Book excerpt: Napoleon began to count the people against his quest to obtain the only land-based gaming casino to be located in post- Hurricane Katrina New Orleans. The president of a major Las Vegas casino corporation, his chief rival for the project, and the city's political establishment were obviously against him. Recently, the retired City`s mob boss and his mafia daughter princess could be added to the list. Even his only living relative, his saintly grandmother, was turning her back on him. Tomorrow the local blue blood newspaper would write an article about him and the casino project. Not knowing what they would write, he figured he put them on the get Napoleon list. All in all, things seem to be going not as planned. New Orleans has a reputation as a city of loose morals, strip joints, and partying. But it lacks a large, Las Vegas-style casino to support and further mold that reputation. Things are about to change when the citizens of the Big Easy decide to legalize a land-based casino.

Book excerpt: In a region famous for its flamboyant politicians, Earl K. Long was one of the most flamboyant of them all. This first full-scale biography of the former Louisiana governor explores his controversial life-style and his strong family ties, his raw humor and his political savvy, his abuse of power and his accomplishments in the areas of civil rights and public services. Michael L. Kurtz and Morgan D. Peoples provide new information from recently declassified FBI files concerning Earl's ties with organized crime figures, give the first comprehensive account of his stays in mental institutions in 1959, and offer factual information about his notorious relationship with the stripper Blaze Star. Based on more than two decades of research in a variety of sources, this important biography fills a serious gap in the history of modern Louisiana politics.

Book Synopsis The Louisiana Mayor’S Court by : Floyd A. Buras III
Download or read book The Louisiana Mayor’S Court written by Floyd A. Buras III and published by AuthorHouse. This book was released on 2016-01-23 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Mayors Court is Louisianas most numerous type of court, with about 250 of these courts across the state, yet very little appears to be known about them. Out of the fifty states, only Louisiana and Ohio still use these courts. Under this system of informal tribunals, a town mayor essentially acts as prosecutor, judge, and jury to enforce municipal ordinances. There is no requirement that a mayor presiding over one of these courts should possess a law degree or have any legal training. Likewise, the inherent duty of mayors to raise revenue creates a potential bias that could cause mayors to convict defendants solely for financial gain. Although their existence is vested under the Louisiana Constitution, there is very limited statutory guidance or procedural safeguards to govern these courts. Many of the few attempts that have been made to interpret laws governing these courts have been misguided and have lead to incorrect court decisions. As a result, the possibility exists for defendants before these courts to be unfairly convicted. This book provides an overview of the mayors courts in Louisiana and examines a few due process concerns that arise from these courts existence.
Download or read book City Bound written by Gerald E. Frug and published by Cornell University Press. This book was released on 2013-07-02 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many major American cities are defying the conventional wisdom that suburbs are the communities of the future. But as these urban centers prosper, they increasingly confront significant constraints. In City Bound, Gerald E. Frug and David J. Barron address these limits in a new way. Based on a study of the differing legal structures of Boston, New York, Atlanta, Chicago, Denver, San Francisco, and Seattle, City Bound explores how state law determines what cities can and cannot do to raise revenue, control land use, and improve city schools. Frug and Barron show that state law can make it much easier for cities to pursue a global-city or a tourist-city agenda than to respond to the needs of middle-class residents or to pursue regional alliances. But they also explain that state law is often so outdated, and so rooted in an unjustified distrust of local decision making, that the legal process makes it hard for successful cities to develop and implement any coherent vision of their future. Their book calls not for local autonomy but for a new structure of state-local relations that would enable cities to take the lead in charting the future course of urban development. It should be of interest to everyone who cares about the future of American cities, whether political scientists, planners, architects, lawyers, or simply citizens.
Book Synopsis Resilience and Opportunity by : Amy Liu
Download or read book Resilience and Opportunity written by Amy Liu and published by Rowman & Littlefield. This book was released on 2011-08-18 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: Hurricanes Katrina and Rita devastated the Gulf Coast in 2005. Commentary and analysis typically focused on what went wrong in the post-disaster emergency response. This forward-looking book, however, presents a more cautiously optimistic view about the region's ability to bounce back after multiple disasters. Catastrophes come in different forms—hurricanes, recessions, and oil spills, to name a few. It is imperative that we learn how best to rebuild in the wake of disasters and what capacities and conditions are needed to improve future resilience. Since the devastating summer of 2005, leaders have made important inroads to restoring communities in more prosperous ways. Resilience and Opportunity is an important contribution to our collective learning from a teachable moment.
