Book excerpt: This book reviews the performance and effectiveness of the Community Development Quotas (CDQ) programs that were formed as a result of the Sustainable Fisheries Act of 1996. The CDQ program is a method of allocating access to fisheries to eligible communities with the intent of promoting local social and economic conditions through participation in fishing-related activities. The book looks at those Alaskan fisheries that have experience with CDQs, such as halibut, pollock, sablefish, and crab, and comments on the extent to which the programs have met their objectives--helping communities develop ongoing commercial fishing and processing activities, creating employment opportunities, and providing capital for investment in fishing, processing, and support projects such as infrastructure. It also considers how CDQ-type programs might apply in the Western Pacific.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on more than 30 case studies from around the world, this book offers a multitude of examples for improving the governance of small-scale fisheries. Contributors from some 36 countries argue that reform, transformation and innovation are vital to achieving sustainable small-scale fisheries - especially for mitigating the threats and vulnerabilities of global change. For this to happen, governing systems must be context-specific and the governability of small-scale fisheries properly assessed. The volume corresponds well with the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries adopted in 2014, spearheaded by the United Nations Food and Agriculture Organization (FAO). These affirm the importance of small-scale fisheries for food security, nutrition, livelihoods, rural development and poverty reduction. The book arises from the project Too Big To Ignore: Global Partnership for Small-Scale Fisheries Research (TBTI). "A nuanced, diverse, vibrant and local-specific collection of essays – just as the small-scale fisheries around the world - dealt with by this versatile array of authors. Following on the heels of the recently adopted FAO Small-Scale Fisheries Guidelines, here is an erudite compendium which I heartily recommend to policy makers, academics and activists who wish to come to terms with the complex issue of governance of this important field of human activity." John Kurien - Founding Member of the International Collective in Support of Fishworkers (ICSF), and Former Professor, Centre for Development Studies, Trivandrum, India "Likely to become a classic in its field, this book is about small-scale fisheries and interactive governance – governance which is negotiated, deliberated upon, and communicated among stakeholders who often share governing responsibilities. The authors show that interactive governance is not just a normative theory but a phenomenon that can be studied empirically, here with 34 case studies from as many countries around the world, north and south, east and west. Such "force of example" enables the editors to put together well-developed arguments and sometimes surprising conclusions about the way ahead. A must-read for managers, practitioners, stakeholders, and students!" Fikret Berkes - University of Manitoba, Canada, and author of Coasts for People

Book excerpt: The Bristol Bay fishery in Southwest Alaska boasts the world's largest remaining commercial harvest of sockeye salmon (Oncorhyncus nerka). In the previous decade, the transnational mining industry has intensified its efforts to develop open-pit mining operations near the headwaters of the region's Kvichak and Nushagak river drainages. In light of these pursuits, a multifaceted debate has emerged regarding the environmental and economic future of Bristol Bay and its commercial and subsistence resources. Demonstrating the utilization of legal and media tools, this research examines the diverse concerns raised as local communities both resist and support the prospect of newly arriving industries. Concurrent with existing literature on the emergent digital culture, I argue that communication technologies and cyberactivism are key aspects of contemporary resistance campaigns. Additionally, I attempt to show the social practice of collective action to be implicated in the persistence of cultural and political identities of these coastal fishing communities.

Book excerpt: Nineteen peer-reviewed articles are included in the proceedings of the 2011 symposium, Fishing People of the North: Cultures, Economies, and Management Responding to Change. Authors present research in the disciplines of anthropology, biology, and economics on fishing communities in Alaska, Hawaii, Canada, Russia, Japan, and Norway. Among many topics, the papers cover cultural responses to climate change effects; transitions in fishing communities regarding permits, quotas, and target species; using local knowledge to preserve a fishery and to map subsistence patterns; and tribal involvement in fisheries management. Contributors share ways to address change and ensure that fishing remains a healthy, vibrant part of northern coastal communities

Available in PDF, EPUB and Kindle. Book excerpt: "Alaska pollock is everywhere. If you're eating fish but you don't know what kind it is, it's almost certainly pollock. Prized for its generic fish taste, pollock masquerades as crab meat in california rolls and seafood salads, and it feeds millions as fish sticks in school cafeterias and Filet-O-Fish sandwiches at McDonald's. That ubiquity has made pollock the most lucrative fish harvest in America--the fishery in the United States alone has an annual value of over one billion dollars. But even as the money rolls in, pollock is in trouble: in the last few years, the pollock population has declined by more than half, and some scientists are predicting the fishery's eventual collapse. Crucial to understanding the pollock fishery, he shows, is recognizing what aspects of its natural history make pollock so very desirable to fish, while at the same time making it resilient, yet highly vulnerable to overfishing. Bailey delves into the science, politics, and economics surrounding Alaska pollock in the Bering Sea, detailing the development of the fishery, the various political machinations that have led to its current management, and, perhaps most important, its impending demise. He approaches his subject from multiple angles, bringing in the perspectives of fishermen, politicians, environmentalists, and biologists, and drawing on revealing interviews with players who range from Greenpeace activists to fishing industry lawyers."--Amazon.

Available in PDF, EPUB and Kindle. Book excerpt: Fish bones in the caves of East Timor reveal that humans have systematically fished the seas for at least 42,000 years. But in recent centuries, our ancient, vital relationship with the oceans has changed faster than the tides. As boats and fishing technology have evolved, traditional fishermen have been challenged both at sea and in the marketplace by large-scale fishing companies whose lower overhead and greater efficiency guarantee lower prices. In Fishing Lessons, Kevin M. Bailey captains a voyage through the deep history and present course of this sea change—a change that has seen species depleted, ecosystems devastated, and artisanal fisheries transformed into a global industry afloat with hundreds of billions of dollars per year. Bailey knows these waters, the artisanal fisheries, and their relationship with larger ocean ecology intimately. In a series of place-based portraits, he shares stories of decline and success as told by those at the ends of the long lines and hand lines, channeling us through the changing dynamics of small-scale fisheries and the sustainability issues they face—both fiscal and ecological. We encounter Paolo Vespoli and his tiny boat, the Giovanni Padre,in the Gulf of Naples; Wenche, a sea Sámi, one of the indigenous fisherwomen of Norway; and many more. From salmon to abalone, the Bay of Fundy to Monterey and the Amazon, Bailey’s catch is no fish tale. It is a global story, casting a net across waters as vast and distinct as Puget Sound and the Chilean coast. Sailing across the world, Bailey explores the fast-shifting current of how we gather food from the sea, what we gain and what we lose with these shifts, and potential solutions for the murky passage ahead.
