Evaluation of performance across alternatives and modes is done through a series of manual worksheets by applying an approach based on five core areas including measures of mobility, agency cost, safety, user costs, and air quality. The evaluation can be limited to an analysis based on measures of effectiveness (MOE) or completed to include a measure of economic efficiency. To calculate the measures for each of the core areas, the analyst must describe the corridor or project to be analyzed, conceptualize the alternatives to be examined, collect baseline data pertinent to those alternatives and the chosen analysis framework, and aggregate the corridor into logical segments. For cases where some local data are unavailable, the guidebook includes a series of reference tables with default and average values for variables and parameters involved in the evaluation. After the MOEs under the baseline, No-build, and alternative conditions for each analysis year are summarized, the analyst can employ a multi-criteria ranking approach to select the best alternative action based on performance measures or perform an economic efficiency analysis.

Book excerpt: Pre-Congestion Notification (PCN) has been recently proposed at IETF as a practical framework for scalable measurement-based flow control system for support of inelastic real-time traffic. PCN encompasses two complementary functions: admission control of new flows and termination of some admitted flows when the available capacity is unexpectedly reduced after a network failure. Its simple structure and ad-hoc measurementbased nature warrant careful exploration of its applicability. In this work, we conducted a comprehensive performance evaluation of two proposals that implement PCN, CL-PHB and Single-Marking. We showed that CL-PHB works reliably for both admission and termination control, which in turn demonstrates that the PCN framework is a viable architecture to provide QoS to inelastic real-time traffic. We also studied Single-Marking's performance tradeoffs associated with its implementation benefits, and analyzed its applicability range. Our work also includes the development of several novel fluid models of different complexities and the investigation of their accuracy and applicability to various aspects of PCN admission and termination control. Aside from providing a tool to gain more insight in PCN behavior, we believe that some of our analysis is of a more general nature. Specifically, we believe that our results support a conjecture that while bottleneck behaviors are possible to predict with high accuracy using these models, per-aggregate behavior of admission control systems cannot be accurately predicted with any fluid model resulting in a bounded estimation error.

Contraflow is the concept of reversing the typical direction of highway travel to provide more outbound roadway capacity. The State of Florida has spent more time and resources towards the planning and the designing of potential contraflow facilities than any other state in the country; however, contraflow has yet to be implemented (as of Summer 2008). This study determines if the additional capacity benefits of contraflow outweigh the logistical requirements of implementing contraflow. Five different alternatives of contraflow lane configurations were comparatively evaluated. The format of this study is unique due to the evaluation of both capacity and logistical measurements. Each alternative was subject to evaluation of six different performance measures. The six different performance measures consisted of improved capacity, speed variation, logistics, required personnel, required infrastructure, and delay/congestion. Each performance measure was evaluated using a scaled scoring system. The alternative with the lowest average scoring among the different performance measures was considered the best alternative. Contraflow should only be considered as a last resort. The loss of inbound access, safety concerns, logistical requirements, and the additional strain of public resources during an evacuation are negative aspects that should be considered when determining the capacity benefit. If extenuating circumstances justify contraflow, then a full conversion of all inbound lanes to outbound lanes, known as Alternative D, should be considered. This alternative demonstrated the greatest capacity benefit while requiring the least amount of public resources. However, instead of contraflow, it is suggested to divert public resources towards other, more practical alternatives. Real time traffic monitoring has been demonstrated to be quite useful. Publicly accessed web-pages on the internet and the recent installation of variable message signs all provide improved notification of traffic conditions and of the capability to use alternative "atgrade" evacuation routes in addition to using the grade separated highways. This driver notification and the ability to ensure the safe and efficient travel on these alternative routes may be worth further investment, as well as being a potential topic of future research.

The push toward performance measurement first focused on passenger vehicles, largely ignoring the measurement of freight-related (truck) performance. The period since 2000 has seen a handful of DOTs examining broad indicators of efficient freight movement, but as of yet, there was no definitive work in the area until a 2003 FHWA funded project began to look into various freight tracking technologies to develop freight performance measures (FPMs), finally selecting a GPS technology widely adopted by U.S motor carriers. At the time of this study report, the FHWA study worked on data manipulation and graphical representation of highway speeds, but has yet to use the data for alternative performance measures or examine the possibility of using the truck respondents as probe vehicles for real-time ITS applications. The purpose of this report is to develop a set of universal FPMs, as well as looking into various applications, both real-time and long-term planning, for the truck GPS data collected as part of the FHWA study.
