Book excerpt: Each year, growing numbers of black foster youth, ages 18 and older, are emancipated from the child welfare system. Prior to termination, they are provided with a montage of independent living services aimed at teaching self-sufficiency skills. Nevertheless, many of these youth find themselves alone without the necessary aptitude, resources, and support needed to assume the intimidating responsibilities of adulthood. Although the literature regarding emancipated youth and their outcomes is extensive, there has been minimal research conducted on the unique experiences of Black youth as well as the factors that contribute to their success or failure in their transition to independence. Further, the information regarding their outcomes has been garnered from foster parents, case managers, attorneys, and family members, while failing to incorporate the voices of the youth who are best able to articulate the obstacles they encounter. This qualitative study examines the lives and experiences of eight black former foster youth. Audiotaped semi-structured interviews were conducted for the study. Data analysis took place throughout the data collection process. Their distinctive experiences, from their early childhood experiences that lead to placement in foster care, as well as their emancipation from care and subsequent road to independence are chronicled through their voices. Findings uncovered four themes: 1) child maltreatment, 2) unresolved trauma, 3) need for a sense of belonging, and 4) lack of preparation for adulthood. These themes represent the stumbling blocks of the participants’ past that continue to influence their life paths. This study enhances our understanding of the experiences of black aged out foster youth and the many challenges they face on their road to adulthood. Their individual stories raise poignant questions about the impact and efficacy of the foster care system on the lives of our most vulnerable youth.

These youth experience a variety of hardships after emancipation, however, hardships such as unemployment, housing difficulties, poor health care, ongoing struggles with mental illness, substance abuse, teenage pregnancy, and incarceration. The purpose of Independent Living Services is to buffer youth against such outcomes by empowering them to become self-sufficient; something that is accomplished through the provision of employment and educational support, housing services, and Life Skills Training. Research suggests that youth serviced in Transitional and Independent Living Services are indeed better prepared after emancipation than youth who do not receive these services. Assessing such youth progress, however, has traditionally relied on pilot or retrospective studies which, although comprehensive, often lack a subjective understanding of this phenomenon. This phenomenological study examined the improved outcomes experienced by emancipated youth after being serviced in Independent Living Services by exploring the experiences of the program Directors responsible for the daily operations of Transitional and Independent Living Programming. Five experienced and knowledgeable Transitional and Independent Living Program Directors were specifically selected because of their subjective understanding of the outcomes and trends experienced by foster youth. The program Directors offered their experiences, via interviews, that were later analyzed by means of a content analysis to construct the meaning or themes relevant to their experiences of serving adolescents emancipating from care. A content analysis revealed four themes: gate keeping, self-sufficiency, program development, and aftercare. Results are presented in a manner that will help other field professionals understand the subjective challenges and experiences facing Transitional Independent Living Program Directors as well as provide insight into the role Independent Living Services have in youth outcomes.

In addition, it will examine what the experience of youth in AB-12 is like. Methods: The method used to find research articles was through California State University Northridge library search engine. Results: The overall results have demonstrated that extending foster care to age 21 has positively impacted foster youth as there is a decreased risk of homelessness, crime, and substance use. Youth's continued involvement with social institutions serve as protective factors when transitioning to adulthood. The research showed youth in care experienced disproportionate rates of pregnancy and parenting when compared to youth not in care. While the research showed foster care could provide protective factors for substance use, the year after emancipation is when foster youth are the most vulnerable to use. Book excerpt: Approximately 408,000 children were in foster care in the United States at the end of fiscal year 2010 (U.S. Department of Health and Human Services, 2012). Some children return to their families of origin; however, some children remain in the foster care system until they reach age 18 or 21 and must leave, which is called “emancipation” or “aging out” (U.S. Department of Health and Human Services, 2012). Transitioning foster youth are at risk for many negative consequences including poverty and homelessness. These negative consequences are associated with significant health implications, such as mental health problems and risky sexual behaviors. The transitioning youth face an increased risk of these negative consequences and health implications as compared to their peers in the general population (Ahrens et al. 2010; Courtney et al., 2007, 2010, 2005; Pecora et al., 2005). The purpose of this study is to examine the lived experience of transitioning from the foster care system to adulthood. The study was guided by Merleau-Ponty’s philosophical stance and the research guidelines by Thomas and Pollio (2002). Participants were recruited from a transitional living program in a large, southern city by distributing flyer information and attending a peer-to-peer meeting. The sample included nine African American participants ranging from 18 to 23 years of age. An unstructured format was used asking participants to share their experience of transitioning from the foster care system to adulthood. Data analysis included an initial reading for meaning units, reading each interview for an overall sense of the experience, clustering meaning units into themes, and the development of a thematic structure. The thematic structure of the phenomenon of transitioning from the foster care system to adulthood included three themes: (a) I am nothing; (b) I am something; and (c) “make it back to shore.” Recommendations for the foster care system, nurses, and policy makers are included.

The purpose of this graduate project was to conduct a policy analysis of California Fostering Connections to Success Act also known as Assembly Bill 12 (AB12). AB12 allows foster youth in California who turn 18 to choose to stay in extended foster care until their 21st birthday and to receive extensions of services. Using a critical race theory framework designed by Delgado and Stefancic (2010), this graduate project will analyze AB12 specifically to examine the impact of the bill on foster youth who received extended care services as compared to youth who did not receive extended foster care services. Findings from this policy analysis will offer information on the impact of extended care services and help to create more equitable and safe transitions for youth as they leave the foster care system. Book excerpt: Abstract: The Foster Care Independence Act of 1999 (FCIA) was enacted to better prepare youth emancipating from the foster care system into adulthood and self-sufficiency. This study utilized David Gil's framework as a lens to politically analyze the FCIA. Historically, research has shown that emancipated foster youth faced poor outcomes once exiting care, specifically in the areas of education, employment, housing, and involvement with the criminal justice system among other areas. The FCIA calls for the states to be held accountable in services provided and reports of outcome measures. In analyzing the FCIA, it was found that although extensive services are offered to youth pre- and post-emancipation until they turn 21, they are still prone to adverse outcomes when leaving care. Similarities were found in regards to emancipated foster youth outcomes before the passage of the FCIA and after its implementation. Implications for social work practice and future research are also addressed in this study.

Outcomes for children who were placed in kinship care were compared with outcomes of children placed in traditional foster care. Secondary data from years 2006-2008 were analyzed. Using a correlational design relying on secondary data, an analysis of the effect of placement type (kinship or nonkinship care) on placement outcome was examined. The outcome variables examined were reunification with parents, adoption, and emancipation or aging out of the system. The degree to which a relationship exists between demographic variables of age, ethnicity, and gender, and the type of placement was also examined. Street level bureaucracy theory provided a framework for the research and an explanation of factors influencing workers' decisions regarding placement for children. These decisions are often influenced by personal discretion, agency policy, and resources. This research provides knowledge addressing the outcomes of children placed in kinship or nonkinship settings that can be used to better inform social workers as they formulate plans of care. Findings of the study show that children in kinship care have higher rates of reunification with parents, but lower rates of adoption and emancipation than children in nonkinship care. Children in kinship care were also found to experience fewer placement disruptions as well as shorter lengths of stay compared to children in nonkinship care. Additional findings suggest different outcomes for African American children in placement when compared to those of other races. The findings of this study can be used to guide policy and practice decisions related to supporting children in kinship and nonkinship placement settings.

Additionally, many former foster youth in California who were homeless reported that they were not prepared for independent living, did not have a realistic plan for emancipation, and were not actively involved in developing their discharge plans. Also, many foster youth continue to be emancipated at age 18 in California even though the act extended services to youth ages 18 to 21.
