Appear in the form of silver certificates. The amount of national bank notes has been declining. The high price of bonds, the decreasing quantity, and the low rate of interest has put a blight on the national bank system. And unless other (good?) securities are found to supply the place of United States bonds, the national banks as issuers of paper money will cease in the near future upon the extinction of the interest bearing public debt, if not before. Book excerpt: Excerpt from Scientific Money: An American Dollar Should Have Only These Qualities A token issued by one is received by all and their products are transferred in consequence thereof. The circulation of the token rests upon this proposition: That the holder has in the token, an order on each and all of his neighbors for their surplus products. By common consent they pass from one to another, and thus facilitate the easy transmutation of one man's labor into something else desired by him. But is this not the exact purpose of all trade, local, national, uni versal? Can Commerce find any other design for her varied million daily exchanges, except that one set of men prefer, above their own, the manual creations of their neighbors? The final analysis of the motives for all trading leads to this simple fact, that each finds his advantage in the transfer of his surplus product. Now, the token has performed a business func tion for the farmer and tanner - these two settlers of the embryonic State. What is this function? Its nature is fourfold and is thus brie y described. The chapter on Money is an introduction to that on Banking, a subject possessing the deepest practical interest to all. Book excerpt: Excerpt from Money and Banking: Illustrated by American History Very few persons, if any, are satisfied with our present monetary condition. While I write these lines a withdrawal of $2, 3 gold from the Treasury causes a fresh tremor and confusion of tongues. Everybody assures everybody else, and tries to assure himself, that it is of no consequence. Probably no harm will come of it, but why should it be noticed at all, except by a few dealers in foreign exchange? Because the public Treasury undertakes to maintain the ultimate gold reserve of the country, and because people doubt whether it can do so at all times. Are these doubts unreasonable? The only law on the statute book really effective for the discharge of this obligation was passed in 1862 for a different emergency, had been forgotten a quar ter of a century, and was discovered by accident the last day in the afternoon. As regards the act of 187 5 (under which gold was twice procured last year for the replenish ment of the Treasury) it is a matter of dispute whether it is still in force, or whether it lapsed when specie payments were resumed. A dispute on such a question is itself an incentive to panic. Moreover, everything depends upon the mood and temper of the Administration for the time being whether such powers as the law confers shall be exercised wisely and promptly, or exercised at all. During that conflict conditions had arisen in the United States out of which the present alarming contest of the people with the money power has sprung. The civil war was the beginning of what we have now inherited. That war was not indeed the cause but rather the occasion and excuse of the great struggle which has begun in earnest in America for the preservation of popular liberty and the restoration of the rights of man. Book excerpt: Excerpt from Our Money Wars: The Example and Warning of American Finance The title, index and table of contents of this book suffi ciently indicate its scope. Although it has been sent to but a few leading periodicals as yet, the annexed Press Notices show that the claims set up for it are beginning to be acknowledged in very prominent publications. The book purports to be a condensation of the chief financial events, data and arguments that have been chronicled during the past twenty years in all the literature of what is now called the Populist Party. If the views set forth here are mainly correct, the financiering of this nation, as managed by the Republican and Democratic parties, has been a huge madness. Therefore it behooves the would be leaders of public Opinion to seriously consider a book that is being rapidly acknowledged as the most authori tative statement of The American System of Money. Book excerpt: Excerpt from A Practical Plan for Assimilating the English and American Money: As a Step Towards an Universal Money This little book was published by Mr. Bagehot in 1869, and was out of print at the time of his death in 1877. An interest in its subject is likely to be revived in view of the Monetary Congress to be held in Paris in September of the present year, and a new edition is therefore issued. No doubt one accidental advantage of the scheme (the adhesion of Germany to the proposed English-American System) might be more difficult of realisation now than when Mr. Bagehot wrote, since Germany has in the interval chosen a new currency of her own. On the other hand, however, the resumption of specie payments by the United States has removed what Mr. Bagehot recognised as 'one of the worst objections' to his plan.
