Book excerpt: Originally published in 1984, this text was written as a guide to agricultural policy makers, planners and project managers in developing countries, particularly for those in the areas of programme formulation and implementation. Elements from successful agricultural and rural development plans have been selected. The work discusses the link between agricultural and overall planning, the various aspects of agricultural planning (including the usual components and deficiencies of plans, time horizons and scope of plans, and regional planning), and it concludes with brief look at the preparation of a plan and objectives for agricultural development.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1993, this is a study of agricultural co-operatives. The farming structure in transition countries has shifted from dominance of large corporate farms to family smallholdings. Smallholders everywhere experience difficulties with access to market services, including sale of products, purchase of inputs, and acquisition of machinery; they suffer from credit shortages and have limited access to information and advisory services. The barriers to market access prevent smallholders from fully exploiting their inherent productivity advantages. Best-practice world experience highlights farmers' service cooperatives, created by grassroots users, as the most effective way of improving the market access of small farmers. Service cooperatives also help smallholders overcome market failures, when private business entrepreneurs are unwilling to provide services in areas that they judge unprofitable or unfairly exploit users through monopolistic practices. These difficulties and market failures are prominent in transition countries and scholars accordingly expected rapid development of agricultural service cooperatives in response to smallholder needs. The present volume explores gaps between expectations and reality.

Available in PDF, EPUB and Kindle. Book excerpt: At a time when food producers have to make significant changes to their businesses in order to survive, a review of benchmarking in agriculture and discussion of its future potential is critical. This book meets that need by providing an overview of existing benchmarking practices in agriculture and the food supply chain, and evaluating the potential of these practices to drive sustainable innovation in food and farming. Increasing pressures from commodity markets, corporate buyers, government and rising input prices (particularly fuel prices) are creating an environment in which farmers and their advisors are keen to make greater use of performance information for survival and growth. Where farmers are diversifying into alternative production methods, non-agricultural enterprises and on-farm production and sales, the greater the interest in a wider range of accounting tools for decision making. Lisa Jack and her contributors draw on a wide range of data and sources from Australia, New Zealand, the USA, the UK and Europe to provide critical evaluations of what might be considered 'state of the art' benchmarking practices at this time, including recent strategic developments such as the use of non-financial measures in balanced scorecards. The food and farming industry is unusual in that benchmarking takes place among large numbers of small, family-owned businesses working in a global industry. Not only, therefore, is this book important for those working in food supply chain businesses, but also for those involved in the general practice of benchmarking.

This book was released on 2022-03-21 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Extension and advisory services (EAS) play a key role in facilitating innovation processes, empowering marginalized groups through capacity development, and linking farmers with markets. Advisory services are increasingly provided by a range of actors and funded from diverse sources. With the broadened scope of EAS and the growing complexity of the system, the quantitative performance indicators used in the past (e.g. related to investment, staffing or productivity) are not adequate anymore to understand whether the system is well-functioning. To enable evidence based and informed policy and investment decision for extension and advisory systems, the EAS-Yardstick (EAS-Y) has been developed through a consultative expert process. It constitutes a holistic scoring tool based on a comprehensive set of metrics that can capture all the nuances of the pluralistic EAS. Metrics are organized into two modules, related to EAS performance and to EAS outcomes, each subdivided into key EAS topics. These cover elements of the EAS enabling environment, scope and provision of services, and coordination, collaboration and learning in the system. At the outcome level, topics include the acquisition of skills, changes in behaviours and livelihood transformations. All metrics are operationalized through a scoring mechanism. EAS-Y is digitally enabled through the Kobo toolbox and is used for participatory assessments in various contexts. Assessments can support a systematic crosscountry analysis, complementing findings from more specific impact evaluations of EAS interventions or in-depth process evaluations. As such, it contributes to substantially enhance EAS system performance and outcomes by guiding investment and policy decisions.
