Book excerpt: Privatization of Military Family Housing will place a greater reliance on private sector rental housing. Before the DoD embarks on any policy changes that place a greater emphasis on private sector housing, the DoD must be certain that rental property landlords do not raise rental prices based on changes in a service member's housing allowances. This thesis explores the relationship between changes in military housing allowances and changes in private sector rental prices. A multiple regression model was used to determine this correlation. Department of Housing and Urban Development (HUD) Fair Market Rent data was used to measure the changes in private sector rent prices in 25 cities. Basic Allowance for Quarters (BAQ), Variable Housing Allowance (VHA) rates, and a ratio that measured the presence of military members in a given area were used as the independent variables. Using the three independent variables described above, the result did confirm the popular impression that rent prices do rise with increases in housing allowances. However, the correlation was not as significant as anticipated. In an effort to make the model more useful as a policy tool, recommendations are provided for an expanded dependent variable data source and additional independent variables.

To improve housing faster and more economically than could be achieved if only traditional military construction appropriations were used, the Congress approved DOD's request for a new initiative, known as the Military Housing Privatization initiative, that allows and encourages private sector financing, ownership, operation, and maintenance of military housing. Under the initiative, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Because it represents a new approach to improving military housing, GAO reviewed the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DOD's housing program.

In response to a congressional mandate, GAO assessed (1) how excluding BAH would affect servicemembers' eligibility to apply for federal rental housing programs and (2) factors that could affect their use of the programs in selected communities gaining military personnel. GAO compared servicemembers' eligibility for the programs as of December 2005 by including and excluding BAH from income determinations and examined factors affecting potential program use near four growing military installations.
