Book excerpt: April 2018 Full COLOR 8 1/2 by 11 inches The Public Assistance Program and Policy Guide provides an overview of the Presidential declaration process, the purpose of the Public Assistance (PA) Program, and the authoritiesauthorizing the assistance that the Federal Emergency Management Agency provides under the PA Program. It provides PA policy language to guide eligibility determinations. Overarching eligibility requirements are presented first and are not reiterated for each topic. It provides a synopsis of the PA Program implementation process beginning with pre-declaration activities and continuing through closeout of the PA Program award. When a State, Territorial, or Indian Tribal Government determines that an incident may exceed State, Territorial, Indian Tribal, and local government capabilities to respond, it requests a joint Preliminary Damage Assessment (PDA) with the Federal Emergency Management Agency (FEMA). Federal, State, Territorial, Indian Tribal, local government, and certain private nonprofit (PNP) organization officials work together to estimate and document the impact and magnitude of the incident. Why buy a book you can download for free? We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these paperbacks as a service so you don't have to. Available in PDF, EPUB and Kindle. Book excerpt: "Oil is a fairy tale, and, like every fairy tale, is a bit of a lie."—Ryzard Kapuscinski, Shah of Shahs The scale and reach of the global oil and gas industry, valued at several trillions of dollars, is almost impossible to grasp. Despite its vast technical expertise and scientific sophistication, the industry betrays a startling degree of inexactitude and empirical disagreement about foundational questions of quantity, output, and price. As an industry typified by concentrated economic and political power, its operations are obscured by secrecy and security. Perhaps it is not surprising, then, that the social sciences typically approach oil as a metonym—of modernity, money, geopolitics, violence, corruption, curse, ur-commodity—rather than considering the daily life of the industry itself and of the hydrocarbons around which it is built. Subterranean Estates gathers an interdisciplinary group of scholars and experts to instead provide a critical topography of the hydrocarbon industry, understood not solely as an assemblage of corporate forms but rather as an expansive and porous network of laborers and technologies, representation and expertise, and the ways of life oil and gas produce at points of extraction, production, marketing, consumption, and combustion. By accounting for oil as empirical and experiential, the contributors begin to demystify a commodity too often given almost demiurgic power. Subterranean Estates shifts critical attention away from an exclusive focus on global oil firms toward often overlooked aspects of the industry, including insurance, finance, law, and the role of consultants and community organizations. Based on ethnographic research from around the world (Equatorial Guinea, Nigeria, Oman, the United States, Ecuador, Chad, the United Kingdom, Kazakhstan, Canada, Iran, and Russia), and featuring a photoessay on the lived experiences of those who inhabit a universe populated by oil rigs, pipelines, and gas flares, this innovative volume provides a new perspective on the material, symbolic, cultural, and social meanings of this multidimensional world.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the U.S.-China maritime relationship, examining the development and implementation of the maritime strategies of both the United States and China. Delving into the U.S.-China maritime relationship within the global context, the book investigates six key maritime regions: the South China Sea, the Northeast Asia waters (the East China Sea, the Yellow Sea), the Indian Ocean, the South Pacific Ocean, as well as the Arctic and Antarctic regions. Its observations form a comprehensive exploration of these regions and their significance in shaping the dynamics between the two nations, and this analysis reveals that an expanded view is necessary to discover and clearly display the role that these maritime regions currently—and could potentially—play in overarching U.S.-China relations. Examining both the ongoing conflicts and opportunities for cooperation in the global maritime domain between the United States and China, this book will be a valuable resource to students and scholars of international relations, Chinese and U.S. politics, strategic studies, and maritime studies.

Available in PDF, EPUB and Kindle. Book excerpt: How can America get back to an energy transition that's good for the economy and the environment? That's the question at the heart of this eye-opening and richly informative dissection of the Trump administration's energy policy. The policy was ardently pro-fossil fuel and ferociously anti-regulation, implemented by manipulating science and economic analysis, putting oil and gas insiders at the helm of environmental agencies, and hacking away at democratic norms that once enjoyed bipartisan support. The impacts on the nation's health, economy, and environment were - as this book carefully demonstrates - dire. But the damage can be reversed. Ordinary Americans, civil society groups, environmental professionals, and politicians at every level all have parts to play in making sure the needed energy transition leaves no one behind. This compelling book will appeal to course instructors and students, government and industry officials, activists and journalists, and everyone concerned about the nation's future.
