Book excerpt: This report, prepared by the Commission on Development and Environment for Amazonia at the initiative of the Amazon Cooperation Treaty and supported by the Inter-American Development Bank and the United Nations Development Programme, is based on the concept of an Amazonia that exists above and beyond the world of fantasy and myth: an Amazonia of flesh and blood, of human toil, of human history, of human faces and hopes, and future human beings. It is an analysis based not only on the experiences and technologies of today"s world but also, and with greater emphasis, on the wisdom accumulated for centuries by Amazonia itself: standing Amazonia. The Amazon region has the largest area of tropical forest on the planet, and concern for its environmental deterioration extends well beyond the borders of the eight countries that form a part of it. With support from the IDB and UNDP, the Commission on Development and Environment for Amazonia prepared this report that provides data on the region's natural resources, population, health and infrastructure.

Book excerpt: With a vast river network and rainforests extending over eight South American countries, the Amazon plays a vital role particularly in maintaining biodiversity and terrestrial carbon storage. Due to its ecological characteristics, the Amazon benefits not only those countries but also the international community at large. However, the Amazon forests are being rapidly cleared with a consequent loss of biodiversity and impact on global climate. This book examines whether international law has an impact on the preservation of the Amazon by inquiring into the forms of cooperation that exist among the Amazon countries, and between them and the international community, and to what extent international cooperation can help protect the Amazon. Given the role of this region in maintaining the balance of the global environment, the book examines whether the Amazon should be granted a special legal status and possible implications in terms of international cooperation.

Book excerpt: Destructive patterns of Amazonian evolution are now infecting relatively untouched Northern Brazil - driven by the gold rush and demographic and economic forces from the South. The Forest Frontier assesses whether the Northern Amazonian States can avoid the same pressures and problems that affect the peoples and environments of the South. It examines the social and environmental nature of land development in Roraima, the most northerly of the Brazilian Amazonian states. Possessing most of the classic problems facing other States as well as containing a combination of political, cultural and environmental features, Roraima's development is at a frontier. Offering a critical assessment of the nature and pace of agricultural advance into Roraima, The Forest Frontier will provide a better understanding to plan for the inevitable development to come.

Available in PDF, EPUB and Kindle. Book excerpt: In Regional Cooperation in Amazonia: A Comparative Environmental Law Analysis, Maria Antonia Tigre provides a broad overview of the international, regional and national law applied to the Amazon rainforest and investigates efforts at regional cooperation for the protection of the Amazonian ecosystem. For the last four decades, cooperation among the eight countries in which the rainforest lies was primarily induced by the Amazon Cooperation Treaty (ACT). Originally adopted to ensure national sovereignty, the ACT gradually evolved towards a framework for sustainable development. Based on the challenges faced by the treaty and its subsequent instruments, Maria Antonia Tigre analyzes ways in which the ACT can be more effectively applied, leading to practical results that reduce deforestation. These specifically relate to the enforceability of the right to the environment, the implementation of protected areas, and the development of financial mechanisms to fund initiatives.

Available in PDF, EPUB and Kindle. Book excerpt: Parodi shows that boundary disputes have and continue to play a major role in creating tensions in South America. Of the 25 international territorial boundaries that exist in South America, eight were marked with major wars, eight with lesser wars, and five with some level of violence. As recently as 1995, the armies of Ecuador and Peru were at war to define a boundary. In 1982 Argentina went to war, inspired by the call to restore a piece of its mutilated national territory. Venezuela and Guyana, Guyana and Suriname, and Suriname and French Guiana have not completed boundary demarcation agreements. Bolivia's insistence on its right for sovereign access to the Pacific Ocean is a source of tension with Chile and Peru. Colombia and Venezuela have unresolved boundary issues in the Gulf of Venezuela. Clearly, boundary disputes have and continue to play a major role in creating larger conflicts within South America. Territorial boundaries are marks on the ground, but, as Parodi shows, their staying power or stability depends on their grip on consciousness. By examining the boundary theory of South American states and its implementation, he also explains how the symbolic system of South American boundaries is used to instill national identity, mobilize people to war, and control population and territory. This text will be of particular interest to scholars, students, and researchers involved with Latin American politics, diplomacy, and international relations.

This book was released on 1993-06-24 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: The preservation of the Amazonian environment has stirred up public discussion worldwide. The main issues are the preservation of the tropical rain forests And The threat posed To The area by big development projects. These projects commonly threaten the existence of the indigenous peoples, who live in a traditional harmony with the pristine environment. Although similar problems are prevalent in Siberia, they have become a matter of international public awareness to a lesser extent. The ecological balance here, especially in non-industrialized areas of the Northern regions, Is also very delicate And The presence of vast quantities of natural resources makes the area susceptible to economic exploitation that threatens the environment as well as indigenous peoples. The book initiates and develops a comparison of the ecological situation in both areas, And The attemps to manage the emerging ecological problems. Based on an interdisciplinary approach, The legal framework of environmental protection And The utilization of natural resources on the national and international levels are analyzed and compared. In addition, The situation of indigenous peoples in Amazonia and Siberia and their legal status are examined. The book contains contributions from experts from various countries (e.g. Brazil, Colombia, Russia, etc.) and scientific disciplines. Most of the contributions formed the basis of an international colloquium which was held in Frankfurt in October 1990. These manuscripts have been revised for this publication. Some additional articles and a dcoumentation of relevant legal materials are also included.
