Book excerpt: In the summer of 1803, Thomas Jefferson sent Meriwether Lewis and William Clark on a journey to establish an American presence in a land of unqualified natural resources and riches. Is it fitting that, on the 200th anniversary of that expedition, the United States, together with international partners, should embark on another journey of exploration in a vastly more extensive region of remarkable potential for discovery. Although the oceans cover more than 70 percent of our planet's surface, much of the ocean has been investigated in only a cursory sense, and many areas have not been investigated at all. Exploration of the Seas assesses the feasibility and potential value of implementing a major, coordinated, international program of ocean exploration and discovery. The study committee surveys national and international ocean programs and strategies for cooperation between governments, institutions, and ocean scientists and explorers, identifying strengths, weaknesses, and gaps in these activities. Based primarily on existing documents, the committee summarizes priority areas for ocean research and exploration and examines existing plans for advancing ocean exploration and knowledge.

Book excerpt: Over the past several decades, civil and ethnic wars have undermined prospects for economic and political development, destabilized entire regions of the globe, and left millions dead. States, Scarcity, and Civil Strife in the Developing World argues that demographic and environmental stress--the interactions among rapid population growth, environmental degradation, inequality, and emerging scarcities of vital natural resources--represents one important source of turmoil in today's world. Kahl contends that this type of stress places enormous strains on both societies and governments in poor countries, increasing their vulnerability to armed conflict. He identifies two pathways whereby this process unfolds: state failure and state exploitation. State failure conflicts occur when population growth, environmental degradation, and resource inequality weaken the capacity, legitimacy, and cohesion of governments, thereby expanding the opportunities and incentives for rebellion and intergroup violence. State exploitation conflicts, in contrast, occur when political leaders themselves capitalize on the opportunities arising from population pressures, natural resource scarcities, and related social grievances to instigate violence that serves their parochial interests. Drawing on a wide array of social science theory, this book argues that demographically and environmentally induced conflicts are most likely to occur in countries that are deeply split along ethnic, religious, regional, or class lines, and which have highly exclusive and discriminatory political systems. The empirical portion of the book evaluates the theoretical argument through in-depth case studies of civil strife in the Philippines, Kenya, and numerous other countries. The book concludes with an analysis of the challenges demographic and environmental change will pose to international security in the decades ahead.

Book excerpt: UNDERSTANDING AMERICAN GOVERNMENT is highly respected and trusted for its attention to research and issues of diversity, its award-winning team of authors, and its brief length, made so by not covering policy. While covering the basic foundations and features of American Government, this text also moves beyond the nuts and bolts, to explain why and how important features of government have evolved, their impact on government and individuals, and why these features are controversial (if they are) and worth learning. More than just narrating facts and current issues, UNDERSTANDING AMERICAN GOVERNMENT attempts to leave the students with an understanding of the "why," so their knowledge can be applied long after the course is completed. AMERICAN GOVERNMENT (with policy chapters) is a three-time winner of the American Government Textbook Award for the Best Treatment of Women in Politics, by the Women's Caucus for Political Science.

Their Profound Impact on Our Future Highlighting key factors which are destined to reshape the world, Marx is quick to identify how each of these "trends" will influence educational policy in various ways. With improving academic achievement for ALL students as the main goal, Sixteen Trends provides an enlightened look into the learning processes of the children of tomorrow. Some of the many issues discussed within its contents include: -the shift in population demographics and its role in life-long learning -the need for school curriculum and practices to reflect the dawning of the "information age" -the importance of equilibrium and acceptance of divergent viewpoints in preparing for emerging generations -how continuous improvement will replace "quick fixes" and challenge the status quo theory of education -why the globalization of politics and the economy today will mandate the need for interdependence in educational practice When asked about the importance of his book Sixteen Trends, author Gary Marx states, "Linear goals are not enough. Looking at tomorrow and seeing it only as a little bit more or a little bit less of today just won't cut it as we move into the future. Surrounded by a world filled with discontinuities, we desperately need to set at least a few audacious goals, the kind that took us to the moon and planets, reduced computers from a dozen racks of equipment to a single hand-held device, and envisioned educational opportunity for all. Much of what happens as we break ground on the future will come at us out of the blue. We are in a constant, unrelenting, and exciting race to lay the groundwork for an even brighter future for our children and ourselves." We at ERS are pleased to bring you the latest in Marx's groundbreaking series. According to ERS President Dr. John Forsyth, "Gary Marx's work provides an impetus for our educational community. The ability for ERS to share the information contained within Sixteen Trends is a positive and progressive step in ensuring that we are well-prepared in today's educational system for what the future holds."

Book excerpt: The rational choice perspective developed by Cornish and Clarke in 1986 provides criminologists with a valuable and practical framework for purposes of crime control and prevention. More than twenty-five years later, Cognition and Crime pushes the boundaries of this field of research by bringing together international leading (or emerging) researchers in this area of script analysis into a single volume for the first time. It also presents a series of original contributions on offender decision-making during crime and crime script analysis as well as offering a critical perspective of what could be achieved in the future to further help develop this field of research for prevention purposes. In addition, each empirical chapter treats a specific and important form of crime such as stalking violence, drug dealing, human trafficking for sexual exploitation, child sexual abuse, and transnational illegal market of endangered species. Academics and students from various backgrounds, and interested in investigating and preventing crime, will benefit from this book as it applies crime script analysis and discusses new and future developments in regards to this approach and the rational choice perspective. This volume will be of particular relevance for practitioners such as police officers and crime investigators.
