Book excerpt: Following a series of natural disasters, including Hurricane Katrina, that revealed shortcomings in the nation's ability to effectively alert populations at risk, Congress passed the Warning, Alert, and Response Network (WARN) Act in 2006. Today, new technologies such as smart phones and social media platforms offer new ways to communicate with the public, and the information ecosystem is much broader, including additional official channels, such as government social media accounts, opt-in short message service (SMS)-based alerting systems, and reverse 911 systems; less official channels, such as main stream media outlets and weather applications on connected devices; and unofficial channels, such as first person reports via social media. Traditional media have also taken advantage of these new tools, including their own mobile applications to extend their reach of beyond broadcast radio, television, and cable. Furthermore, private companies have begun to take advantage of the large amounts of data about users they possess to detect events and provide alerts and warnings and other hazard-related information to their users. More than 60 years of research on the public response to alerts and warnings has yielded many insights about how people respond to information that they are at risk and the circumstances under which they are most likely to take appropriate protective action. Some, but not all, of these results have been used to inform the design and operation of alert and warning systems, and new insights continue to emerge. Emergency Alert and Warning Systems reviews the results of past research, considers new possibilities for realizing more effective alert and warning systems, explores how a more effective national alert and warning system might be created and some of the gaps in our present knowledge, and sets forth a research agenda to advance the nation's alert and warning capabilities.

In 2004, the Federal Emergency Management Agency (FEMA) initiated the Integrated Public Alert and Warning System (IPAWS) with the goal of integrating the nation's Emergency Alert System (EAS) and other public-alerting systems into a comprehensive system. In 2009, the Government Accountability Office (GAO) reported on long-standing weaknesses with EAS and FEMA's limited progress in implementing IPAWS. Subsequently, FEMA and the FCC conducted the first-ever nation-wide EAS test in November 2011. This book examines recent efforts to implement IPAWS and improve EAS; how IPAWS capabilities have changed since 2009 and what barriers, if any, affect its implementation; and the results of the nation-wide EAS test and federal efforts to address identified weaknesses are discussed.

Book excerpt: There are some cases of missing children that do not meet the threshold for the issuance of an AMBER Alert. The same concern applies to missing persons older than 18, who fall outside AMBER Alert's purview. The EMA was crafted in 2005 to fill this gap. This report describes how a community can establish a task force to create an EMA plan, which creates voluntary partnerships to recover missing persons who do not fit the AMBER Alert criteria but who may be in danger. EMAs help law enforcement notify the general public that someone is missing and ultimately save lives. This guide provides directions for developing, activating, and sustaining an EMA plan and includes sample plans and press releases. A print on demand report.

Book excerpt: Following an earlier NRC workshop on public response to alerts and warnings delivered to mobile devices, a related workshop was held on February 28 and 29, 2012 to look at the role of social media in disaster response. This was one of the first workshops convened to look systematically at the use of social media for alerts and warnings-an event that brought together social science researchers, technologists, emergency management professionals, and other experts on how the public and emergency managers use social media in disasters. In addition to exploring how officials monitor social media, as well as the resulting privacy considerations, the workshop focused on such topics as: what is known about how the public responds to alerts and warnings; the implications of what is known about such public responses for the use of social media to provide alerts and warnings to the public; and approaches to enhancing the situational awareness of emergency managers. Public Response to Alerts and Warnings Using Social Media: Report of a Workshop on Current Knowledge and Research Gaps summarizes presentations made by invited speakers, other remarks by workshop participants, and discussions during parallel breakout sessions. It also points to potential topics for future research, as well as possible areas for future research investment, and it describes some of the challenges facing disaster managers who are seeking to incorporate social media into regular practice.

A year later, with the help of other parents of abducted children, the Walshes worked for the passage of the Missing Children's Act of 1982 and later for the Missing Children's Assistance Act of 1984, to assist in recovering such children and bringing perpetrators to justice. The Missing, Exploited and Runaway Children Protection Act that was instituted in 1999 reauthorised and amended the Missing Children's Assistance Act of 1984. This book presents an overview of the issues that face the legislation pertaining to missing and exploited children. Book excerpt: When communities face complex public health emergencies, state local, tribal, and territorial public health agencies must make difficult decisions regarding how to effectively respond. The public health emergency preparedness and response (PHEPR) system, with its multifaceted mission to prevent, protect against, quickly respond to, and recover from public health emergencies, is inherently complex and encompasses policies, organizations, and programs. Since the events of September 11, 2001, the United States has invested billions of dollars and immeasurable amounts of human capital to develop and enhance public health emergency preparedness and infrastructure to respond to a wide range of public health threats, including infectious diseases, natural disasters, and chemical, biological, radiological, and nuclear events. Despite the investments in research and the growing body of empirical literature on a range of preparedness and response capabilities and functions, there has been no national-level, comprehensive review and grading of evidence for public health emergency preparedness and response practices comparable to those utilized in medicine and other public health fields. Evidence-Based Practice for Public Health Emergency Preparedness and Response reviews the state of the evidence on PHEPR practices and the improvements necessary to move the field forward and to strengthen the PHEPR system. This publication evaluates PHEPR evidence to understand the balance of benefits and harms of PHEPR practices, with a focus on four main areas of PHEPR: engagement with and training of community-based partners to improve the outcomes of at-risk populations after public health emergencies; activation of a public health emergency operations center; communication of public health alerts and guidance to technical audiences during a public health emergency; and implementation of quarantine to reduce the spread of contagious illness.

Available in PDF, EPUB and Kindle. Book excerpt: The first few minutes and hours after a child has been abducted are critical to any search and rescue effort. They often can mean the difference between a happy reunion between parents and child and missed opportunities and regret. At these crucial moments, everyone involved in the search and rescue effort must understand how the entire process works and his or her role in the effort. This guide, which spells out roles and responsibilities and the progression of events in a well-coordinated AMBER Alert process, was created to support and improve national, state, regional, and local responses to child abductions. Over the past decade, as AMBER Alert has expanded into a nationwide program, we at the Office of Justice Programs and the Office of Juvenile Justice and Delinquency Prevention have worked hard to identify what works and how we can improve the process of issuing an alert and coordinating public input into the search. We have sought out the many AMBER Alert stakeholders for their expertise and insights into how to enhance the process. Our partners have told us a great deal about what works and what issues must be considered to develop an effective AMBER Alert plan. This publication encapsulates the knowledge and expertise that our partners have shared with us. It provides a general overview of each discipline's responsibilities when an AMBER Alert has been issued and recommends practices to improve the response to cases of missing or abducted children. We have made tremendous progress since 1996, when the first AMBER Alert plan was launched. However, as with any major initiative that brings together many agencies and organizations, we must remain vigilant and find ways to improve our understanding of how each stakeholder's role and responsibility fits into the overall collaboration. The stakes are high because the safety and welfare of our children are in the balance. This guide will help states and communities more effectively execute and coordinate their response when their children need them the most.

Book excerpt: This timely book provides the inside story of the development of mobile public alert and warning technology in the United States and addresses similar systems being used in Australia, Canada, Japan, and the Netherlands. This book provides a comprehensive account of how mobile-smartphone systems are transforming the practice of public alert and warning in the United States. Recent events have vaulted mobile alert and warning technology to the forefront of public debates concerning the hazards of the digital age. False alarms of ballistic missile attacks on Hawaii and Japan, the non-use of mobile alerts during the Northern California wildfires, and the role this technology plays in supporting police manhunts and counterterrorism efforts have prompted reconsideration of how these systems are used. Drawing upon interviews with officials, executives, experts, and citizens, the book provides an in-depth analysis of the events and contexts influencing the trajectory of mobile public alert and warning and charts a course for its improvement. The book first introduces readers to the high stakes involved in the transformation of public alert and warning, explaining how new research is revealing the benefits, limitations, and risks of mobile technology in the disaster communication context. Three case studies then illustrate issues of risk, trust, and appropriateness in mobile public alert and warning.
