Finally, chapter IV examines some new developments in transfer education including the shift in attention from traditional college students to "the new clientele"; transfer relationships with business/industry, proprietary schools, and the military; major projects undertaken to promote the study of articulation and transfer; and current trends in the area of articulation and transfer. Book excerpt: Industry data suggests that the U.S. educational system is being challenged to produce more STEM (Science, Technology, Engineering and Math) graduates and, in particular, engineering baccalaureate degreed students. However, this is not a simple issue of increasing engineering program applicants because academic preparation begins early in the student's academic career, with significant math and science requirements. Even though half of today's undergraduate students are taking classes at community colleges, and 20 percent of baccalaureate degreed engineers started in the community college system, community college students in pre-engineering studies do not transfer to university engineering programs in numbers necessary to decrease the engineering deficit. This dissertation was based on the assumption that, if pathways between two- and four-year institutions were improved through systematic approaches like articulation, the supply of engineers in the U.S. might be positively affected. This dissertation used a case study approach to analyze an articulation process used by a community college and a university to forge a partnership designed to enhance this engineering pipeline. Using systems theory as a conceptual backdrop, the study looked at significant inputs, throughputs, outputs, and outcomes to the articulation negotiation process and analyzed roadblocks to that process. In the summary chapter, the paper addressed practical ways to bridge this gap and provide support mechanisms needed for STEM students to smoothly move from one higher education sector to the next.

Seeking to increase educational effectiveness, many states reform higher education governance structures (Novak, 1996). Both states and higher education governing bodies have sought to increase college completion by improving community college to university transfers (Kisker, Wagoner & Cohen, 2011). Transfer and articulation policies have been part of higher education for years, yet have rarely exceeded 33 percent (Townsend & Wilson, 2002). This study explored the cultural aspects of a new transfer policy from the perspectives of key stakeholders. It relied upon five precepts proposed by Tierney (2008) to determine the effectiveness of governance communication and decision-making. Handel's (2011) theory of a transfer affirming culture framed the findings as to the elements of transfer success at the community colleges and state university. Added to this theory was the work of Jain, Herrera, Bernal, and Solorzano (2011) which defines the requisite services for pre-transfer and post-transfer success of non-traditional students. This study was guided by the following research question: How do community college and state university faculty, administrators and staff perceive the transfer articulation policy in relation to their campus cultures? A qualitative multi-site case study design was used to gather rich, descriptive, in-depth information (Stake, 1995). Semi-structured interviews were conducted with N=5, faculty and N=5, elite informants and N=1, staff. Three focus groups (N=3) were conducted with N=7 faculty, and N=7 staff. Data collection included N=7, observations of faculty meetings and analysis of documents that were pertinent to the study. The researcher analyzed transcripts, field notes and documents to corroborate major themes (Boyatzis, 1998). Findings revealed that difficulties may exist between community college curricula and student transfer pathways as well as a cultural gap between community colleges and the state university. They also showed the politics surrounding higher education governance reform and a clash of political and academic cultures. this study may help policy makers promote state wide transfer and articulation initiatives and be instructive for faculty, administrators and staff as they create a transfer affirming culture on their campuses.

Book excerpt: The primary purpose of this study was to determine if students have earned more STARS articulated and transferrable hours since the creation of the STARS program than students did before the existence of the program in the state of Alabama. Study results revealed that the STARS program has had a significant impact on the amount of articulated credit hours students have earned since the creation of the STARS program. Additional variables such as ethnicity, gender, GPA, status, and student type were also used to determine if significant differences existed among these variables in students completing STARS-approved hours. Pre-existing data were used as the data source for the study. Non-identifiable, academic transcripts of 240 randomly selected associate degree graduates from Shelton State Community College were used in the study. Study years included 20 randomly selected students from each pre STARS chosen year (1992-1997) and from each post STARS (2002-2007) year for a total of 240 study graduates. Results of the statistical analysis were presented in both narrative and table form, answering the six research questions. The independent variable for the study was the STARS articulation program. The dependent variable for the study was the number of STARS-approved hours completed. An analysis of variance or ANOVA was used to analyze data. The study concludes with study summary, conclusions, implications, and recommendations for further research.

Both can have profound effects on community college students and their plan to transfer from the two-year college to the four-year college or university successfully. This study examines an articulation and transfer agreement between selected community colleges and a local university in the Mid-Atlantic region of the United States. The primary goal of the articulation agreement was for the participating institutions to collaboratively address the basic skill deficiencies of high school graduates who were denied admission to the university based on poor SAT scores. This case study utilizes collaborative partnership theory and case study methodology to conduct the investigation. Qualitative data was collected from each participating institution through Interviews, observations, and document analysis. This data was analyzed to determine the effectiveness of the articulation and transfer process. The finding revealed several key components of the transfer agreement between the community colleges and the university: (1) participating institutions demonstrated a considerable amount of shared decision-making, (2) strong communication and a substantial commitment and investment of time and effort, (3) member institutions also shared a common philosophy about articulation and transfer, and (4) the institutions demonstrated a high degree of interdependence in conducting the program. Other characteristics of the agreement included, (a) collegial relationships, (b) equity, and (c) institutional responsiveness. These were all characteristics of an effective program between two or more organizations. The agreement between the participating institutions is an example of how community colleges and universities can collaborate an achieve articulation and transfer program effectiveness. -- Abstract.

Book excerpt: This study focused on community college transfer students and sought to determine the extent to which their baccalaureate degree attainment in Science, Technology, Engineering, and Mathematics (STEM) fields of study can be predicted by their demographic characteristics, precollege academic preparation, and their engagement in a wide range of domains while in college. The study used data drawn from the Educational Longitudinal Study (ELS:2002) to examine the demographic background and college experiences of 1,761 community college transfer students. Astin's (1993) theory of involvement, or the Input-Environment-Output (I-E-O) model, was adopted as the guiding theoretical framework. In this study, the input variables included background characteristics (i.e., gender, race/ethnicity, socioeconomic status (SES)) and precollege academic preparation (grade point average (GPA) in high school and high school preparation in math and science). The environmental variables consisted of students' 1) engagement with active learning experiences (i.e., using school library services for coursework and participation in the community-based project and the mentoring program); 2) interactions with faculty and advisors (i.e., talking with faculty about academic matters outside of class, meeting with advisor about academic plans, and research with faculty outside of program requirement); and 3) participation in enriching educational practices (i.e., internship, study abroad, culminating senior experience, and volunteer service). Finally, output (O) represented community college transfer students' degree attainment in STEM. Quantitative analyses, including descriptive statistics, Chi-square tests, independent samples t-tests, and sequential logistic regression, were conducted to analyze the data. A sequential logistic regression model was used to examine the background characteristics, precollege academic preparation, and college engagement variables that predict STEM baccalaureate attainment among community college transfer students. The results of this study suggest that the background and precollege characteristics, including race (being Asian) and high school GPA, and college engagement, including working on coursework at the library and participation in the community-based project, research project with faculty, and culminating senior experience were predictors of the baccalaureate degree attainment in STEM among community college transfer students. It is imperative that higher education institutions including both community colleges and 4-year universities take efforts to 1) examine the experience of Asian students, 2) provide academic support and motivation to students with low academic performance in high school, and 3) create opportunities and promote students' participation in the community-based project, research with faculty, and culminating senior experience. In addition, future studies could investigate the following topics, including 1) the college experiences and STEM degree attainment of transfer students against those of native students at the 4-year institution, 2) the experience of community college transfer students with school library, the community-based project, the research opportunity with faculty, and culminating senior project through in depth qualitative inquiry, 3) the experience of a cohort of community college beginners, and 4) students' external demands and STEM choice.
