Book excerpt: Seminar paper from the year 2024 in the subject Politics - Region: Africa, Addis Ababa University (Department of Public Administration and Development Management), course: Public Policy Concepts and Principles, language: English, abstract: Ethiopia's economy is heavily reliant on agriculture, with approximately 85% of the total employment located in the agricultural sector. Rural land is a crucial source of income and plays a significant role in providing food for the population. However, Ethiopia has faced persistent food insecurity, especially in rural areas, due to factors such as small landholdings, land degradation, and the impact of climate change and drought. This paper examines the significance of rural land use in Ethiopia, the importance of understanding land use patterns and trends, and the key drivers of rural land use changes. It provides a background on Ethiopia's rural landscape, the historical context of land tenure and management systems, and the patterns and trends in rural land use. The paper highlights the key drivers of rural land use changes, including population growth and urbanization, agricultural modernization and commercialization, infrastructure development, environmental factors, and government policies and programs. It also discusses the impacts of these land use changes, such as effects on food security and rural livelihoods, implications for natural resource management and biodiversity, and social and economic disparities between different rural communities. The paper concludes by discussing policy responses and interventions, including land tenure reforms, agricultural development strategies, and environmental protection and natural resource management initiatives. It also identifies challenges and limitations of current policy approaches and provides recommendations for addressing the complex landscape of rural land use in Ethiopia.

Book excerpt: Ethiopia has experienced impressive agricultural growth and poverty reduction, stemming in part from substantial public investments in agriculture. Yet, the agriculture sector now faces increasing land and water constraints along with other challenges to growth. Ethiopia’s Agrifood System: Past Trends, Present Challenges, and Future Scenarios presents a forward-looking analysis of Ethiopia’s agrifood system in the context of a rapidly changing economy. Growth in the agriculture sector remains essential to continued poverty reduction in Ethiopia and will depend on sustained investment in the agrifood system, especially private sector investment. Many of the policies for a successful agricultural and rural development strategy for Ethiopia are relevant for other African countries, as well. Ethiopia’s Agrifood System should be a valuable resource for policymakers, development specialists, and others concerned with economic development in Africa south of the Sahara.

Book excerpt: Traditional theories of property rights change have posited an evolutionary progression of property rights towards private property in response to changes in the relative price ratio of land compared to the other factors of production. Using case studies from two areas of Ethiopia and one area of Eritrea the dissertation demonstrates the role of political factors such as interest group preference and state intervention in directing property rights development away from a linear path. The case studies trace the development of three separate systems of property rights throughout the twentieth century up to the Ethiopian revolution of 1974. Analysis of history and litigation in the three areas demonstrates that in none did property rights evolve spontaneously towards privatization. In one area of the study relative price changes did not lead to changes in the system of property rights as the theory predicts. In the other two areas, changes in property rights followed a change in the relative price of land, but these changes were brought about exogenously, by the intervention of the government or interest groups in guiding property rights in a particular direction. There are two theoretical conclusions to the study 1) property rights development does not always occur when we expect it to, other factors such as vested interests and government reluctance can intervene with their development and 2) even if property rights do change in response to relative price changes, they may not always move towards privatization or greater specification. In addition, one interesting empirical result of the research was that in communal systems of land tenure the transaction costs of land transfer are higher, leading to a drag on economic efficiency in the overall economy of the region. Generally, the incorporation of political factors into the model of changing property rights leads to a less parsimonious, but more accurate description of the progression of land rights in developing countries in particular.

Available in PDF, EPUB and Kindle. Book excerpt: The perception of Ethiopia projected in the media is often one of chronic poverty and hunger, but this bleak assessment does not accurately reflect most of the country today. Ethiopia encompasses a wide variety of agroecologies and peoples. Its agriculture sector, economy, and food security status are equally complex. In fact, since 2001 the per capita income in certain rural areas has risen by more than 50 percent, and crop yields and availability have also increased. Higher investments in roads and mobile phone technology have led to improved infrastructure and thereby greater access to markets, commodities, services, and information. In Food and Agriculture in Ethiopia: Progress and Policy Challenges, Paul Dorosh and Shahidur Rashid, along with other experts, tell the story of Ethiopia's political, economic, and agricultural transformation. The book is designed to provide empirical evidence to shed light on the complexities of agricultural and food policy in today's Ethiopia, highlight major policies and interventions of the past decade, and provide insights into building resilience to natural disasters and food crises. It examines the key issues, constraints, and opportunities that are likely to shape a food-secure future in Ethiopia, focusing on land quality, crop production, adoption of high-quality seed and fertilizer, and household income. Students, researchers, policy analysts, and decisionmakers will find this book a useful overview of Ethiopia's political, economic, and agricultural transformation as well as a resource for major food policy issues in Ethiopia.
