Book excerpt: Performance-based funding policies have become popular among state legislators seeking ways to hold public higher education institutions accountable. Approximately 30 states currently use performance-based funding policies to tie state appropriations to institutional outcomes according to a defined set of metrics. Despite the popularity of the policy approach, very little empirical evidence exists to suggest that performance-based funding is effective in producing the often-intended outcomes of increased student retention and degree attainment rates. Numerous studies have indicated that these policies may produce unintended outcomes including the restriction of access, the gaming of performance-based funding systems, and the widening of equity gaps. This quantitative study employed an independent t test assuming unequal variances to investigate the effectiveness of performance-based funding policies on student retention by comparing the retention rates of full-time, first-time-in-college (FTIC) students by race, gender, and Pell grant eligibility for the four years following the implementation of these policies at a single Florida College System institution. This study also sought to determine if differences exist among enrollment rates for these same variables following the implementation of performance-based funding policies. Though findings were mixed, results revealed that in most cases there were statistically significant differences among the retention and enrollment rates across the variables of race, gender, and Pell Grant-eligibility for the sample of fulltime FTIC students following the implementation of PBF policies. Based on the study findings, policy recommendations are proposed to enhance the effectiveness of the performance-based funding policies for the Florida College System.

Book excerpt: In recent years, numerous state-level policies intended to improve the efficiency and effectiveness of higher education have emerged and, in some cases, re-emerged. One such policy that has gained traction in states is performance-based funding--a method of tying state funding for public higher education institutions directly to institutions' performance on pre-specified metrics. This approach represents a departure from the traditional, input-based method of allocating state funds to public colleges and universities, which has historically relied on enrollment counts. Grounded in a theory of policy design that draws attention to the value-laden elements of the policy process, this study examined performance funding policy design, both policy design content and process, in two states: Colorado and Texas. For the analysis, this study employed a multiple case study research design and drew on interviews with 34 policy actors, over a dozen observations of legislative and state higher education agency proceedings, and over 300 documents. Findings from this study indicate that performance funding model designs are overwhelmingly a function of higher education institutions' self-interest, particularly in contexts where institutional representatives have substantial authority over the model design process. The social construction of certain students (e.g., ethnic minority students) as deserving or undeserving of policy benefits also contributes to model designs. Finally, institutional representatives' political power resources are directly associated with the distribution of benefits or burdens to their institution. By deconstructing performance funding policy designs to their constituent parts, this study focused on how and why, given myriad options for performance funding policy designs, certain policy elements were chosen instead of others. This analysis of designs is especially critical given evidence that costly failures in some instances of performance funding may be attributed to poor design, including the use of inappropriate metrics. Moreover, by drawing on a theory of policy design previously unintroduced to the higher education literature and extending the performance funding research base, this study made a number of conceptual and practical contributions, including identifying important considerations for performance funding policy evaluations and for funding model design.

There is a gap of knowledge on the critical factors which led to the development, implementation and adoption of this policy. Data were collected using primary and secondary document analysis as well as through interviews with individuals in the following groups: elected officials, higher education leaders, staff, financial or policy influencers and other higher education stakeholders. Four themes emerged from the analysis of the data; the economy, accountability, the “political-ness” of Florida as well as the importance of investing in the state’s public higher education system. Using Kingdon (2011) Agendas, Alternatives, and Public Policies as the theoretical framework of the study, the themes were then interpreted using Kingdon’s three streams: the problem stream, the policy stream and the political stream which converge to create policy. The themes aligned with and expanded the understanding of the critical factors which led to the adoption and continued use of performance-based funding in the State University System of Florida. Suggestions for future research were also identified.

Book excerpt: Over the past 40 years, performance-based funding has become a common tool of state legislatures to hold institutions accountable for student outcomes. Performance funding allocates state money to institutions based on a specific set of measures. However, states vary in the measures they select, methods for determining funding allocations, and the proportion of state funds reserved for performance funding. Common measures include retention rates, completion rates, labor market outcomes, and equity measures, but legislators may alter standardized measures to fit the political needs of their state. Although recent research estimates that over 35 states have adopted performance funding policies, the effectiveness of these policies is inconclusive and the unintended consequences have led to institutional mission narrowing and decreased acceptance rates for underserved students. This study analyzed the adoption of performance-based funding polices with three models. First, a state's likelihood to adopt a performance funding 1.0 policy. Second, a state's likelihood to adopt a performance funding 2.0 policy. Third, a state's likelihood to adopt any performance funding policy. Event history analysis was utilized to explore factors that impacted a state's likelihood to adopt these policies, focusing on both the influence of adoption through policy diffusion (regional accrediting agency groups) and internal determinants (political factors, education/unemployment factors, and higher education factors). This study extended the work of previous researchers in three important ways. First, by comparing results for the adoption of performance funding 1.0 and 2.0 policies independently. Second, by analyzing the adoption of performance funding policies through geographic regions, identified as regional accrediting organizations. Finally, by including new internal determinants not utilized in previous studies focusing on the adoption of performance funding policies. Data were collected from a variety of state-level sources and the dataset included information on 47 states from 1993 to 2013. All three models utilized similar syntax for the event history analysis and while there were statistically significant results, they were not consistent across all three models. For state adoption of a performance funding 1.0 policy, a Republican controlled legislature, consolidated governing board, unemployment rate, percent change in Fall term enrollment, and number of doctoral institutions were found to have a significant impact. For state adoption of a performance funding 2.0 policy, the percent of states in the accrediting region that already adopted a performance funding 2.0 policy and the educational attainment rate were found to have a significant impact on policy adoption. Finally, for state adoption of any policy, a Republican controlled legislature, legislative term limits, consolidated governing board, and percent change in Fall term enrollment were found to have a significant impact. In the variables listed above, a Republican legislature, legislative term limits, and states with more doctoral institutions increased the likelihood of policy adoption, while the percent of states in the accrediting region that already adopted a performance funding policy, the presence of a consolidated governing board, increases in a state's educational attainment rate, and increases in the percent change in Fall term enrollment decreased the likelihood of policy adoption. This study adds to the higher education literature by separately analyzing the adoption of performance funding 1.0 and 2.0 policies and finding differences in the factors that impact adoption. These differences indicate the importance of viewing performance funding 1.0 and 2.0 policies as distinct, rather than under an umbrella term of performance-based funding.

Book excerpt: Public universities face significant funding challenges as states continue to look for efficiencies or outright cuts. In addition, the call for accountability in higher education continues to grow as state lawmakers, policy analysts, and researchers voice concern that degree attainment has stagnated, is too low to support economic growth, and takes too long. Business and political leaders are also increasingly interested in developing higher education accountability in response to concerns by students and families over the rising cost of a degree. Together, these themes of accountability and cost control have resulted in dramatically different policy innovations in the form of performance-based funding in a growing number of states. However, these policies have thus far produced scant evidence of success. Furthermore, the potential unintended consequences of these policies seem large, including the risk of increased selectivity resulting in increased class-based inequality and the risk of decreased educational quality. Thus, the shift from basing state support on inputs to outputs could be much more than a simple accounting change. By stressing different priorities, the shift may ultimately alter the historic access mission of public higher education. Ohio created a new policy in 2012 that funds 100 percent of undergraduate higher education state appropriations to public universities on the basis of outcomes, the most aggressive policy of its kind in the nation. This study investigated the perceptions of 24 Ohio higher education leaders regarding this policy innovation and combined those responses with related performance metrics in order to synthesize a more comprehensive understanding of early impacts and implications, particularly as it pertains to outcomes, access, and education quality. The results of the investigation suggest that that retention has improved, access has decreased, and quality has been unaffected. University leaders were largely in favor of the policy and supported increased selectivity even in the face of declining enrollments. Although concerns remain regarding at-risk student support, the study suggests that a 100 percent performance-based policy may have positive benefits and achieve the intended objectives. It may also alter our conception of the broad access mission of higher education as access is traded for student success.
