structure may conflict. This paper provides a review of these two energy subsidy policies with a particular focus on the Power Cost Equalization program and offers potential changes to its structure such that social cost impacts to rural residents are minimized while removing incentive barriers against energy efficiency and integration of renewable energy in rural Alaska communities.

Book excerpt: This paper very briefly summarizes progress in the demonstration of a small (up to 6 MWe), environmentally acceptable electric generating system fueled by indigenous fuels and waste materials to serve power distribution systems typical of Alaskan Native communities. Two detailed appendices supplement the report. The project is focused on two primary technologies: (1) atmospheric fluidized bed combustion (AFBC), and (2) coalbed methane and coal-fired diesel technologies. Two sites have been selected as possible locations for an AFBC demonstration, and bid proposals are under review. The transfer of a coal-fired diesel clean coal demonstration project from Maryland to Fairbanks, Alaska was approved, and the environmental assessment has been initiated. Federal support for a fuel cell using coalbed methane is also being pursued. The appendices included in the report provide: (1) the status of the conceptual design study for a 600-kWe coal-fired cogeneration plant in McGrath, Alaska; and (2) a global market assessment of coalbed methane, fluidized-bed combustion, and coal-fired diesel technologies in remote applications.
