Over the past decade, the toll of ambient air pollution has continued to rise. Air pollution’s significant health, social, and economic effects compel the World Bank to support client countries in addressing air pollution as a core development challenge. This publication estimates that the global cost of health damages associated with exposure to air pollution is $8.1 trillion, equivalent to 6.1 percent of global GDP. People in low- and middle-income countries are most affected by mortality and morbidity from air pollution. The death rate associated with air pollution is significantly higher in low-and lower-middle income countries than in high-income countries. This publication further develops the evidence base for air-quality management through up-to-date estimates of air pollution’s global economic costs. The analyses presented here build on previous cost estimates by the Bank and its partners, as well as on more comprehensive air-quality data from monitoring stations in many cities across the world. By providing monetary estimates of air pollution’s health damages, this publication aims to support policy makers and decision-makers in client countries in prioritizing air pollution amid competing development challenges. Its findings build a robust economic case to invest scarce budgetary resources in the design and implementation of policies and interventions for improving air quality. Such investments will deliver benefits for societies at large, and particularly for vulnerable groups. This publication builds a strong case for scaling up investments for air pollution control in low-and middle-income countries.

This view holds that pollution automatically increases until societies reach middle-income status because poor countries have neither the institutional capacity nor the political commitment necessary to regulate polluters. Some policymakers and researchers have cited this model (called the "environmental Kuznets curve," or EKC) when arguing that developing countries should "grow first, clean up later." However, new evidence suggests that the EKC model is misleading because it mistakenly assumes that strong environmental governance is not possible for poor countries. As the authors show in this paper, the empirical relationship between pollution and income becomes much weaker when measures of governance are added to the analysis. Their results also suggest that previous research has underestimated the effect of geographic vulnerability (climate and terrain factors) on air quality. The authors find that weak governance and geographic vulnerability alone can account for the crisis levels of air pollution in many developing country cities. When these factors are combined with income and population effects, the authors have a sufficient explanation for the fact that some cities already have air quality comparable to levels in OECD urban areas. To summarize, their results suggest that the maxim "grow first, clean up later" is too simplistic. Appropriate urban growth strategies can steer development toward cities with lower geographic vulnerability, and governance reform can reduce air pollution significantly, long before countries reach middle-income status. Many air pollution problems persist because progress in countering these problems is nullified by growth in the economy and traffic. Another important target is the prevention of climate change. The international community is agreed that the increasing concentration of greenhouse gases in the atmosphere has led to a gradual increase in the earth's temperature. In terms of the environmental consequences and social implications, the greenhouse problem surpasses all other air quality problems. Across Europe, strategies are being developed to reduce acidification and photochemical air pollution. An air emission ceiling for each country in the European Union is being agreed. In the area of climate change, there is good co-operation between the United States, The Netherlands and other EU Members States in the ongoing global negotiations. This is the start of a new movement. In the last century economies and societies developed through increasing human productivity. In the next century they must develop through increasing the productivity of fuel and natural resources.
