Book excerpt: As HIV/AIDS has become recognized as a threat to development in many developing countries, so have these countries attempted to "mainstream" HIV/AIDS into instruments of development. For poor countries, where PRSPs serve as the country's agenda for poverty reduction, it has become crucial for country-level managers and analysts to make credible proposals for the inclusion of HIV/AIDS in the poverty reduction effort. This Toolkit will enable country officials and their partners to prepare and negotiate effectively the inclusion of scaled-up HIV/AIDS programmes in their PRSPs and instruments of debt relief under the enhanced HIPC initiative.

Book excerpt: The potential benefits of giving HIV/AIDS a prominent place in PRSPs and HIPC agreements are substantial. They include greater political attention to and increased domestic funding for the national HIV/AIDS programme, as well as a focus on achieving results in implementing a national HIV/AIDS programme. Crucially, it helps to forge greater consensus among stakeholders on the main strategies and medium-term goals in tackling the HIV/AIDS epidemic.

Book excerpt: This module is designed to improve the awareness, knowledge and skills of health professionals on poverty and gender concerns in the field of HIV/AIDS. Experience increasingly shows that the socioeconomic factors contributing to the rapid spread of HIV in the Region include low education, limited access to health care services and increased mobility within and between countries -- factors that are largely determined by poverty and gender inequality. The growing commitment to curbing the HIV/AIDS epidemic requires that health professionals at community, provincial, national and international levels have the knowledge, skills and tools to more effectively respond to the health needs of poor and marginalized people and address the gender inequalities fuelling the epidemic. However, many health professionals in the Region are not adequately prepared to address these issues. This module is designed to help fill this gap. This module, which is part of a Sourcebook for health professionals, is intended to be used in pre-service and in-service training of health professionals. It is divided into six sections: Section 1 provides a brief overview of the HIV/AIDS pandemic and an understanding of HIV/AIDS; Section 2 examines What the links are between poverty, gender and HIV/AIDS; Section 3 discusses why it is important for health professionals to address HIV/AIDS, from efficiency, equity and human rights perspectives; Section 4 discusses how health professionals can address poverty and gender concerns in HIV/AIDS; Section 5 provides notes for facilitators and finally Section 6 contains a collection of tools, resources and references to support health professionals in their work in this field.

Book excerpt: The HIV/AIDS epidemic has the potential to impede and even reverse development if not addressed early enough. Poverty and income inequality have been shown to facilitate the diffusion of HIV epidemics. While abject poverty in the Middle East and North Africa region remains low, a significant proportion of the population (23.2%) live under $2 per day and are extremely vulnerable in their ability to cope with shocks. In order to preserve the benefits of national and regional development investments put in place by governments, and donor agencies, greater investments to improve HIV/AIDS advocacy, information and prevention strategies are needed now to maintain the current low prevalence levels. This title outlines the role of the Bank in confronting the HIV/AIDS epidemic in the region based on a review of needs and gaps at the regional and country level.

Book excerpt: This evaluation assesses the development effectiveness of the World Bank's country-level HIV/AIDS assistance defined as policy dialogue, analytic work, and lending with the explicit objective of reducing the scope or impact of the AIDS epidemic. The evaluation identifies findings from this experience and makes recommendations to improve the relevance, efficiency and efficacy of ongoing and future activities. This is the first comprehensive evaluation of the World Bank's HIV/AIDS support to countries, from the beginning of the epidemic through mid-2004. Because the Bank's assistance is for implementation of government programs by government, it provides important insights on how national AIDS programs can be made more effective.
