Book excerpt: This book examines the threat that climate change poses to projects of poverty eradication, sustainable development, and biodiversity preservation. It discusses the values that support these projects and evaluates the normative bases of climate change policy. It regards climate change policy as a public problem that normative philosophy can shed light on and assumes that the development of policy should be based on values regarding what is important to respect, preserve, and protect. What sort of policy do we owe the poor of the world who are particularly vulnerable to climate change? Why should our generation take on the burden of mitigating climate change caused, in no small part, by emissions from people now dead? What value is lost when species go extinct, because of climate change? This book presents a broad and inclusive discussion of climate change policy, relevant to those with interests in public policy, development studies, environmental studies, political theory, and moral and political philosophy.

Available in PDF, EPUB and Kindle. Book excerpt: Care and support affects a large number of people: eight out of 10 people aged 65 will need some care and support in their later years; some people have impairments from birth or develop them during their working life; some 5 million people care for a friend or relative, some for more than 50 hours a week. The current system does not offer enough support until a crisis point is reached, the quality of care is variable and inconsistent, and the growing and ageing population is only going to increase the pressure. Consequently, two core principles lie at the heart of this White Paper. The first is that individuals, communities and Government should do everything possible to prevent, postpone and minimise people's need for formal care and support. The system should be built around the promotion of people's independence and well-being. The second principle is that people should be in control of their own care and support, with personal budgets and direct payments, backed by clear, comparable information and advice that will allow individuals and their carers to make the choices that are right for them. This paper sets out the principles and approach, with sections covering: strengthening support within communities; housing; better information and advice; assessment, eligibility and portability for people who use care services; carers' support; defining high-quality care; improving quality; keeping people safe; a better local care market; workforce; personalised care and support; integration and joined-up care.

Scientific findings underpin radiation risk evaluation and international protection standards. This report comprises a report with two underpinning scientific annexes. The first annex recapitulates and clarifies the philosophy of science as well as the scientific knowledge for attributing observed health effects in individuals and populations to radiation exposure, and distinguishes between that and inferring risk to individuals and populations from an exposure. The second annex reviews the latest thinking and approaches to quantifying the uncertainties in assessments of risk from radiation exposure, and illustrates these approaches with application to examples that are highly pertinent to radiation protection.

Book excerpt: The link between justice and climate change is becoming increasingly prominent in public debates on climate policy. This clear and concise philosophical introduction to climate justice addresses the hot topic of climate change as a moral challenge. Using engaging everyday examples the authors address the core arguments by providing a comprehensive and balanced overview of this heated debate, enabling students and practitioners to think critically about the subject area and to promote discussion on questions such as: Why do anything in the face of climate change? How much do we owe our descendants – a better world, or nothing at all? How should we distribute the burden of climate action between industrialized and developing countries? Should I adopt a green lifestyle even if no one else makes an effort? Which means of reducing emissions are permissible? Should we put hope in technological solutions? Should we re-design democratic institutions for more effective climate policy? With chapter summaries, illustrative examples and suggestions for further reading, this book is an ideal introduction for students in political philosophy, applied ethics and environmental ethics, as well as for practitioners working on one of the most urgent issues of our time.
