This book was released on 2008-10-14 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: The most significant challenge the UAE currently faces is the switch from the traditional approach toward luring FDI, to a modern dynamic approach. The former involves relying heavily on free zones, with additional, specific privileges offered to FDI. The new approach would require providing foreign investors with a generic environment conducive to attracting high quality FDI. The UAE needs to undertake a comprehensive review of its FDI regime. This suggested approach does not consider that the most effective instruments of attracting FDI are tax concessions or other types of foreign investment preferential treatment. Rather, it suggests that a reasonable, transparent, and stable tax system is necessary to attract modern FDI; extremely low tax rates and/or special treatment are not. As this analysis shows, an absence of any tax is not a major determinant factor of FDI in the UAE. Legislation that promotes UAE investment and regulates foreign investment needs to be enacted. This legislation should provide foreign investors with a more stable and certain investment climate and further open the UAE up to foreign investors, which in turn would provide economic benefits (such as increased productivity or technology). Agent requirements, the Commercial Law, and residency requirements should be revised urgently. Simultaneously, while considering easing most of these restrictions, the UAE government should eliminate specific privileges offered to national companies. FDI policy should be enhanced by an FDI legal framework, in line with the best international practice, with enforceability of contracts and property rights. The UAE government should reformulate the FDI regime towards FDI, not only because of the urgent need to make its current regime more competitive in attracting significant FDI inflows but also to meet the UAE’s international commitments (WTO negotiations), and because the FDI regime has, in practice, failed to use the economy’s potential efficiently. Special federal legislation is needed to maintain a corruption-free environment, including all the necessary administrative and judicial procedures to be enacted and applied at both the federal and the emirate level. The UAE should shift from restricting 100 percent ownership to ‘administered ownership’ – under which 50 percent to 100 percent ownership is permitted – subject to the potential technology transfer, type of activity or firm and the training provided to UAE nationals. A unified ownership and taxation regime across the UAE is needed to attract more FDI, stimulate exports and improve the efficiency of the UAE economy. Finally, longer-term or permanent visa permits for qualified professionals and foreign investors in specific sectors are recommended, based on project type or qualifications.

Book excerpt: During the 1990s, the governments of South Asian countries acted as ‘facilitators’ to attract FDI. As a result, the inflow of FDI increased. However, to become an attractive FDI destination as China, Singapore, or Brazil, South Asia has to improve the local conditions of doing business. This book, based on research that blends theory, empirical evidence, and policy, asks and attempts to answer a few core questions relevant to FDI policy in South Asian countries: Which major reforms have succeeded? What are the factors that influence FDI inflows? What has been the impact of FDI on macroeconomic performance? Which policy priorities/reforms needed to boost FDI are pending? These questions and answers should interest policy makers, academics, and all those interested in FDI in the South Asian region and in India, Pakistan, Bangladesh, Sri Lanka and Pakistan.

Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The economies of the six Gulf Cooperation Council (GCC) countries are heavily reliant on oil. Greater economic diversification would reduce their exposure to volatility and uncertainty in the global oil market, help create jobs in the private sector, increase productivity and sustainable growth, and help create the non-oil economy that will be needed in the future when oil revenues start to dwindle. The GCC countries have followed many of the standard policies that are usually thought to promote more diversified economies, including reforms to improve the business climate, the development of domestic infrastructure, financial deepening, and improvements in education. Nevertheless, success to date has been limited. This paper argues that increased diversification will require realigning incentives for firms and workers in the economies—fixing these incentives is the “missing link” in the GCC countries’ diversification strategies. At present, producing non-tradables is less risky and more profitable for firms as they can benefit from the easy availability of low-wage foreign labor and the rapid growth in government spending, while the continued availability of high-paying and secure public sector jobs discourages nationals from pursuing entrepreneurship and private sector employment. Measures to begin to address these incentive issues could include limiting and reorienting government spending, strengthening private sector competition, providing guarantees and financial support for those firms engaged in export activity, and implementing labor market reforms to make nationals more competitive for private sector employment.

Book Synopsis The UAE by : William Gueraiche

Book excerpt: The seven emirates that make up the United Arab Emirates were little known until the spectacular success of Dubai. The branding of the city not only raised awareness of Dubai, and brought Emiratis one of the highest standards of living in the world, it also spread positive representations of the UAE to the world at large, in striking contrast to more familiar representations of the Middle East. Advertising campaigns built a near-perfect image. The city's bold architecture, such as Burj al Arab, and futuristic projects such as the Palm Islands, helped create an image of modernity, and themes like luxury, personal safety, and excellent service were successfully used to alter western perceptions of the Arab world. Yet how does the image compare with the reality? William Gueraiche's work is the first scholarly study of the UAE's campaign to establish itself on the international stage and to explore the impact that its economic transformation has had on the country. In particular the author compares the image – a country that is an icon of modernity open to globalization and dialogue with the western world – and the reality – a society that nonetheless seeks to maintain a closely guarded Islamic ethos. Emirati society remains at core conservative and the preservation of Arab-Islamic identity remains important, yet the UAE has the highest proportion of foreigners of any country in the world. What does this mean for the identity of Emiratis living there and what are the implications for foreigners working there? In this engaging and deeply researched book the author also explores the environmental costs of the Dubai lifestyle – manifest in the world's highest electricity and water consumption per capita – its 'Look East' policy and increasing volume of trade with eastern Asia, and the ways in which the UAE has sought to challenge the traditional hegemony of Saudi Arabia in the region. In a final chapter the author examines the impact of the economic depression that called the whole representation of Dubai into question. Offering a fresh perspective that goes beyond the usual polarisation of either denigrating the country or commending it unreservedly, William Gueraiche's important book will be welcomed by all those with an interest in the UAE, modernity and the wider Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: Led by Dubai and Abu Dhabi, the UAE has become deeply embedded in the contemporary system of international power, politics, and policy-making. Only an independent state since 1971, the seven emirates that constitute the UAE represent not only the most successful Arab federal experiment but also the most durable. However, the 2008 financial crisis and its aftermath underscored the continuing imbalance between Abu Dhabi and Dubai and the five northern emirates. Meanwhile, the post-2011 security crackdown revealed the acute sensitivity of officials in Abu Dhabi to social inequalities and economic disparities across the federation. The United Arab Emirates: Power, Politics, and Policymaking charts the various processes of state formation and political and economic development that have enabled the UAE to emerge as a significant regional power and major player in the post Arab Spring reordering of Middle East and North African Politics, as well as the closest partner of the US in military and security affairs in the region. It also explores the seamier underside of that growth in terms of the condition of migrant workers, recent interventions in Libya and Yemen, and, latterly, one of the highest rates of political prisoners per capita in the world. The book concludes with a discussion of the likely policy challenges that the UAE will face in coming years, especially as it moves towards its fiftieth anniversary in 2021. Providing a comprehensive and accessible assessment of the UAE, this book will be a vital resource for students and scholars of International Relations and Middle East Studies, as well as non-specialists with an interest in the United Arab Emirates and its global position.

Despite undertaking economic reforms in many countries, and having considerable success in avoiding crises and achieving macroeconomic stability, the region’s economic performance in the past 30 years has been below potential. This paper takes stock of the region’s relatively weak performance, explores the reasons for this out come, and proposes an agenda for urgent reforms.
