Thailand, food and agricultural organization of the United Nations - Regional Office for Asia and the Pacific (FAO RAP), global forum on Agricultural Research (GFAR) and International Food Policy Research Institute (IFPRI) organized a High Level Policy dialogue on investment in agricultural research for sustainable development in Asia and the Pacific at Bangkok on 8-9 December 2015. One of the objectives of the Policy Dialogue was to assess the current capacities, disparities and levels and trends of investment in agricultural research and innovation to support agricultural development and hence sustainable development in countries of Asia and the Pacific. In order to facilitate the dialogue in this specific focus area,an effort was made to gather key basic information on selected aspects of agricultural research and innovation from the countries of the Asia-Pacific region. The specific aspects covered were: the current policies, strategies, priorities, institutional roles, responsibilities and partnerships, major challenges and opportunities, infrastructure and financial investments, as well as current capacities and trends of investment in agricultural research and innovations.

Book excerpt: A two-day virtual regional consultation titled “Engaging with Academia and Research Institutions (ARIs) to Support Family Farmers and Food System Transformation During and Post COVID-19 Pandemic in Asia” was held by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the Asian Farmers’ Association for Sustainable Rural Development (AFA) from 8–9 December 2021. The consultation was organized in collaboration with United Nations Educational, Scientific and Cultural Organization (UNESCO), International Cooperation Centre of Agricultural Research for Development (CIRAD), Group For Research and Technology Exchanges (GRET), and with technical assistance from FAO Regional Office for Asia and the Pacific (RAP). It was attended by 157 international participants and 51 speakers coming from different academic and research institutions (ARIs), non-governmental organizations (NGOs) and civil society organizations (CSOs), government agencies, and development partners. The regional consultation highlighted the importance of collaboration among ARIs, family farmers’ organizations, government agencies, and development partners in Asia in enhancing the livelihoods of family farmers and developing their capacities to cope with the COVID-19 pandemic through agroecology. This publication compiles the proceedings of the two-day virtual regional consultation and marks an important milestone in initiating a stocktaking of existing initiatives and collaborations between ARIs, inter-government agencies and family farmers’ organizations in the region with a specific focus on agroecology and sustainable food systems.

There is significant opportunity in this region to expand agro-trade especially due to population growth, dietary change of consumers and trade of high-value products. This publication examines a number of constraints that act as barriers to realizing the trade potential of the Asia-Pacific region: cumbersome trade procedures, inadequate compliance to product standards, poor trade logistics and lack of financing for agricultural trade. Some Asia-Pacific countries have adopted effective measures to deal with the problems presented. Still, many countries in this region lag behind in facilitating agricultural trade and will need to adopt similar measures.

In line with the Rome Declaration on World Food Security and the World Food Summit Plan of Action, the Meeting recognized that one of the major challenges facing most countries in Asia and the Pacific is the need to invest significant resources into strengthening their capacity to increase the availability of good quality seeds of a wider range of plant varieties. This will contribute to the maximization of both agrobiodiversity and productivity, in order to achieve national food security while reducing environmental degradation and the depletion of natural resources. The Meeting proposed and agreed to establish a regional seed network to facilitate the exchange of information and expertise among countries and to coordinate policies and programmes designed to strengthen and improve local seed production and distribution systems in Asia and the Pacific. The Seed Network for Asia and the Pacific (SNAP) will facilitate inter-country scientific and technical collaboration on seed production and supply, and promote crop genetic resources evaluation, conservation and utilization in the region.
