And then Able Archer 83, a vast NATO war game exercise that modeled a Soviet attack on NATO allies, ended. The first is that the Atlantic Alliance, also known as NATO, has become something very different from virtually all pre-1939 alliances and many contemporary alliances. The members of early alliances frequently feared their allies as much if not more than their enemies, viewing them as temporary accomplices and future rivals. In contrast, NATO members were almost all democracies that encouraged each other to grow stronger. The book's second theme is that NATO, as an alliance of democracies, has developed hidden strengths that have allowed it to endure for roughly 60 years, unlike most other alliances, which often broke apart within a few years. Democracies can and do disagree with one another, but they do not fear each other. They also need the approval of other democracies as they conduct their foreign policies. These traits constitute built-in, self-healing tendencies, which is why NATO endures.

Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account. NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops. Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Serbian troops were forced to withdraw, enabling an international military and political presence to take charge in the region. But was this war inevitable or was it the product of failed western diplomacy prior to the conflict? And once it became necessary to use force, did NATO adopt a sound strategy to achieve its aims of stabilizing Kosovo? In this first in-depth study of the Kosovo crisis, Ivo Daalder and Michael O'Hanlon answer these and other questions about the causes, conduct, and consequences of the war. Based on interviews with many of the key participants, they conclude that notwithstanding important diplomatic mistakes before the conflict, it would have been difficult to avoid the Kosovo war. That being the case, U.S. and NATO conduct of the war left much to be desired. For more than four weeks, the Serbs succeeded where NATO failed, forcefully changing Kosovo's ethnic balance by forcing 1.5 million Albanians from their home and more than 800,000 from the country. Had they chosen to massacre more of their victims, NATO would have been powerless to stop them. In the end, NATO won the war by increasing the scope and intensity of bombing, making serious plans for a ground invasion, and moving diplomacy into full gear in order to convince Belgrade that this was a war Serbia would never win. The Kosovo crisis is a cautionary tale for those who believe force can be used easily and in limited increments to stop genocide, mass killing, and the forceful expulsion of entire populations. Daalder and O'Hanlon conclude that the crisis holds important diplomatic and military lessons that must be learned so that others in the future might avoid the mistakes that were made in this case.

The constraints that affect the formal relationship between the two organizations are well-covered terrain in the academic literature – including by most of the contributors to this volume; however, the popular argument that the EU and NATO simply do not cooperate in any substantive way warrants deeper investigation, both theoretically and thematically. Thus, EU-NATO relations might not at first seem like an under-researched area, but much of the existing literature on the issue re-engages oversimplified and formulaic statements about the nature, quality, and practice of interactions between the EU and NATO. This volume aims to develop the EU-NATO research agenda by pursuing three key objectives: (1) reduce the lacuna of theoretically informed analyses of the relationship, (2) add empirically and analytically rigorous case studies to the relevant body of literature, and (3) point to possible developments and solutions in the 'Strategic Partnership'. In one of the first attempts to apply practice theory to the study of International Relations, Vincent Pouliot builds on Pierre Bourdieu's sociology to devise a theory of practice of security communities and applies it to post-Cold War security relations between NATO and Russia. Based on dozens of interviews and a thorough analysis of recent history, Pouliot demonstrates that diplomacy has become a normal, though not a self-evident, practice between the two former enemies. He argues that this limited pacification is due to the intense symbolic power struggles that have plagued the relationship ever since NATO began its process of enlargement at the geographical and functional levels. So long as Russia and NATO do not cast each other in the roles that they actually play together, security community development is bound to remain limited.
