McNulty, President International Brotherhood of Electrical Workers; John Golden, President United d104ile Workers of America; Michael Green, President United Hatters of North America; Peter Josephine, member Granite Cutters International Association. These two missions returned to the United States the first part of November. At the time this pamphlet is prepared, the opportunity has not been afforded for these two missions to make their formal reports to the A. F. of L.; hence their omission from this pamphlet. In order that the record of the board's work may be preserved and made available in convenient form to the student of industrial relations, the Bureau of Labor Statistics has undertaken the task of assembling the material bearing directly upon its establishment and activities. No final report was made by the board upon its dissolution in August, 1919. Its latest official report covered' the 12 months' period ending May 31 'an attempt has been made therefore in the present volume to complete the history of the board's work down to the date of its adjournment. Definite information was not available in all cases, but careful estimates have been made with the idea that exact figures, although desirable, are not essential. It was not deemed necessary to reproduce in full the awards of the National War Labor Board, but 106 representative awards illustrate the Board's interpretation of the principles laid down for it by the employers and workmen of the country as represented in the War Labor Conference Board. N o attempt has been made to generalize as to the interpretation and application of these principles by the War Labor Board. Con elusions as to its attitude toward its specific problems is left to the student from the facts here presented. Nor has any attempt been made in the preparation of this report to digest the decisions of the board, a thorough analysis already having been prepared by Mr. R. P. So it is only the workers organized in labor unions who can be counted as a force in this country. Theyhave spokesmen who let their wishes and opinions be known. Acting together, they have developed great power over their own lives, and they deeply affect the life of the country as a whole. When you speak of American Labor, then, you mean organized working men and women. You mean the unions. Unions are not made up of any one particular sort of person; almost every type of American is repre sented in their ranks. There are college graduates and people who have never learned to read. There are Negroes and Chinese. There are members of the country's proudest families, and people whose parents never took a bath in winter. There are also men of sound judgment, and fools. There are savage fighters and smooth diplomats. There are those who will gladly lay down their lives for a cause and those who will betray any party or any person for power or money.
