Book excerpt: More people in communities of color are contracting, living with, and being treated for HIV/AIDS than ever before. In 2005, 71% of new AIDS cases were diagnosed in people of color. The rate of HIV infection in the African-American community alone has increased from 25% of total cases diagnosed in 1985 to 50% in 2005. Latinos similarly comprise a disproportionate segment of the AIDS epidemic: though they make up only 14% of the U.S. population, 20% of AIDS cases diagnosed in 2004 were Latino/a. Though the number of racial and ethnic minority HIV/AIDS cases continues to grow, the health care community has been unable to adequately meet the unique medical needs of these populations. African-American, Latino/Latina, and other patients of color are less likely to seek medical care, have sufficient access to the health care system, or receive the drugs they need for as long as they need them. HIV/AIDS in Minority Communities acknowledges the prevalence of HIV/AIDS within minority communities in the U.S. and strives to educate physicians about the barriers to treatment that exist for minority patients. The Caribbean Community (CARICOM) has responded to this challenge by promoting a multisectoral response to the epidemic. UNESCO has provided regional leadership in strengthening the education sector component of this response. In 2005, UNESCO launched, with CARICOM and the World Bank, a regioinal dialogue involving representatives of Ministries of Education, national HIV and AIDS coordinating councils, development partners, and regional institutions providing leadership in the HIV response, which led to the development and endorsement of a regional Proposal for Action: Accelerating the Education Sector Response to HIV and AIDS in the Caribbean Region. In June 2006, Ministers of Education and representatives of National AIDS AUthorities met in Port-of-Spain, Trinidad and Tobago, under the auspices of the CARICOM Council on Human and Social Development, and agreed to promote education sector leadership in addressing HIV and AIDS and to create a supportive policy and financial environment at national and regional levels. This report describes the development of these regional processes and how they have led to a stronger education sector response at the regional level. It also focuses on developments in three countries (Guyana, Jamaica, and St. Lucia) as examples of how this regional effort translates into action at the national level.

DHS has earned a worldwide reputation for collecting and disseminating accurate, nationally representative data on fertility, family planning, maternal and child health, child survival, malaria, nutrition and HIV/AIDS. DHS household surveys typically interview a nationally representative sample of over 10,000 women and men age 15-49. In recent years, blood tests have been added to the verbal interview to test for various health conditions, including anemia, and more recently, malaria and HIV. MEASURE DHS is implemented by Macro International, Inc based in Calverton, Maryland, and is funded by the United States Agency for International Development (USAID) and the President's Emergency Plan for AIDS Relief (PEPFAR). Individual surveys also receive funding from national governments, as well as multilateral and bilateral donors.
