Se trata de elecciones celebradas en once países cuyo estudio se desarrolla en igual número de capítulos. Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

Book excerpt: The Art of Transition addresses the problems defined by writers and artists during the postdictatorship years in Argentina and Chile, years in which both countries aggressively adopted neoliberal market-driven economies. Delving into the conflicting efforts of intellectuals to name and speak to what is real, Francine Masiello interprets the culture of this period as an art of transition, referring to both the political transition to democracy and the formal strategies of wrestling with this change that are found in the aesthetic realm. Masiello views representation as both a political and artistic device, concerned with the tensions between truth and lies, experience and language, and intellectuals and the marginal subjects they study and claim to defend. These often contentious negotiations, she argues, are most provocatively displayed through the spectacle of difference, which constantly crosses the literary stage, the market, and the North/South divide. In 2005, Brazil completes twenty continuous years of civil government, a striking exception in the country's history, all of then, except one, chosen by direct elections. The long transition from the dictatorial regime to a non-dictatorial one (not necessarily democratic) begin in 1974. Fifteen years after, in 1989, a new stage in this process begins, overcoming the instability of the national political scene. From this moment on, the consolidation of democracy becomes the central problem of the national political agenda. There are many ways of telling and explaining this history. This book presents a survey of the different interpretations of this important period of Brazilian history and, at the same time, outlines some criticisms on the mainstream interpretations in Brazilian Political Science.
