Some 200 million people globally now receive support from microfinance institutions, with most of the recipients in the developing world. In the beginning, much of the microfinance industry was managed by non-governmental organizations, but today the majority of these institutions are commercial and regulated by governments, and they provide safe places for the poor to save, as well as offering much-needed capital and other financial services. The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.

Book excerpt: The agricultural production of Indian farmers is investigated using a stochastic frontier production function which incorporates a model for the technical inefficiency effects. Farm-level data from the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) are used. Variables considered in the model for the inefficiency effects include the age and level of education of the farmers, farm size and the year of observation. The parameters of the stochastic frontier production function are estimated simultaneously with those involved in the model for the inefficiency effects. This approach differs from the usual practice of predicting farm-level inefficiency effects and then regressing these upon various factors in a second-stage of modelling. The results indicate that the above factors do have a significant influence upon the inefficiency effects of farmers in two of the three villages considered.

The data used was collected from rural areas of Katsina State. The study used probit modelling approach to analyse the factors that influence farmers' accessibility to formal credit. The study found that the level of income, collateral, educational attainment and marital status have significant positive influence on farmers' access to formal credit, while age and sex have insignificant positive influence on the farmers' access to credit. On the other hand, interest rate and transaction cost have significant negative influence on the farmers' access to formal credit. Thus, the paper concluded that with the prevailing banking arrangement in Nigeria, rural farmers have little or no access to credit from conventional banks. Therefore, the study recommended the use of both group lending arrangement and character lending, so that farmers in the rural areas could be reached with formal credit.

Some of the principal goals of the program are to ensure a sound and sustainable macroeconomic framework with sustainable internal and external balances, to liberalize trade, privatize government-owned enterprises, deregulate and eliminate public sector monopolies, and to reform the financial sector. The agricultural sector can contribute to the Pakistani economy and to the adjustment program. Agriculture has the potential to make a larger contribution to total revenue and plays an important role in external balances. A favorable climate gives Pakistan a strong comparative advantage in horticulture, as indicated by the rapid growth of the subsector in the absence of policy interventions.
