Book excerpt: The purpose of this study was to explore the perceived instructional leadership behaviors of principals in schools in Alabama and to investigate the relationship between instructional leadership and school effectiveness. This study determined the extent of the relationship between principals' perceptions of their instructional leadership practices, specifically the instructional leadership functions and dimensions identified by the Principal Instructional Management Rating Scale ([PIMRS] Hallinger, 1983/1990), and school effectiveness as described by the Alabama State Department of Education determinant of student achievement, the ACT Aspire. Perceptions of principals were gathered from 94 principals in elementary, middle, and high schools in Alabama. This study used a non-experimental, descriptive, and cross-sectional research design that examined principals' leadership behaviors and determined the degree to which these could be linked with indicators of school effectiveness. This study sought to answer the following research questions: (1) To what extent do principals demonstrate instructional leadership behaviors characterized by PIMRS framework? (2) What are the levels of performance of schools as indicated by their ACT Aspire achievement data, and do these vary by socioeconomic status or community setting? (3) What is the relationship between the instructional leadership behaviors of principals and the performance of schools? (4) Do the perceptions of principals regarding instructional leadership behaviors characterized by the PIMRS framework vary by: (a) total of years of experience in educational leadership, (b) years of experience as principal at the current school, (c) level of education, (d) the grade span of the school, (e) indicators of school socioeconomic status? Findings indicated that a small, but significant positive relationship existed between the instructional leadership dimension Defining the School Mission and the proficiency rates of schools in both Reading and Mathematics. The school's socioeconomic context was a significant variable related student achievement as was the school's community setting. School principal's emphasis on instructional leadership varied by their experience both in terms of years of experience at the current school as principal and total years in educational leadership overall. This study provides administrators and policy makers in Alabama with a confirmation of the widely held assumption that principals are difference makers in the achievement of schools. Further, this study adds to the body of literature linking specific instructional leadership behaviors and increased student achievement.

Book excerpt: This study was conducted to identify the self-perceptions of superintendents regarding their instructional leadership practices. The focus of the research was to explore the linkages that exist between these perceptions and factors such as superintendent characteristics and district demographics. In their role as district instructional leaders, superintendents are increasingly held accountable for instruction and the expectation for increased test scores. The data used to explore the research questions were acquired through a survey, the Superintendent's Instructional Leadership Survey (SILS). This instrument was developed by Gwen Boyter and had previously been used to survey superintendent behavior as perceived and self-reported by the superintendents themselves. The questionnaire contained 42 task statements that were intertwined into five task areas relevant to Instruction and Human Resource Development. This study used a Multiple Logistical Regression to explore the relationship between the superintendents' self-perceptions on their instructional leadership role and variables that may significantly influence the superintendents' perceptions. Variables included: school district rating for student performance on the state assessment; percentage of economically disadvantaged and at-risk student groups; and superintendent characteristics, such as age, gender, ethnicity, and years of experience. The SILS was sent as an online survey through Qualtrics.com. Superintendents rated their instructional leadership behaviors on a Likert scale that ranged from "Constant Emphasis" to "No Emphasis." Forty-nine respondents completed a survey, which was 16% of those surveyed. Practical significance was found in the relationship between the superintendents' self-perceptions and two of the variables: (a) the superintendents' age and (b) the district rating. Statistical significance was found on two variables: (a) the percentage of economically disadvantaged students and (b) the percentage of at-risk students. Research findings suggest that it is imperative that superintendents devote specific time to focus on instruction, curriculum, and assessment practices. They must involve stakeholders to collaboratively focus on the instruction goals in order to meet the learning needs of all students. As a result of this study, instructional leadership should be given much consideration in the selection of superintendents. Superintendent preparation programs can use data from the study to better prepare individuals to serve in the capacity of district instructional leaders.

Book excerpt: The purpose of this study was to investigate the instructional leadership practices of a statewide sample of Arizona school superintendents. Superintendents' practices in 12 areas were analyzed in relation to the degree of district academic improvement over a three-year period, the relative size of the district, and the gender of the superintendent. Differences in principal-superintendent perceptions were also analyzed to determine the extent of these differences, and their correspondence to the level of academic improvement achieved by districts. Among superintendents that had served in the current district for at least three years, there were significant differences in their reported involvement in 2 of 12 areas. Superintendents in higher-performing districts reported being more involved in planning for instruction and developing principals as instructional leaders. While male and female superintendents reported similar instructional leadership practices, female superintendents reported being more involved in reviewing research and developing instructional policies. Male superintendents reported being more involved in developing principals as instructional leaders. Superintendents in districts of different sizes responded similarly to the survey. The one exception was in the area of supervising instruction, in which superintendents in medium-sized districts reported being less involved. There were significant differences in the views of superintendents' instructional leadership held by principals and superintendents. On the whole, principals perceived superintendents as being less involved in instructional leadership than did superintendents themselves. There were significant differences between the responses of the subjects of this study and Watts' 1992 study. Superintendents in the present study reported being significantly more involved in seven instructional leadership tasks than their 1992 counterparts. The findings from this study may be of use to superintendents as they consider the many responsibilities they face in providing leadership for their districts. These findings may also be of interest to researchers who are concerned with better understanding the instructional leadership role of the school superintendent.

Book excerpt: The purpose of the study was to determine the relationship between superintendent instructional leadership behaviors and the fidelity of implementation of the Instructional Practices Inventory. The leadership behaviors examined by this study were identified by Marzano and Waters (2006) including Collaborative Goal Setting, Non-negotiability of Goals for Achievement and Instruction, Monitoring Progress Toward Goals, Providing Resources to Support Goal Attainment, and Providing Defined Autonomy for Principals. The Instructional Practices Inventory (IPI) was developed by Valentine and Painter and subsequently refined by Valentine (Valentine, 2007). The IPI is a research-based instructional intervention that embeds the reflective study of instructional practices and student engagement in a collaborative model of continuous school improvement. Data were collected from 43 superintendents using surveys adapted from the work of Leithwood, Aitken, & Jantzi (2006) as found in Making Schools Smarter: Leading with Evidence (MSS). Follow-up interviews were conducted with 28% of the superintendents. Data analyses produced no significant differences in superintendent instructional leadership behavior when schools were categorized by the fidelity with which the IPI was implemented. Data analyses were confounded by problematic data in one of the reporting categories. However, post-hypothesis testing produced intriguing patterns. Qualitative data analyses produced evidence of noticeable differences in leadership dispositions and behavior when fidelity of implementation groups were compared. While no statistically significant differences were found in leadership behavior across Fidelity of Implementation groups, interesting patterns in means for each leadership behavior emerged when examined across Fidelity of Implementation group when those groups were disaggregated by the presence or absence of an assistant superintendent. Poverty rates were found to be positively and significantly associated with four of the five leadership behaviors analyzed by this study. Qualitative analyses indicated that superintendents from schools classified as High Fidelity Implementers reported a sense of responsibility for outcomes as well as greater influence than subordinates in the area of change implementation. The character of collaboration varied across implementation categories with High Fidelity Implementers reporting greater preparation, respect for other stakeholders, and clearer vision for outcomes than their peers. High Fidelity Implementers were more inclined than their peers to grant freedom to principals and teachers to make decisions, formulate plans, and put those plans into action, once the superintendents were sure that the other professionals were clear on the goals and constraints. Interestingly, all superintendents were able to articulate how they implemented change but were challenged to articulate their own leadership skills. Data analyses did not allow statistically significant differences to be determined in how superintendents lead. However, post-hypothesis analyses did find a link between low SES and collaborative setting of goals, of non-negotiable goals for achievement and instruction, monitoring of progress toward those goals, and providing resources for goal attainment. Further, the presence of an assistant superintendent decreased the degree to which superintendents felt closely tied to instructional leadership. Qualitative data analyses produced findings that implementation of the Instructional Practices Inventory (IPI) process with high fidelity fostered second-order change in teaching practices and was closely aligned to instructional improvement recommendations by Marzano and Waters (2009). Superintendents who implemented the IPI with high fidelity were more likely to communicate respect for others with whom they collaborated, were more likely to thoroughly prepare when they facilitated collaboration, felt a greater sense of burden for positive student outcomes, and were more likely to empower others to act once a vision and set of boundaries were clearly established. Superintendents uniformly expressed some level of resentment at the mandated goals of No Child Left Behind. However, they did so while simultaneously requiring that those goals be adopted at the district level, even when a collaborative planning process was used, and insisting on articulation of supportive building level goals. Superintendents did not comment on the irony of this situation and uniformly expressed pride when goals were met. When asked directly about power, influence, and their own leadership skills, superintendents' responses were ambiguous. While some superintendents spoke frankly about differences in power and influence, others reported substantial equality among all of their districts stakeholders. Superintendents spoke not of their leadership skill but of personal qualities such as trustworthiness that supported their success. However, analysis of the stated actions of High Fidelity Implementing superintendents indicated that these superintendents engaged in aspects of research-based transformational leadership (Leithwood & Jantzi, 1990) and leadership through relationships (Ogawa & Bossert, 1995).
