The contents of this volume highlight the opportunities and constraints that those responsible for managing natural forests for timber production have experienced in their efforts to improve their practices in Brazil. As such, the goal of the studies in this volume is to serve as the foundation to design an impact evaluation framework of the impacts of FSC certification of natural forests in a participatory manner with interested parties, from institutions and organizations, to communities and individuals.

Desde o final da década de 1980, os pesquisado!es têm explorado o papel que o extrativismo dos Produtos Florestais Não Madeireiros (PFNM) pode possuir para a economia, o bem-estar e o meio-ambiente dos moradores de área de floresta. Esta dissertação explora o papel dos PFNM na vida de comunidades rurais em áreas de fronteiras da atividade madeireira ao longo do Rio Capim, no Estado do Pará. Com o avanço da indústria madeireira sobre novas fronteiras da bacia amazônica, muitas comunidades estão tendo a oportunidade de vender os direitos de exploração de sua madeira. As comunidades consideram vários aspectos para avaliar o valor dos produtos florestais. Além do valor sócio-econômico e ecológico (valor real), há um valor relativo que influencia fortemente a forma como os recursos são explorados. Este valor relativo é baseado em representações que consideram a importância dos produtos florestais e no contexto em que essas representações são construídas. Para explorar essa temática, este trabalho parte do histórico de uma comunidade cabocla enfocando na forma como ela se apropriou e explorou seus recursos florestais. Para as famílias da comunidade, a madeira sempre representou uma herança com valor de troca e uso não conflituoso. A madeira foi o produto que pôde ser gasto ao longo do tempo, pois possuía valor de mercado e suas primeiras explorações não reduziram o acesso a outros produtos florestais. Representada dessa forma, a madeira apareceu como uma possibilidade estratégica para a melhoria das condições de vida das famílias. Foram identificados quatro fatores sócio-econômicos que influenciaram a comunidade a vender a madeira: 1) relações paternalistas entre os compradores da madeira e os caboclos; 2) dificuldades de gestão comum dos recursos; 3) especialização na extração de madeira e dependência de produtos externos e; 4) crescente interesse em ter acesso a produtos provenientes do mercado. Tais fatores influenciaram a comunidade a manter a venda da madeira, mesmo depois de se tomarem evidentes as perdas no consumo de PFNM. Compreender a influência do valor atribuído pelas comunidades aos produtos florestais é fundamental para identificar a verdadeira alternativa que os PFNM podem representar diante das demais opções de uso da terra.

Book excerpt: A Certificação do Conselho de Manejo Florestal (FSC) é um instrumento de gestão que tem como objetivo estimular manejo sustentável dos produtos florestais considerando aspectos sociais, econômicos e ambientais. Nos últimos anos, os esforços em promover a certificação comunitária como ferramenta para o desenvolvimento das populações rurais enfatizou os produtos florestais não-madeireiros (PFNMþs), gerando benefícios e inúmeros desafios, inclusive o de conciliar as normas de certificação às práticas tradicionais de manejo. Mesmo considerando que os PFNMþs representem a principal fonte de renda de milhares de famílias em todo mundo, poucos trabalhos científicos têm questionado a percepção das comunidades envolvidas. Diante da experiência das Associações dos Seringueiros Porto Dias (ASPD) e dos Moradores e Agroextrativistas do Remanso de Capixaba (Amarca), ambas certificadas pelo FSC com madeira e produtos não madeireiros, este estudo objetivou avaliar a percepção a respeito deste processo nas duas comunidades do estado do Acre, na Amazônia ocidental brasileira. Os dados foram coletados por meio de entrevista estruturada, com perguntas do tipo semi-abertas e fechadas sobre as dificuldades encontradas para cumprir ações relacionadas à certificação, além de questões a respeito da satisfação, perspectiva e credibilidade do processo. Foram entrevistados 100% dos representantes das famílias das associações ASPD (n=7) e Amarca (n=10). As entrevistas foram individuais e realizadas por um único entrevistador, garantindo a independência e uniformidade das análises. As dificuldades relatadas foram tabuladas através de uma escala tipo Likert, sendo que os pontos mais críticos estão relacionados à gestão de resíduos sólidos e ao manejo de animais silvestres. O aspecto positivo mais considerado pelos entrevistados (35,3%) foi o aumento no valor comercial do produto, embora nem sempre isso ocorra. Em relação aos aspectos negativos da certificação, foi relatada a dificuldade em cumpri.

In Chapter 4, under a guidance perspective, two tools are recommended for continuously improving management of public and business procurement - the former was developed by ICLEI, for the Procura+ campaign, and the latter by the UN Global Compact. Also, propositions are presented in order to incorporate sustainability attributes in the procurement and supply management systems. Based on our experiences with consultancies and projects in partnership with governments, business platforms and academic researches, a survey was conducted with about 50 institutions, among public bodies and businesses, organizing lessons learnt and calling attention for facilitators and barriers of institutional consumption aimed at sustainability. Among the institutions we surveyed, we picked up the examples described in this work. Finally, in Chapter 5, under an integrated perspective of sectors and actors, including individual consumers, we made a critical analysis of the advancements and challenges faced in the past years, and point to guidelines for the future of the so-wanted 'inclusive green economy', considering institutional procurement as an essential tool to (re)build a global scenario that is more favorable to sustainable development.
