Each agent can receive multiple units of the object, and his (consumption) bundle is a pair of the units he receives and his payment. An agent's preference over bundles may be non-quasi-linear, which accommodates income effects or soft budget constraints. We show that the generalized Vickrey rule is the only rule satisfying efficiency, strategy-proofness, individual rationality, and no subsidy for losers on rich domains with nondecreasing marginal valuations. We further show that if a domain is minimally rich and includes an arbitrary preference exhibiting both decreasing marginal valuations and a positive income effect, then no rule satisfies the same four properties. Our results suggest that in non-quasi-linear environments, the design of an efficient multi-unit auction mechanism is possible only when agents have nondecreasing marginal valuations.

Book excerpt: In a distributed computing system (DCS), we need to allocate a number of tasks to different processors for execution. The problem of task assignment in heterogeneous computing systems has been studied for many years with many variations and to accomplish various objectives, such as throughput maximization, reliability maximization, and cost minimization. There are also exists a set of system constraints related to memory and communication link capacity. Most of the existing approaches for task allocation deal with a single objective only. In this project we construct the task allocation problem as a multi-objective optimization problem to consider system constraints. The goal programming technique is used with pre-emptive priority structure to find the optimal allocation that not only optimize system reliability but also optimize memory as well as path load. The genetic algorithm is used to find the optimal allocations. Genetic algorithm is used to find the optimal allocations.

Book excerpt: This paper studies the allocation and rent distribution in multi-unit, combinatorial bid auctions under complete information. We focus on the natural multi-unit analogue of the first-price auction, where buyers bid total payments, pay their bids, and where the seller allocates goods to maximize his revenue. While there are many equilibria in this auction, only efficient equilibria remain when the truthful equilibrium restriction of the menu-auction literature is used. Focusing on these equilibria we first show that the first-price auction just described is revenue and outcome equivalent to a Vickrey auction, which is the multi unit analogue of a second-price auction. Furthermore, we characterize these equilibria when valuations take a number of different forms: diminishing marginal valuations, increasing average valuations, and marginal valuations with single turning points.

Book excerpt: As the United States continues to be a nation of immigrants and their children, the nation's school systems face increased enrollments of students whose primary language is not English. With the 2001 reauthorization of the Elementary and Secondary Education Act (ESEA) in the No Child Left Behind Act (NCLB), the allocation of federal funds for programs to assist these students to be proficient in English became formula-based: 80 percent on the basis of the population of children with limited English proficiency1 and 20 percent on the basis of the population of recently immigrated children and youth. Title III of NCLB directs the U.S. Department of Education to allocate funds on the basis of the more accurate of two allowable data sources: the number of students reported to the federal government by each state education agency or data from the American Community Survey (ACS). The department determined that the ACS estimates are more accurate, and since 2005, those data have been basis for the federal distribution of Title III funds. Subsequently, analyses of the two data sources have raised concerns about that decision, especially because the two allowable data sources would allocate quite different amounts to the states. In addition, while shortcomings were noted in the data provided by the states, the ACS estimates were shown to fluctuate between years, causing concern among the states about the unpredictability and unevenness of program funding. In this context, the U.S. Department of Education commissioned the National Research Council to address the accuracy of the estimates from the two data sources and the factors that influence the estimates. The resulting book also considers means of increasing the accuracy of the data sources or alternative data sources that could be used for allocation purposes.

The central focus of Sven Grolik's study is the development of efficient mechanisms for the coordination of information allocation by the example of interconnected transportation marketplaces. Unlike traditional information allocation algorithms, the algorithms developed in his analysis are based on update mechanisms which maintain a weak consistency of replicated information in the network. Sven Grolik shows that these algorithms enable savings concerning the update costs as well as increase the performance within the network, but at the same time guarantee compliance with quality of service levels concerning the currency of information. The focus of this work is the development of decentralized, online algorithms which make a logically distributed computation possible on the basis of local information. The development of these innovative algorithms is based on approaches of multi-agent system theory as well as distributed simulated annealing techniques.
