This is done in the context of the UNs Millennium Development Goals continuing to stretch into the distant future amid the ongoing instability of the global financial system and economic pressures on the West. The focus is on agriculture and the major effects of a deliberate restructuring of an agrarian economy as seen through the lens of the peasant, the village and poverty. This unique socioeconomic review of Turkey, which is generally thought to be a contemporary success story of the neo-liberal paradigm, argues for a new understanding of the destructive effects of global capitalism. Some issues addressed are the effects on Turkey's countryside as its agricultural sector has been catapulted onto the world market, how farming has changed and what this has meant for small-scale enterprises. Also discussed is how rural communities have fared, capital relations have been transformed in the process and the impact this has had on the nation's poor. Finally, the ways in which neo-liberalism has guided government's response to the new social needs is discussed along with how Turkey's experience parallels similar developments worldwide. This serves as a window to the reality of development at a time when the philosophy for growth underpinning development is facing an increasingly profound crisis of confidence worldwide.

A World Bank-initiated project, called the Agricultural Reform Implementation Project (ARIP), has been at the forefront of policy change. It was initially promoted by the Bank as an exemplary reform package which could also be adopted by other developing countries. It was introduced in 2001 as part of a major International Monetary Fund (IMF)/World Bank-imposed program of "structural adjustment" after the country had been hit by a major financial crisis. The project has finally come to an end in 2009, and there is now an urgent need for a retrospective assessment of its overall impact on the agricultural sector. Has it fulfilled its ambitious objective of reforming and restructuring Turkish agriculture? Or should it be recorded as a failure of the neo-liberal doctrine? This book aims at finding answers to these questions by investigating the legacy of ARIP from a multi-disciplinary perspective.

This book reveals the extent to which the increasingly authoritarian political regime in Turkey, and the neoliberal economy, impacts minority ethnic groups and women. The tomato industry in Turkey has the highest export rate amongst fresh and processed fruit and vegetables. But Emine Erdogan shows here that global production is gendered, relying on the labour of unpaid or poorly paid women and based on a system of what she calls 'intersectional patriarchy'. The book is based on participant observation and interviews to foreground the stories of the those involved in production, including local rural workers, Kurdish seasonal migrant workers, women factory workers and factory managers, as well as the landowning families. This provides a detailed picture of the transformation of rural Turkey and the inequalities of gender, class, ethnicity and age. A detailed ethnographic account, the book in unique in providing an intersectional and feminist analysis on processes of capitalization.
