Download or read book Mastering the Risky Business of Public-Private Partnerships in Infrastructure written by Manal Fouad and published by International Monetary Fund. This book was released on 2021-05-10 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.
Book Synopsis Risk Pricing Strategies for Public-Private Partnership Projects by : Abdelhalim Boussabaine
Download or read book Risk Pricing Strategies for Public-Private Partnership Projects written by Abdelhalim Boussabaine and published by John Wiley & Sons. This book was released on 2013-10-10 with total page 293 pages. Available in PDF, EPUB and Kindle. Book excerpt: Risk Pricing Strategies for Public-Private Partnership Projects Innovation in the Built Environment The complexity of public–private partnership (PPP) project procurement requires an effective process for pricing, managing and appropriate allocation of risks. The level at which risk is priced and the magnitude of risks transferred to the private sector will have a significant impact on the cost of the PPP deals as well as on the value for money analysis and on the selection of the optimum investment options. The construction industry tends to concentrate on the effectiveness of risk management strategies and to some extent ignores the price of risk and its impact on whole life cost of building assets. There is a pressing need for a universal framework for the determination of fair value of risks throughout the PPP procurement processes. Risk Pricing Strategies for Public–Private Partnership Projects addresses the issues of risk pricing and demonstrates the use of a coherent strategy to arrive at a fair risk price. The focus of the book is on providing risk pricing strategies to maximise return on risk retention and allocation in the procurement of PPP projects. With its up-to-date coverage of the latest developments in risk pricing, and comprehensive treatment of the methodologies involved in designing and building risk pricing strategies, the book offers a simple model for pricing risks. The book follows a thematic structure: PPP processes map; risk, uncertainty and bias; risk pricing management strategies; risk pricing measurement and modelling; risk pricing at each of the project life-cycle stages – and deals with all the important risk pricing issues, using relevant real-world situations through case study examples. It explains how the theory and strategies of risk pricing can be successfully applied to real PPP projects and reflects the broad understanding required by today’s project risk analysts, in their new and important role in PPP contract management. Available in PDF, EPUB and Kindle. Book excerpt: Public-Private Partnership (PPP) is a channel through which the public sector can seek alternative funding and expertise from the private sector to procure public infrastructure. Governments around the world are increasingly turning to Public-Private Partnerships to deliver essential goods and services. Unfortunately, PPPs, like any other public procurement, can be at risk of corruption. This book begins by looking at the basics of PPP and the challenges of the PPP process. It then conceptualizes the vulnerability of various stages of Public-Private Partnership models and corruption risk against the backdrop of contract theory, principal-agent theory and transaction cost economics. The book also discusses potential control mechanisms. The book also stresses the importance of good governance for PPP. It outlines principles and procedures of project risk management (PRM) developed by a working party of the Association of Project Managers. Finally, the book concludes by proposing strategies and solutions to overcome the limitations and challenges of the current approach toward PPP.

Book Synopsis Public-Private Partnership Projects in Infrastructure by : Jeffrey Delmon
Download or read book Public-Private Partnership Projects in Infrastructure written by Jeffrey Delmon and published by Cambridge University Press. This book was released on 2011-01-31 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: Investment in infrastructure is critical to economic growth, quality of life, poverty reduction, access to education, healthcare, and achieving many of the goals of a robust economy. But infrastructure is difficult for the public sector to get right. Public-private partnerships (PPPs) can help; they provide more efficient procurement, focus on consumer satisfaction and life cycle maintenance, and provide new sources of investment, in particular through limited recourse debt. But PPPs present challenges of their own. This book provides a practical guide to PPPs for policy makers and strategists, showing how governments can enable and encourage PPPs, providing a step-by-step analysis of the development of PPP projects, and explaining how PPP financing works, what PPP contractual structures look like, and how PPP risk allocation works in practice. It includes specific discussion of each infrastructure sector, with a focus on the strategic and policy issues essential for successful development of infrastructure through PPPs.
Book Synopsis New Forms of Procurement by : Marcus C. Jefferies
Download or read book New Forms of Procurement written by Marcus C. Jefferies and published by Routledge. This book was released on 2016-04-14 with total page 375 pages. Available in PDF, EPUB and Kindle. Book excerpt: The last three decades have seen the evolution of Public–Private Partnerships (PPPs) and Relationship Contracting (RC) as alternative procurement approaches to traditional methods of delivering public infrastructure. The potential for growth in these new forms of procurement has led to an on-going debate on the nature of requirements, particularly in terms of policy development, encouraging private investment and value for money. A key argument for Governments to procure projects using PPPs and RC is that the process delivers better value for all the stakeholders, including the community and asset end-users. This wide-ranging study of such crucial procurement issues includes international historical context, collaboration and risk management, with a focus on sustainable procurement approaches. The international significance of PPPs and RC procurement is reinforced with case study examples from the UK, Europe, North America, South Africa and the Asia-Pacific. It features cutting-edge research from around the world on subjects such as: Reviews and reflection of the PPP approach Project Alliancing Implementation of RC in developing countries Changes in procurement policy Value for money, collaboration and stakeholder involvement Growth and emergence of PPPs in Asia Risk management Including contributions from some of the world's most prominent academics and practitioners in this field, it is a crucial guide to the strategic choices governments now face for the provision of infrastructure, between using ‘public’ or ‘private’ mechanisms, or a combination of the two.
Book Synopsis Risk Analysis and Contract Management for Public Private Partnership Projects in Egypt by : Yosr Badran
Download or read book Risk Analysis and Contract Management for Public Private Partnership Projects in Egypt written by Yosr Badran and published by . This book was released on 2013 with total page 650 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: In the light of the current political and economic conditions in Egypt, Public Private Partnership projects appear as an effective solution in order to help the government in enhancing its infrastructure, utilities and services using the technical skills and capabilities of the private partner. Although Public Private Partnerships are used all over the world, they can be of particular importance in developing countries which seek a quick and effective in improving its projects. Accordingly, Public Private Partnerships started to be used in Egypt and there are several projects under study for future implementation. The two key success factors for PPP projects are a proper risk allocation and a suitable contract so that the risks are adequately covered and are properly assigned to the party who is the best at managing them. In this research, the top 59 risk factors that affect PPP projects are identified from the Literature Review and are grouped into several critical risk groups and included in a questionnaire which is distributed among a number of experts (25 experts) who worked internationally and in the Egyptian Market. The results of the survey showed that the top 26 risks are from the following groups: Financial and Macroeconomic risk group, Commercial risk group, Legal risk group, Political risk group, Regulatory risk group, Government maturity risk group, Technical risk group, Production risk group, and Unforeseen risk group. An attempt for mapping the identified risks and the risk allocation identified in the survey is done to contract clauses of two PPP projects contracts where the risk allocation is defined clearly in the clause (public private or both). In some cases, the risk allocation according to the survey results was perfectly conforming to the risk allocation according to the real case contracts such as in the case of the Performance Security risk, the Permits risk, the Unforeseen Geotechnical conditions risk and the Latent Defect risk. In other cases, the risk allocation according to the survey results was not conforming to the risk allocation according to the real case contracts such as in the case of Nationalization/expropriation risk and the Government Corruption risk. In addition, a prototype for Risk Decision Support System for the top ranked risks in the survey was developed using Crystal Ball software in order to determine the overall severity and the overall contingency percentage of the project. Finally the top risks are compared to the critical risks obtained from the previous studies in China, India and Singapore and the top risks identified were conforming to a great extent.

Book Synopsis How to Control the Fiscal Costs of Public-Private Partnerships by : Mr.Timothy C Irwin
Download or read book How to Control the Fiscal Costs of Public-Private Partnerships written by Mr.Timothy C Irwin and published by International Monetary Fund. This book was released on 2018-10-16 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: This note discusses what finance ministries can do to ensure that public-private partnerships (PPPs) are used wisely. By inviting private participation in infrastructure development and service provision, PPPs can help improve public services. Yet, strong governance institutions are needed to manage risks and avoid unexpected costs from PPPs. While in the short term, PPPs may appear cheaper than traditional public investment, over time they can turn out to be more expensive and undermine fiscal sustainability, particularly when governments ignore or are unaware of their deferred costs and associated fiscal risks. To use PPPs wisely governments should (1) develop and implement clear rules for their use; (2) identify, quantify, and disclose PPP risks and expected costs; and (3) reform budget and government accounting frameworks to capture all fiscal costs comprehensively.
