Book excerpt: This report provides suggestions for overall improvement in delivery of police services for greater protection against crime. The National Advisory Commission on Criminal Justice Standards and Goals considers the patrolman the primary force in reducing and preventing crime and thus directs its report recommendations toward increasing police effectiveness. Suggestions for improvements in police functions are presented in the areas of community, planning and organization, technology and support services, fiscal management, and coordination with other criminal justice agencies. These proposals appear in the form of more than 120 specific standards and recommendations that spell out where, why, and how these improvements can and should be made in the police segment of the criminal justice system. Report on police is a reference work for the practitioner -- patrolman to police chief -- as well as for the interested layman. Before implementing any of the changes advocated, police departments are advised to detail the legal limits of police authority and develop guidelines for the exercise of that authority. In order to improve cooperation between the police and the community it is suggested that police agencies establish a specialized unit for maintaining communication with citizens. Each police department should encourage and participate in neighborhood security programs and establish procedures to facilitate processing of complaints. Suggestions for more effective utilization of manpower include continued consolidation, stricter personnel requirements, increased employee benefits, and the employment of more women, minorities, and civilians in police work.

While it can scarcely be said that Burge was the only violently racist Chicago cop, he has become the very emblem of police brutality and unequal treatment for nonwhite people, and his actions have had widespread reverberations. During his many years on the force, Burge used barbaric methods, including electric shock, beatings, burnings, and mock executions, to coerce confessions and information from the guilty and the innocent alike. After exposure of his actions in 1989, Burge became a totem for police racism in Chicago and nationwide. Andrew S. Baer here shows that Burge arose from a particular milieu, and his actions fueled resistance that might not otherwise have cohered so powerfully"--

Available in PDF, EPUB and Kindle. Book excerpt: The question of how to use police resources productively, par ticularly in this era of tight municipal budgets, is a major con cern for police chiefs and others responsible for crime control. In Crime Control: The Use and Misuse of Police Resources, David J. Farmer provides new insights into this question and sug gests a practical resource allocation approach for police poli cymakers and administrators. The book documents the results of current police resource allocation practices and describes the major research studies that have identified a need to restructure police field operations. It very usefully outlines the development and nature of allocation techniques and ana lyzes the political contexts which influence resource alloca,., tion. After describing planning at the neighborhood level that should inform the allocation process, the author provides a comprehensive "planning-budgeting-resources allocation" approach to managing a productive police department. This comprehensive approach is illustrated by an account of the Manpower Allocation Review System (MARS), which the author developed and introduced in the New York City Police Department in 1972 when I was commissioner. As I can vii FOREWORD viii attest, the MARS approach had practical utility. For the author, it served as a forerunner to the more elaborate system he describes in this book.

Available in PDF, EPUB and Kindle. Book excerpt: Selected Readings in Quantitative Urban Analysis focuses on the use of quantitative approaches in analyzing urban problems. The areas discussed are overall urban models; urban models dealing with the basic economic factors of urban life (workers and jobs, housing, and transportation); urban models dealing with the provision of basic services (education, health care, fire, police, water, and sanitation); urban models dealing with the provision of the luxuries of urban life (theater, ballet, symphony); urban models dealing with how the decisions to provide these factors are made (policy formulation and the resolution of conflicting priorities). This book is comprised of 11 chapters and begins with an outline of the major areas of urban life, analyzed in a quantitative manner. Urban modeling is then introduced, and problems and pitfalls in urban model building are considered. The next section looks at the economic base of urban life, with emphasis on labor markets and labor force; urban housing markets and housing policy; and policy and policy models in transportation. Subsequent chapters explore essential urban services, including public education, community health services, fire protection, sanitation, and emergency medical services. The remaining sections discuss the amenities of urban life and urban politics and policy. This monograph should be useful to urban administrators and planners as well as students interested in urban problems.

Book excerpt: “Perhaps the most damning, sweeping critique ever of the Chicago Police Department.” —Chicago Tribune Chicago, 2016. In a time of civil unrest in America, when racism, brutality, and division have taken prominent places in the daily news, the federal government conducted an investigation into the affairs of the Chicago Police Department. It is only one of many instances where the federal government has issued investigations of law enforcement across the nation before President Obama’s term expired. In a searing report, the department of justice examines Chicago’s law enforcement officers and officials for period of nearly thirteen months, digging to uncover moral and legal infractions committed within the department. Revealed is a pattern of aggression, lack of training, excessive use of force, racism and racial profiling, among other misconduct. Read the report in its entirety here. This edition is sure to provide readers with eye-opening insight into an epidemic of injustice and oppression across a divided nation.
