Book excerpt: Alternative student growth measures for teacher evaluation: Implementation experiences of early-adopting districts: State requirements to include student achievement growth in teacher evaluations are prompting the development of alternative ways to measure growth in grades and subjects not covered by state assessments. These alternative growth measures use two primary approaches: (1) value-added models (VAMs) applied to end-of-course and commercial assessments; and (2) student learning objectives (SLOs) selected by teachers with the approval of their principals. Information is limited, however, on how these alternative growth measures can be used to evaluate teachers and on their costs and benefits. REL Mid-Atlantic sought to develop new information by conducting case studies to examine the implementation experiences of eight districts that were early adopters of alternative measures of student growth. District administrators, principals, teachers, and teachers' union representatives were interviewed for the study. The study found that alternative growth measures have been used for many purposes other than teacher evaluation, but SLOs are unique in their use to adapt and improve instruction. Although the alternative measures show a wider range of teacher performance relative to previous evaluation systems without measures of student growth, evidence on the reliability and validity of alternative measures--especially SLOs--is limited. Districts implementing SLOs most often reported increased collaboration as a benefit, while alternative assessment-based VAMs were perceived as fairer than SLOs for making comparisons among teachers. Both types of alternative growth measures come with costs and implementation challenges. SLOs are substantially more labor-intensive relative to alternative-assessment based VAMs. More research is needed on the statistical properties of the alternative measures, the approaches districts are taking to offset implementation costs, and innovative solutions to overcome implementation challenges. The following are appended: (1) Study sample selection, data collection, and analysis; (2) How the sample districts incorporate alternative student growth measures into teacher evaluation systems; (3) Benefits of using alternative student growth measures for student populations with special needs; (4) Contextual factors influencing implementation: funding, policies and politics, and teachers' unions; (5) District administrator interview protocol; (6) Principal interview protocol; (7) Teacher interview protocol; and (8) Teachers' union representative interview protocol.

But this approach has limited application in most states, because their assessments are typically administered only in grades 3-8 and only in math and reading. In response, some districts have turned to alternative measures of student growth. These alternative measures include alternative assessment-based value-added models (VAMs) that use the results of end-of-course assessments or commercially available tests in statistical models, and student learning objectives (SLOs), which are determined by individual teachers, approved by principals, and used in evaluations that do not involve sophisticated statistical modeling. For this report, administrators in eight districts that were early adopters of alternative measures of student growth were interviewed about how they used these measures to evaluate teacher performance. Key findings from the study are: (1) Districts using SLOs chose them as a teacher-guided method of assessing student growth, while those using alternative assessment-based VAMs chose to take advantage of existing assessments; (2) SLOs can be used for teacher evaluation in any grade or subject, but require substantial effort by teachers and principals, and ensuring consistency is challenging; (3) In the four SLO districts, SLOs are required of all teachers across grades K-12, regardless of whether the teachers serve grades or subjects that include district-wide standardized tests; and (4) Alternative student assessments used by VAM districts differ by developer, alignment with specific courses, and coverage of grades and subjects. VAMs applied to end-of-course and commercial assessments create consistent district-wide measures but generally require technical support from an outside provider. Schools that consistently failed to meet the NCLB's Adequate Yearly Progress requirements were subject to penalties. In 2011, the U.S. Department of Education invited each State educational agency (SEA) to request flexibility regarding specific requirements of the NCLB in exchange for "rigorous and comprehensive State-developed plans designed to improve educational outcomes for all students, close achievement gaps, increase equity, and improve the quality of instruction." In order to receive flexibility from the NCLB Adequate Yearly Progress requirements, states had to develop and implement "high-quality teacher and leader evaluation and support systems that are based on multiple measures, including student growth as a significant factor and other measures of professional practice." At the time of the publication of this brief, most states received flexibility waivers. Currently, these states are at different stages in the process of implementing their teacher evaluation and support systems. Many of them use Value-Added Models (VAM) similar to those used in Florida, while others use the Student Growth Percentile (SGP) approach. In this brief the authors compare three methods of teacher evaluation: (1) the State system employing value-added models; (2) a district-level procedure using single-level regression; and (3) a common alternative approach utilizing student growth percentiles. All three methods start by constructing predictions of student test performance based on prior achievement data and student characteristics. At this basic building block level, all three approaches produce virtually identical results. As the methodologies diverge in techniques of aggregation, teacher-level and school-level summary indices begin to separate, but remain remarkably comparable.

Unfortunately, little is known--in terms of research and practice--about whether student growth can be adequately measured for students with disabilities and appropriately attributed to teachers for the purpose of teacher evaluation. Therefore, it is crucial that the field come together to develop a strategic agenda that can be used to guide the development and/or the use of measures to assess student growth while also collecting research to validate state and school district efforts. In an effort to inform state and district practices, the National Comprehensive Center for Teacher Quality (TQ Center), the Council of Chief State School Officers (CCSSO) Assessing Special Education Students State Collaborative on Assessment and Student Standards (ASES SCASS), and ETS collaboratively convened a two-day forum (September 26-27, 2011) for select stakeholders to discuss the challenges and help inform policy, practice, and research regarding the use of the growth of students with disabilities for measuring teacher effectiveness. The specific topics discussed included individual and school-level value-added models, student learning objectives (SLOs), classroom-based measures, and alternate assessments (descriptions are included later in the report). For each topic, this brief outlines the benefits, the challenges, state and district considerations, implementation implications, and needed research. Much of the current focus in teacher evaluation reform centers on methods through which teachers can be more accurately evaluated based on their contributions to student learning. In the push towards greater accountability for teachers, the development of measures that are both fair for teachers and lead to stronger outcomes for students are critical to seeing long-term improvements in the education system. This report explores variability and stability of value-added measures over time by looking in depth at the methods, assumptions, limitations, and implementation of the most commonly used value-added models across the country and the research about the correlations of these measures over time. This research is followed by a case study of a de-identified large urban school district implementing a teacher evaluation system that uses both a commercially produced value-added measure and an alternative student-growth measure to make high stakes decisions about teacher effectiveness. The findings from this case study show correlations that do not differ significantly from the prior research on the year-to-year variability in teacher value-added measures, but urge for continued evaluation of these measures over time, especially in high-stakes decisions. Ultimately, value-added measures are only as useful as their effectiveness in influencing the core outcomes of teaching and learning, and therefore these measures must be carefully integrated into and validated against holistic assessments of teacher effectiveness in order to truly impact student outcomes.

The research questions focused on job satisfaction, self-efficacy, and retention in education about Value-Added Model scores in their evaluations. The secondary purpose was for the teachers to recommend authentic assessment of student growth which is weighted 33% of teacher evaluations. I conducted a series of three open-ended interviews with each of the four participants. The interviews were designed to allow rich data to be collected. The significant findings have been discovered using the constant comparative method. The analysis revealed that the teacher's perceptions of VAM scores were not in their control, nor did the teachers understand how the score is calculated; however, it was a stress point in the teaching environment. The recommendations for alternative measurement of student achievement had a common thread of a baseline assessment and a learning gain assessment of the students the teachers directly taught. The emerging themes concluded that the evaluating administrator had more impact on job satisfaction and self-efficacy than VAM scores. The research questions drove the study, and the analysis discovered trends and emerging themes.
