Reflecting an unbroken record of eighteen studies of voter behavior conducted biennially since 1952, this volume presents data on hundreds of elements influencing voters that will interest political scientists, journalists, consultants, and students of political history. The information was obtained from face-to-face interviews with national full probability samples of all citizens of voting age, as part of the University of Michigan/National Election Studies conducted by the Center for Political Studies. The data provide both an unrivaled occasion to gain a deeper understanding of congressional and presidential elections, and a basis for making or challenging broad generalizations about American politics since World War II. Major sections include personal characteristics (age, education, gender, religion, occupation, income, union membership, urbanism, race/ ethnicity); partisanship (party identification, open-ended evaluations of parties and candidates); issues (ideological self-placement, issue preferences, perceptions of economic conditions); candidate traits; thermometer ratings of individuals and groups; voter preferences; media exposure; and voter turnout and political participation. The editors present these attributes in terms of stability and change and the sequence in which the various elements acquire relevance for the voter's choice. The book is organized to give time-series distributions of data from all items included on three or more studies during the thirty-four years covered, and presents first-level analyses through a logically structured series of bivariate tables. It is the only book to include the basic data from National Election Studies.

Bifurcated Politics is a portrait of the postwar convention as a changing institution--a changing institution that still confirms the single most important decision in American politics. With the 1988 elections clearly in mind, Byron Shafer examines the status of the national party convention, which is created and dispersed within a handful of days but nevertheless becomes a self-contained world for participants, reporters, and observers alike. He analyzes such dramatic developments as the disappearance of the contest over the presidential nomination and its replacement by struggles over the publicizing of various campaigns, the decline of party officials and the rise of the organized interests, and the large and growing disjunction between what is happening at the convention hall and what the public sees--between the convention on site and the convention on screen. He argues that, despite its declining status, the postwar convention has attracted--and mirrored--most of the major developments in postwar politics: the nationalization of that politics and the spread of procedural reform, a changing connection between the general public and political institutions, even the coming of a new and different sort of American politics. Bifurcated Politics tells the story of most of the postwar conventions, along with the nominating campaigns that preceded them. But it also develops a picture of the changing American politics around those stories. It will become the definitive study of the national party convention.

Sometimes, however, Congress breaks free of such parochial concerns and enacts bills that serve the general public, not just special interest groups. In this important and original book, R. Douglas Arnold offers a theory that explains not only why special interests frequently triumph but also why the general public sometimes wins. By showing how legislative leaders build coalitions for both types of programs, he illuminates recent legislative decisions in such areas as economic, tax, and energy policy. Arnold's theory of policy making rests on a reinterpretation of the relationship between legislators' actions and their constituents' policy preferences. Most scholars explore the impact that citizens' existing policy preferences have on legislators' decisions. They ignore citizens who have no opinions because they assume that uninformed citizens cannot possibly affect legislators' choices. Arnold examines the influence of citizens' potential preferences, however, and argues that legislators also respond to these preferences in order to avoid future electoral problems. He shows how legislators estimate the political consequences of their voting decisions, taking into account both the existing preferences of attentive citizens and the potential preferences of inattentive citizens. Although these women are part of a modernizing middle class, they also voluntarily adopt a traditional symbol of female subordination. How can this paradox be explained? An explanation emerges which reconceptualizes what appears to be reactionary behavior as a new style of political struggle--as accommodating protest. These women, most of them clerical workers in the large government bureaucracy, are ambivalent about working outside the home, considering it a change which brings new burdens as well as some important benefits. At the same time they realize that leaving home and family is creating an intolerable situation of the erosion of their social status and the loss of their traditional identity. The new veiling expresses women's protest against this. MacLeod argues that the symbolism of the new veiling emerges from this tense subcultural dilemma, involving elements of both resistance and acquiescence.
