Book excerpt: Terrorist bombs threaten American civilians and military personnel both at home and abroad. Analysis of data from previous terror attacks indicates the largest number of injuries result from projected glass shards from shattered windows and facades. Three key issues have led to increased interest in new window materials as well as changes in building design codes: (1) actual terror attacks, (2) the threat of future terror attacks, and (3) monetary losses due to hurricanes. New protective products include a wide variation of films and laminated glasses for retrofit and replacement. Air Force Research Laboratory (AFRL) research has shown that these protective films will reduce the fragmentation of the enclosed glass. However, protective films that are not anchored will not provide retention of the film/glass system under the severe blast loadings expected from terror bombs. This paper introduces the Flex window, a patent-pending blast-resistant window developed at AFRL, along with key design concepts. In addition, the paper presents results from actual blast tests of the Flex window. Tabular data and photo-documentation is used to illustrate the ability of the Flex window to handle blast pressures a full order of magnitude greater than the typical commercial "blast proof" window. New AFRL methods for modeling both exterior and interior loading functions are presented. In addition, possible response modes are discussed based on observations of high-speed video recordings. Book excerpt: Over the past decade a reliable, but possibly conservative, practice has evolved for the design of blast resistant window systems. Herein, the procedure for glazing design is first summarized. This is then comprehensively compared to the results of various prototype tests. Next, the failure criteria for the glass component of the system is critically considered. Finally, the practice for window frame design is examined with a view toward reliable economies. Over the last 10 years, a design methodology has been formulated, developed and tested for the design of blast resistant glazing. Design procedures have been specifically developed for thermally tempered glass, semi-tempered glass, polycarbonate, laminated tempered, laminated semi-tempered, and annealed laminated glass. A procedure for analyzing monolithic annealed (regular plate or float glass) has also been established (none of the authors recommend annealed or wire glass for blast resistant design). This approach has been subjected to peer review and published in the Department of Defense Structures to Resist the Effects of Accidental Explosions, Army TM5-1300, Navy NAVFAC P-397, and Air Force AFR 88- 22, the Naval Physical Security Equipment Manual and the Corps of Engineers Security Engineering Manual Handbook. The approach has also been adopted for design by the United States Department of State and other governmental agencies. The theoretical approach used to develop the design curves, tables, and formulas has also been incorporated into many computer programs. Gerald Meyers developed and wrote TM, PE, PR, EMB, WINDOW, BWORK, BLASTOP, and GLASSTOP. Donald Baldwin has incorporated much of the theory into WINDX, GPLAC, WINLAC, SAFEVUE, MAXLITE, VUELITE and MAXVUE.

Two International Standards have been prepared for the test and classification of "Glass in building--Explosion resistant security glazing." These incorporate three test regimes. One standard employs a shock tube method to simulate the blast from large vehicle bombs. The other standard involves two categories of arena tests using live explosives at varying distances. One test series uses small, hand-carried charges of up to 20 kg weight and the other is based upon the blast from 100 kg TNT equivalent vehicle bomb charges, where TNT refers to trinitrotoluene. The three test regimes and classifications are described and compared. The paper demonstrates how the Standards will facilitate the specification, design, and testing of glass and complete glazing systems having compositions from antishatter film applications through to thick and bullet resistant laminated glass. The tests are appropriate for other building components and the Standards will offer a valuable tool to provide safer buildings with blast resistance for protection or hazard reduction.
