In the beginning, there were significant differences in political, security and even bureaucratic cultures between the two countries, which formed some obstacles to building bridges quickly. Many of these obstacles remain, especially in the political dimension of relations between the two countries. But in the absence of their former ideological differences and united by common interests in preserving international peace and fighting terrorism, Ukraine and the United States have established constructive and mutually beneficial military cooperation. The United States has been interested in engaging post-Soviet Ukraine in security cooperation and clearly articulated what it wanted to achieve from this cooperation. It was in U.S. interests to have a strong, independent, stable, and democratic Ukraine as a partner in Eastern Europe. Guided by such a vision, the United States consistently has demonstrated initiative in supporting Ukraine in building its national military by engaging it in peacetime military- to-military contacts. The Ukrainian government unhesitatingly accepted U.S. leadership in bilateral military cooperation, which has provided it with an opportunity to learn useful approaches to defense reform, raised Ukraine's international prestige, and strengthened the country's position vis-a-vis the pressure for regional influence exerted by its neighbor (and regional dominant power), Russia.

The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. Book excerpt: While the United States and its allies put their military focus on the post-9/11 challenges of counter-terrorism and counter-insurgency, Russia and China put their military focus onto the United States and the risks of regional wars that they came to believe they might have to fight against the United States. Their first priority was to put their intellectual houses in order-that is, to adapt military thought and strategic planning to the new problem. The result is a set of ideas about how to bring the United States and its allies to a "culminating point" where they choose to no longer run the costs and risks of continued war. This is the "red theory of victory." Beginning in the second presidential term of Obama administration, the U.S. military focus began to shift, driven by rising Russian and Chinese military assertiveness and outspoken opposition to the regional security orders on their peripheries. But U.S. military thought has been slow to catch up. As a recent bipartisan congressional commission concluded, the U.S. intellectual house is dangerously out of order for this new strategic problem. There is no Blue theory of victory. Such a theory should explain how the United States and its allies can strip away the confidence of leaders in Moscow and Beijing (and Pyongyang) in their "escalation calculus"-that is, that they will judge the costs too high, the benefits to low, and the risks incalculable. To develop, improve, and implement the needed new concepts requires a broad campaign of activities by the United States and full partnership with its allies.

Since the outbreak of the Russo-Georgian war in August 2008, both [Russia and the U.S.] have further hardened positions and raised tensions apart from the war itself and Russia's quite evident refusal to abide by its own cease-fire terms. Nevertheless, and for better or worse, arms control and its agenda will remain at the heart of the bilateral Russo-American relationship for a long time. Arms control and disarmament issues are quintessentially political as well as military issues that are among the most critical components of the bilateral relationship and regional security in both Europe and Asia. For these reasons, neither the political nor the military aspect can be divorced from the other. And for these same reasons, we cannot refuse to participate in the bilateral effort to resolve those issues.

Book excerpt: Little more than a year ago, the Nonproliferation Policy Education Center (NPEC) completed its initial analysis of Iran's nuclear program, Checking Iran's Nuclear Ambitions. Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.

He clearly defined the mission of the Implementation Force (IFOR) as "to oversee and enforce implementation of the military aspects of the peace agreement."
