This review summarizes anecdotal literature on which the current debate is based and critically reviews the empirical literature, including theoretical underpinnings, findings, and suggestions. The anecdote-based literature relies on attitudes, personal experience, and hearsay, ignoring available research. Empirical literature includes small-scale studies of effects, such as case studies of schools that implemented mandatory school-uniform policies, and large-scale studies that compare nationally representative samples of students enrolled in schools implementing uniform policies with students enrolled in schools not implementing such policies on a variety of outcomes. Many methods used are flawed because different factors are not accounted for, such as design of uniform policies in different schools studies, and racial and socioeconomic status. Still, results of qualitative studies lay the groundwork for creating theories on uniform policy effectiveness and defining related issues requiring further research. These results will direct policymakers away from conjecture, emotion, anecdotes, and assumptions. One suggestion is that a uniform policy be part of a larger comprehensive plan that focuses on students' academic success. (Contains 31 endnotes, 14 references, and 18 resource Web sites.) (RT)

After accounting for race and students with disabilities status, School A (with uniforms) had significantly better attendance and somewhat fewer minor behavior infractions, but trended lower in standardized math scores and more intermediate and major behavioral infractions than School B (without uniforms). These findings failed to demonstrate an unambiguous advantage of school uniforms, consistent with the mixed results across reports in the published literature. Implications and suggestions for further research are detailed.

Book excerpt: Abstract: 'The objective of this study is to determine if academic performance and behavioral offenses are affected by wearing school uniforms in public elementary schools. To determine if the wearing of uniforms affects academic performance and behavioral offenses, permission from two elementary schools, in a large Midwestern city, was obtained to examine students' records. The records examined included fourth grade proficiency tests, and behavioral offenses. Behavioral records consisted of a number of offenses including absenteeism and tardiness. One elementary school required uniforms. The other elementary school did not. The records from years 1993- 1994 through 1996- 1997 for each school were compared. In the study, the presence or absence of uniforms was the independent variable and academic performance, as measured by, proficiency tests, and behavioral offenses were dependent variables. Data were obtained from the city school board data management center. Means and standard deviations were computed. Analysis of variance was used to determine if means differed significantly for scores between the two schools. Chi square test of independence was used to determine if the difference in frequency of behavioral offenses in the two schools was a chance occurrence. A Point Biserial Correlation Coefficient was computed to determine if there was a relationship between wearing uniforms and academic performance. A final ANOVA was computed to determine if the increase in test scores over time, from the school with uniforms, was significant. Throughout the study, significance levels of less than or equal to .05 were used. There was no contact with the students themselves. Results of the analysis of variance revealed that in the year prior to either school adopting uniforms, 1993-1994, there were no significant differences in test scores; neither was there a significant difference in test scores in 1996-1997. However, there was a significant difference in Reading, Mathematics, and Citizenship tests between the school with the uniforms and the school without the uniforms for the school years 1994-1995 and 1995-1996. Results of the Chi Square test of independence, to determine the pattern of behavior between the two schools, revealed that from 1993- 1994 through 1996- 1997, the school without the uniforms had more occurrences of disruptions of class, repeated violations of school rules, and gross insubordination than the school with the uniforms. However, the school with the uniforms had more occurrences of fighting than the school without the uniforms. For three out of the four years, the school without uniforms had a higher frequency of absenteeism and tardiness than the school with uniforms. A Point Biserial Correlation Coefficient was calculated to determine if there was a relationship between the wearing of uniforms and academic performance. Results indicated that there was a significant, but low negative correlation between wearing uniforms and test scores for the Reading, Mathematics and Citizenship tests. From the years 1994- 1 995 through 1 996- 1 997, the mean scores on two of the five tests increased in the school with uniforms, while the mean scores for students in the school without uniforms decreased consistently on all tests from 1994-1995 through 1996-1 997. Because there was an increase in scores for some tests in the school with uniforms, an ANOVA was calculated to determine if the increase in proficiency scores over time was significant. Results of the test indicate that the increase in proficiency scores for the Citizenship and Science tests were significant.

Beginning in the late 1980's public schools implemented mandatory school uniforms policies in urban school districts. The trend gained momentum when President Clinton included school uniforms in his 1996 State of the Union Address. Directly following the speech was a publication by the United States Department of Education on school uniforms that was distributed to all school districts in the country. Often the primary reason for implementing school uniforms was gang violence. Other reason included increased school safety and decreases in violence. Further, proponents believed uniforms would increase academic achievement and improve school climate. Research on the effects of school uniforms is limited and conflicting. Most studies available to date were conducted in urban settings. However, school uniforms have infiltrated rural and suburban schools districts as well. Two school districts in suburban Eastern Pennsylvania participated in this study. One school district had a mandatory school uniform policy. The other did not. Using a school climate survey and school uniform questionnaire, students in grades 4-6 and elementary school teachers rated the school climate in their respective schools. School climate was rated on seven subscales on the student school climate survey and 10 subscales on the faculty school climate survey. A t-test was performed on the data set to determine the difference between sample means and a factor analysis was conducted on the student school climate survey. Further, three themes emerged from the short answer questions on the student uniform questionnaire. The results of the research found that there was not a statistically significant relationship between a mandatory school uniform policy and elementary school students' perceptions of school climate. Of the seven subscales, students who wore school uniforms rated their peer relationships higher than students without school uniforms. Additionally, they rated the required rigor higher. Students that did not wear school uniforms rated the teacher-student relationship higher. When responding to the open ended questions, three themes emerged. They were expression, atmosphere and family. In essence, students were not in favor of wearing uniforms and believed uniforms suppressed their freedom of expression. Teachers responded similarly. The results showed no statistically significant relationship between a mandatory school uniform policy and teacher perceptions of school climate. Only two subscales showed any significant difference between the two groups of teachers. They were teacher-administrator relationship and student achievement. In both respects, teachers in the district without uniforms responded more positively. The results of this study should be used when reviewing current policy or considering new policy on school uniforms.
