Book excerpt: Gran Paradiso National Park is Italy’s oldest, and was instrumental in preventing the extinction of the Alpine ibex between World War I and just after World War II. Today, there are more than 30,000 ibex living in the Alps, all of which descended from that last colony protected in Gran Paradiso under Mussolini’s rule. Wilko Graf von Hardenberg merges the history of conservation with the area’s social history and Italy’s larger political history to produce a multifaceted narrative about the park as an institution, the conflicts it triggered, and practices adopted to manage the ibex despite hurdles placed by the fascist regime. The book’s central argument is that, in fascist Italy, preservation—propaganda notwithstanding—was a product of the regime’s continuities with the previous liberal system. Italy’s total fascist transformation, accomplished only more than a decade after Mussolini took power, virtually unmade the early successes of preservation set in place by the nascent “nature state” in the regime’s early years. Despite this conflict, conservationists succeeded in preserving the ibex. Hardenberg positions this success within the broader history of science, conservation, and tourism in fascist Italy and the Alpine region, creating a comprehensive historical background and comparative reference to ongoing debates about the role of nature conservation in general and in relation to the state and its agencies.

One important issue addressed at the conference was the mountain environment. A specific feature of high mountains is the so-called alpine zone, i. e. the treeless regions at the uppermost reaches. Though covering only a very small proportion of the land surface, the alpine zone contains a rela tively large number of plants, animals, fungi and microbes which are specifi cally adapted to cold environments. This zone contributes fundamentally to the planet's biodiversity and provides many resources for mountain dwelling as well as lowland people. However, rapid and largely man-made changes are affecting mountain ecosystems, such as soil erosion, losses of habitat and genetic diversity, and climate change, all of which have to be addressed. As stated in the European Community Biodiversity Strategy, "the global scale of biodiversity reduction or losses and the interdependence of different species and ecosystems across national borders demands concerted international action". Managing biodiversity in a rational and sustainable way needs basic knowledge on its qualitative and quantitative aspects at local, regional and global scales. This is particularly true for mountains, which are distributed throughout the world and are indeed hot spots of biodiversity in absolute terms as well as relative to the surrounding lowlands.

The Walia ibex, Capra ibex walie, a member of the Caprinae, has colonized successfully the Simen mountains in Ethiopia, and as such presents an interesting act in the history of the Caprinae. Apart from the question of how the Walia ibex or its ancestors ever reached the Simen mountains, the only place it occurs, I would like to stress a further point: about half of the existing ungulate species in the world are endemic to Africa. Eightyseven species of the Artiodactyla are reported to live in this continent, while there are only 17 in South America (Haltenorth 1963, Delany and Happold 1979). Such abundance of ungulate forms must have been attended by optimal utilization of the various habitats and form co-adaptation of sympatric species (Lamprey 1963, Bell 1970, Gentry 1970). Despite such intense com petition however, the Walia ibex found its natural niche still open. Obviously, its adaptations to living on steep cliffs have favoured its establishment over the already existing ungulate fauna in an afroalpine mountain area. In fact, none of the Cervids has achieved a similar successful colonisation on the African continent, even though they are much older as a group, and have already shown themselves to be well established on the American and Eurasian continents.
