This comparative analysis critiques international policies that focus on rebuilding state institutions to accommodate the global market. In addition, it explores the dilemmas of politicians in Cambodia and East Timor who struggle to satisfy both wealthy foreign benefactors and constituents at home-groups whose interests frequently conflict. Hughes argues that the policies of Western aid organizations tend to stifle active political engagement by the citizens of countries that have been torn apart by war. The neoliberal ideology promulgated by United Nations administrations and other international NGOs advocates state sovereignty, but in fact "sovereignty" is too flimsy a foundation for effective modern democratic politics. The result is an oppressive peace that tends to rob survivors and former resistance fighters of their agency and aspirations for genuine postwar independence. In her study of these two cases, Hughes demonstrates that the clientelist strategies of Hun Sen, Cambodia's postwar leader, have created a shadow network of elites and their followers that has been comparatively effective in serving the country's villages, even though so often coercive and corrupt. East Timor's postwar leaders, on the other hand, have alienated voters by attempting to follow the guidelines of the donors closely and ignoring the immediate needs and voices of the people. Dependent Communities offers a searing analysis of contemporary international aid strategies based on the author's years of fieldwork in Cambodia and East Timor.

Yet in a markedly asymmetrical relationship between a modernizing, nuclear power and a virtually premodern state, China was largely unable to use its power to influence Cambodian politics or policy. In Brothers in Arms, Andrew Mertha traces this surprising lack of influence to variations between the Chinese and Cambodian institutions that administered military aid, technology transfer, and international trade. Today, China’s extensive engagement with the developing world suggests an inexorably rising China in the process of securing a degree of economic and political dominance that was unthinkable even a decade ago. Yet, China’s experience with its first-ever client state suggests that the effectiveness of Chinese foreign aid, and influence that comes with it, is only as good as the institutions that manage the relationship. The thesis initially seeks to examine the nexus between foreign aid and corruption in Cambodia since 1993, the time when a huge influx of foreign aid injected into the country following the withdrawal of UNTAC, then explores if the correlation of the two encourages the propensity of civil war, and ultimately analyzes if the onset of civil war is attainable in the case that the propensity of civil war is feasible. Drawing from the analysis, the thesis concludes that "Foreign aid, particularly loans, indirectly instigates civil war by partly generating corruption, particularly political corruption, because corruption makes aid ineffective in contributing to economic growth and poverty reduction, while encourages huge economic inequality and chronic poverty, which makes Cambodia more vulnerable and prone to civil war". However, the civil war in Cambodia is manifested or not depends on the motivation and initiative to be resisted and the means of financing the resistant group. Given the status quo of Cambodia, it is possible that the prominent opposition groups such as the opposition political parties can initiate the resistant movement; but it seems improbable. Concerning the ways of financing the rebel movement, by applying the Collier and Hoeffler Model of Civil War, although the opportunity of recruiting the members of the rebel group, the given natural geography, and the cohesion of the movement seems merely attainable, the way of financing the rebellion, through three fundamental means-extortion from the primary commodities-natural resources, donation from diaspora, and subvention from hostile government

Historically NGOs have operated in Cambodia since the collapse of the Khmer Rouge regime in 1979. Since the Paris Peace Accord Agreement, signed by the Cambodian leaders in 1991, the number of NGOs has grown rapidly and played a pivotal role in delivering public services and advocacy. In an effort to improve efficiencies and effectiveness aid delivery mechanisms have become extraordinarily complex and cumbersome. They require all parties to have strong coordination efforts within their individual groups and amongst broader stakeholders. This thesis analyses the effectiveness of NGO coordination in Cambodia. It is based on recently completed in-country research involving participant observation and a series of semi-structured interviews. The findings indicate that the NGO coordination efforts have encountered a series of challenges. These include cultural, political and institutional challenges and poor NGO coordination between national and provincial levels. There are, however, some opportunities for improvement through creating an environment that enables policy dialogue with the government.

Book excerpt: Research shows that there are enduringly high rates of trauma in Cambodia from the Khmer Rouge genocide and current daily stressors including poverty and a corrupt government. Additionally, Cambodia is a highly aid dependent country. There is strong international involvement not only in providing aid to the government, but also in giving grants to local NGOs. Despite this heavy international aid, mental health services in Cambodia are insufficient to address the need. Cambodia is party to the International Convention on Economic, Social, and Cultural Rights, meaning that Cambodia is legally obligated to ensure the right to the highest attainable standard of health which includes mental health. Because Cambodia faces resource and infrastructure limitations, the international community is legally obligated to assist Cambodia’s efforts in ensuring the right to health, under the same convention. The fact that these services are not being provided shows that both parties are failing in their obligation to the right to health. The purpose of this thesis is to examine why this mental health gap is not being addressed by international or local actors. To gather data, interviews of local NGOs were conducted in Cambodia, along with observations of meetings with international and local actors, and on-the-ground volunteering experience with a local Cambodian NGO. Some document analysis was also conducted to gather data about how these entities present their programs and goals. The findings from these different sources of data were recorded and triangulated to find common themes and conclusions. This research revealed five main conclusions about why mental health is not being addressed. First, there is poor collaboration between international donors and local NGOs, as well as poor participation with the recipient communities. Second, there is a tension between high government corruption and a need for better regulation of the NGO sector. Third, local NGOs have little autonomy in their programmatic priority setting. The international community has more money and power to set the health agenda in Cambodia. Fourth, there is a disconnect between the Western dominated international understanding of trauma and healing and the culturally embedded Cambodian understanding of trauma and healing. Finally, there are significant funding and infrastructure shortcomings that limit the ability of local NGOs to function effectively. All of these conclusions negatively affect aspects of the right to the highest attainable standard of health and have important implications for research and policy.

The concern is that the existing set of structural and institutional constraints, unless addressed by appropriate interventions and policies, will slow down economic growth and poverty reduction. These constraints include (i) an insecurity in land tenure, which inhibits investment in productive activities; (ii) low productivity in land and human capital; (iii) a business-enabling environment that is not conducive to formalized investment; (iv) underdeveloped rural roads and irrigation infrastructure; (v) a finance sector that is unable to mobilize significant funds for agricultural and rural development; and (vi) the critical need to strengthen public expenditure management to optimize scarce resources for effective delivery of rural services.
