Abstract: Abstract of thesis entitled Developing a Sustainable Transport System in Hong Kong Submitted by CHAN Kwong Yan, Ian for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2004 It is broadly agreed that sustainable development in transport is vital to the world at present and in future. Economical growth benefits human beings but also creates problems in over consumption of natural resources and pollution. A lot of cities such as Hong Kong are enjoying benefits from mobility, but also suffering deterioration in air quality due to vehicle emission. Development of a sustainable transport system is indispensable. It is hard to develop a sustainable transport system from a planning model with no full consideration of sustainability. In the past decade, lots of studies have been done for 1 building up transport planning model that would cater for requirements of sustainability. One of the areas under research is the use Stated Preference (SP) Survey in modelling. A recent study [Loo 2002] has identified ways of using SP surveys to improve traditional four-stage transport planning model for developing a sustainable transport system. Countries in Europe and North American have applied SP survey to develop sustainable transport, but it is comparatively less use in Asia. Hong Kong Special Administration Region (HKSAR) has incorporated sustainability as one of the policy objectives of the government but the current use of traditional four-stage transport planning model for evaluating transport policies and projects does not fully cater for the requirements of sustainability. Hence, this study is an attempt to carry out a location-specific SP survey to estimate new utility functions using Stated Preference Survey and Multinomial Logit Analysis for improvement of the traditional four-stage transport planning model, and to understand the implication of the results of findings to the development of sustainable transport in Hong Kong, in particular to the provision of new railway links and implement of pedestrianization. It is expected that the result of study would give insights to the improvement on current situation of West Rail Phase I and in formulation and assessment of new transport policy for a more sustainable Hong Kong society. The goal of the study is to enhance traffic calming, mobility and conservation of Hong Kong at reasonable cost. The Multinomial Logit Analysis has revealed that people tend to consider time, fare and interchange in their choice of transport mode but not so much safety and environmental protection. Change in age, income and education of the people have 2 different degree of influence on their preference. The difference in preference of people on transport mode between the Home based to Work and Work based to Entertainment trip is minimal except that they consider transfer to be less important in the Home to Work Trip. The further assessments on the implication of the results of findings to the development of sustainable transport in Hong Kong have indicated that introduction of the Kowloon Southern Link (KSL) will significantly encourage more people to use West Rail as the transport mode. To maintain the quality of life of the citizens and prosperity of the city, a sustainable transport system, which comprises the environmental, social and economic perspective, should be considered. However, there is no commonly agreed indicator to assess the transport sustainability in Hong Kong. Moreover, sustainability of transport sectors, including the rail, buses, minibuses, taxis, and private vehicles, were not assessed previously. In order to evaluate the sustainability of land transport sector in Hong Kong, this study aims at developing a set of sustainable transport indicators and employs these indicators to assess the sustainability of land transport sectors in Hong Kong. Moreover, this study provides suggestions on how the land transport sectors in Hong Kong can become more sustainable. Sustainable transport is comprised of three perspectives, namely, the social, economic and environmental perspectives. Social indicators include accessibility for the disabled, level of congestion, and road safety. Economic indicators include fares of public transport, and household expenditure on transport. Environmental indicators include emission from vehicles, percentage of car ownership, number of residents exposed to excessive noise, distance of RAMSAR site to major roads, etc. The sustainability assessment of land transport sectors in Hong Kong is thus ibased on the three perspectives. In the social perspective, buses and rail provide the best accessibility for the disabled compared to other modes of transport. However, it should be noted that only 30% of the buses provide facilities for the disabled. For the economic perspectives, fares can be adjusted with the economic conditions for buses, rail, green minibuses and taxi. For the environmental perspective, taxi is the cleanest vehicle as more than 90% of them have switched to Liquefied Petroleum Gas, which emit fewer pollutants. Hong Kong is heading towards sustainable transport with the indicators shown as above. However, improvement can be made. Car ownership is low in Hong Kong, fatality and injury due to traffic accidents is comparatively lower than United Kingdom and Singapore, most of the journeys are generated by public transport. However, it will be more sustainable if Hong Kong implement the following technological and institutional measures. At technological level, more vehicles, especially goods vehicles and private vehicle can switch to a cleaner fuel. More publicity and enforcement of Fuel Economy Label that indicate the fuel efficiency of vehicles should be implemented. Noise mitigation measures like improved low-noise road texture and noise barriers should be constructed. At the institutional level, alternative modes of transport like walking and cycling should be encouraged. Accessibility for the disabled should be encouraged, and public participation is encouraged for transport related decisions. Abstract: With the increased concern as to sustainable development in recent years, there is a need to develop a sustainable transport system as urban transportation plays an important role in cities. Transportation is an important part of daily life as it is related to mobility; and enhanced mobility will contribute to economic development and improve the quality of life. However, the most commonly used transport modes (i.e. motorised transportation) have contributed to heavy air and noise pollution, degrading our environment and affecting people's quality of life. With this unsustainable urban transport system, there is an urgent need to apply the principles of sustainable development to the development of the transport system. The aim of this study is to revisit the general transport hierarchy, examine how the hierarchy varies according to geographical and trip characteristics, and propose new sustainable transport hierarchies that take local contexts, availability of existing infrastructures, travel distance, and income level into consideration. In this study, Hong Kong is chosen as the focus of the study despite the fact that government has already identified the heavy rail system as the backbone of Hong Kong's transport system, and 90% of all travel trips in Hong Kong are carried out on public transport, yet there is much room for improvements, for example the high roadside air pollution, the public transport are not fully utilised, non-motorised transport modes are not widely used, and the public transport fares are on the high side. The Travel Characteristics Survey 2001 will be used for examining trip characteristic variations in Hong Kong. The findings suggest that the general transport hierarchies in Hong Kong do not match with the theoretically most sustainable transport hierarchy. Furthermore, the findings suggest that travel distance and income level have an effect on people's choice of transport modes. The results give a better understanding of the overall sustainability of Hong Kong's transport system and its local variations so that supportive policy can be formulated to further promote sustainable transportation based on the local characteristics, such as the availability of infrastructure, and the socio-economic and travel characteristics of residents in different districts. Abstract: Abstract of dissertation entitled Ecological Modernisation in the Transport Sector in Hong Kong submitted by TUNG Sun Daniel for the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in June 2004 In general, the transport sector in Hong Kong has modernized along ecological lines facing deteriorating environment caused by the transport system and evoking environmental consciousness of the society as suggested by the ecological modernization theory. Firstly, while the centralized and bureaucratic governance structure of transport sector in Hong Kong moves towards a more horizontal and decentralized style in the past decades, the transport decision-making are becoming more open. Secondly, large public transport operators had adopted new technologies and new techniques to reduce their environmental impacts of the business and sometimes taken initiatives beyond regulatory requirements to enhance their competitive edges. However, there is not the case for the trade associations of small entrepreneurs and operators of taxi and Public Light Buses. They lobbied and tied with other shareholders like Legislators to protect their own interests. The Chief Executive 1999 Policy Address would be seen that the Government had observed the prescriptive merit of the ecological modernization theory as guidelines to formulate its policies for transport. Moreover, the strategies for transport had attempted to address environmental problems caused by transport at sources. A number of technological and social and institutional environmental transport policies were proposed to address the environmental problem. However, the short and medium terms of environmental improvements made by the environmental innovations induced by end-of-pipe control policies were predicted to be lost soon. Moreover, various obstacles would interfere the achievement of long term environment protection induced by the environmental transport policies. To resolve these obstacles, it requires radical changes of thinking towards environmental protection, in the social and political arenas to achieve sustainable transport in Hong Kong. As suggests by ecological modernization theory, such radical changes would be introduced only if the government has established environmental imperative as strategic concern and a participatory, flexible and consensual decision making process. However, case studies on the implementation of Spur Line, the provision of Central By-pass, and feasibilities studies of ERP, and planning of Route 7 and SIL and WIL had revealed that environmental considerations are still not a strategies concern of the Government and the decision making process in the transport sector was not flexible and hard to reach a consensus. It shows that the environmental considerations has been watered down from the Chief Executive 1999 Policy Address and transport strategies to transport planning and implementation of transport projects. To build Hong Kong into a "World-Class City," the Hong Kong Government must need to change its discursive approach on environmental protection now, regard it as a strategic concern, and be decisive on setting ecological rules for the transport sector towards sustainability as suggested by the Ecological Modernization Theory. Abstract: Transit-Oriented Development (TOD) is a management strategy that offers sustainable answers to urban development at different levels and reduces the heavy automobile dependence. In dealing with transport-related issues, TOD encourages the use of transit for better sustainability. The number of railway patronage is the best index used to measure the success of TOD. However, TOD may also generate many short local car trips within the neighbourhood. The main research objective of the thesis is to investigate the factors that influence the three major transit modes of transportation within the neighbourhood. The ultimate goal of this thesis is to guide development policies that create more sustainable transport. Although many studies have looked at TOD residents' travel behaviour at a regional or city level, most of them were based on North American cities. TOD neighbourhoods are assumed to have similar impacts on travel behaviour as they are generalized. Local trips within the TOD are less understood. A neighbourhood level analysis is used to explore residents' travel behaviours in 60 neighbourhoods of Hong Kong delimited by a five-hundred-meters buffer area around each MTR station. An in-depth statistical analysis of the transit shares of 60 TOD and non-TOD neighbourhoods is made. This research design highlights the influence of TOD neighbourhoods in the use of transit for trips in different local communities, but most importantly it also identifies variability within the TOD neighbourhoods. Built environment's variables, which may influence the modes of transportation, are selected. Principal component analysis is used to reduce the number of variables to 5 latent factors. Those factors are identified as specific characteristics of the built environment. In order to understand the relationship between the extracted factors and the use of transit modes, regressions are conducted. The results confirm that a dense economic urban area and the station integration to other transportation networks could explain residents' travel behaviour for metro by 32%. It also shows that those two factors together with a mostly residential area with large families also explained 47% of the residents' travel behaviour for walking. Variability of the bus' modal shares is not explained by any factor of the built environment used in the regression model. Buses have been identified as being more important in non-TOD neighbourhoods and a less sustainable mode of transportation than walking and metro. This study provides important guidelines for TOD development to further promote walking and the use of metro. The variability of TOD neighbourhoods in Hong Kong and, ultimately, its influence on people's choice of sustainable transportation mode is demonstrated. This study brings a better understanding of TOD in the Asian context and how to increase its sustainable aspect through transportation. The findings of this study can be used by policy makers.
