ARMS is unique in several respects. As a multiple-purpose survey with an agricultural focus, ARMS is the only representative national source of observations of farm-level production practices, the economics of the farm businesses operating the field (or dairy herd, greenhouse, nursery, poultry house, etc.), and the characteristics of the American farm household (age, education, occupation, farm and off-farm work, types of employment, family living expenses, etc.). No other data source is able to match the range and depth of ARMS in these areas. American agriculture is changing, and the science of statistical measurement is changing as well. As with every major governmental data collection with such far-reaching and important uses, it is critical to periodically ensure that the survey is grounded in relevant concepts, applying the most up-to-date statistical methodology, and invested with the necessary design, estimation, and analytical techniques to ensure a quality product. ARMS is a complex undertaking. From its start as a melding of data collected from the field, the farm, and the household in a multiphase, multiframe, and multiple mode survey design, it has increased in complexity over the decade of its existence as more sophisticated demands for its outputs have been made. Latin American and Caribbean countries have also benefited from agricultural growth, but nonagricultural production has had marginal welfare effects that are greater in magnitude than those provided by agricultural activities. In contrast, the industrialized, high-income countries experienced marginal welfare gains from nonagricultural activities that are much greater than those derived from agriculture, whose impact is actually negative. These calculations of marginal welfare effects across regions depend on econometric estimates of elasticities linking agricultural and nonagricultural economic activities to four elements in a national welfare function: national GDP per capita, average income of the poorest households within countries, environmental outcomes concerning air and water pollution and deforestation, and macroeconomic volatility. The econometric analyses are motivated by theoretical treatments of key issues. The empirical models are estimated with various econometric techniques that deal with issues of causality and international heterogeneity. Book excerpt: Abstract: Although it is commonly believed that aggregate economic growth must be associated with public infrastructure stocks, the possible infrastructure needs and effects are different from industry to industry. The agriculture sector is typical. Various infrastructures would affect agriculture growth differently depending on the type of commodity. This paper finds that a general transport network is essential to promote coffee and cocoa production, perhaps along with irrigation facilities, depending on local rainfall. Conversely, along with the transport network, the dairy industry necessitates rural water supply services as well. In some African countries, a 1 percent improvement in these key aspects of infrastructure could raise GDP by about 0.1-0.4 percent, and by possibly by several percent in some cases.
