Official rhetoric portrays it as the very model of international cooperation: Moscow and Beijing claim that ties are closer and warmer than at any time in history. In reality, however, the picture is highly ambiguous. While both sides are committed to multifaceted engagement, cooperation is complicated by historical suspicions, cultural prejudices, geopolitical rivalries, and competing priorities. For Russia, China is at once the focus of a genuine convergence of interests and the greatest long-term threat to its national security. For China, Russia is a key supplier of energy and weapons, but is frequently dismissed as a self-important power whose rhetoric far outstrips its real influence. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes. Bridging a gap in the Development Studies literature, this book presents new findings on the collaboration of NGOs at the local level. It will be of interest to academics working in the field of South Asian Studies, Development Studies, and Asian Politics.

Book excerpt: In the history of ideas, the aesthetic categories of the sublime and the grotesque have exerted a powerful force over the cultural imagination. Ambiguous Subjects is one of the first studies to examine the relationship between these concepts. Tracing the history of the sublime from the eighteenth century through Burke and Kant, Wawrzinek illustrates the ways in which the sublime has traditionally been privileged as an inherently masculine and imperialist mode of experience that polices and abjects the grotesque to the margins of acceptable discourse, and the way in which twentieth-century reconfigurations of the sublime increasingly enable the productive situating of these concepts within a dialogic relation as a means of instating an ethical relation to others. This book examines the articulations of both the sublime and the grotesque in three postmodern texts. Looking at novels by Nicole Brossard and Morgan Yasbincek, and the performance work of The Women’s Circus, Wawrzinek illuminates the ways in which these writers and performers restructure the spatial and temporal parameters of the sublime in order to allow various forms of highly contingent transcendence that always necessarily remain in relation to the grotesque body. This book analyses how the Bush administration understood and pursued its interests in the Central Asia states, namely Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan, Turkmenistan. It discusses the shift in US interests after September 11 and highlights key ideas, actors and processes that have been driving US policy in Central Asia. The author examines the similarities between the Bush and Obama administrations’ attitudes towards the region, and he points to the inadequacy of the personality focused, partisan accounts that have all too often been deployed to describe the two presidential administrations. To understand US Central Asian policy, it is necessary to appreciate the factors behind its continuities as well as the legacies of the September 11 attacks. Using case studies on the war on terror, energy and democracy, drawing on personal interviews with Americans and Central Asians as well as the fairly recent releases of declassified and leaked US Government documents via sources like the Rumsfeld Papers and Wikileaks, the author argues that the US approached Central Asia as a non-unitary state with an ambiguous hierarchy of interests. Traditionally domestic issues could be internationalised and non-state actors were able to play significant roles. The actual relationships between its interests were neither as harmonious nor as conflicted as the administration and some of its critics claimed. Shedding new light on US relations with Central Asia, this book is of interest to scholars of Central Asia, US Politics and International Relations.
